Minutes of the Boonton Historic Preservation Commission Date: December 4, 2019 CALL TO ORDER: The meeting was called to order at 7:38 pm. OPEN PUBLIC MEETINGS STATEMENT PLEDGE OF ALLEGIANCE ROLL CALL: Present Jeff Smith – Vice Chair Patricia Bujitas Adrianne Eoga Bill McBride – Board of Aldermen Representative Faith Frankel – Recording Secretary Absent: Elliott Ruga Tamra Watts APPROVAL OF MINUTES Minutes of November 2019 were approved. APPLICATIONS FOR REVIEW Groovy Groomers, 605 Main Street A walk-in application was presented for Groovy Groomers, 605 Main Street. The commission advised that the owner needs to submit a formal application to the town. The town will send it to Elliott for signoff if approved at this meeting. Groovy Groomers occupies the space previously occupied by Cookie’s Paws; they are doing grooming only in that space, not doing mobile grooming as the previous business did. A photograph of the proposed design was presented. The application includes one sign on the building, printed vinyl with UV laminate, and vinyl 1 window graphics with the business name and pet graphics. Area covered will be less than 25% of front windows. Also, a replacement awning to match the same footprint as the previous awning but a different color scheme. The existing lights will stay. AE moved to approve application as presented; JS seconded and the application was approved. It was noted that the applicant will follow up with the required paperwork. Boonton Main Street, meeting at Boonton Holmes Public Library Also a walk-in, Boonton Main Street requests to place their existing sign in the new location. The sign will also indicate “second floor” where BMS has been regularly meeting. The sign would be hung on an aluminum scroll bracket from the side of the library exterior. JS and PB noted this group also needs to submit formal paperwork to the town and supply an email address. JS noted that the bottom of the sign needs to be 10 feet from the sidewalk. AE suggested since the bracket has not been installed yet, measurements be made to ensure that the bottom of the sign is conforming to the requirement. PB moved to accept the application with the provision that the applicant submits the paperwork. AE seconded. The motion was carried. Urgent Request Approved Between Meetings It should again be noted that the Chairman, with the advice and consent of the Commission by email, approved a temporary banner for Heavenly Temptations, 712 Main Street. Invoking Chapter 300 Section 31(b) of the Boonton Ordinance allowing approvals between meetings, and due to the urgency of the request, the request was approved by Commission members Tamra Watts, Jeff Smith, and Patti Bujtas, and signed off by Chair Elliott Ruga. Details are memorialized in the minutes of this commission for November 6, 2019. BOARD OF ALDERMAN REPORT Dr. William McBride. In regard to the change to join the county dispatch system, a request was made for new radios but there are not enough funds for that. Dr. McBride is joining the Boonton Historic Preservation Commission as of January 1. The incoming new mayor will appoint a member of the Board of Aldermen as its representative to the Boonton Historic Preservation Commission. DISCUSSION ER requested via email that the following be included in this meeting: 2 Bloomery has relocated to Plane Street but is still in the historic district and will need to submit an application to BHPC for signage in the new location. The Boonton Iron Works Historic District is in the process of being listed on the State and National Registers. Its “Eligible” status was recently recognized by SHPO, an initial step in the continuing process of a full listing. The meeting was adjourned at 7:50 pm. 3
