BORDENTOWN, NEW JERSEY OCTOBER 8, 2024 The Meeting of the Board of Commissioners was held at Carslake Community Center, 207 Crosswicks Street at 7:00 PM. The Meeting was called to order by Mayor Jennifer L. Sciortino. The Acting City Clerk read the Sunshine Notice. The following named Commissioners answered the roll call: Mayor Jennifer L. Sciortino, Deputy Mayor Joseph D. Myers and Commissioner Heather Cheesman. Mayor Sciortino moved to approve the minutes of September 9, 2024, Commission Meeting, seconded by Deputy Mayor Myers. Motion Carried. The Acting City Clerk presented the following for Approval. Mayor Sciortino motioned to approve, seconded by Deputy Mayor Myers. Motion Carried. Events/Communications 1. Bordentown City Creative Team – Jack-O-Lanterns @ Hilltop Park October 26, 2024, 6:00 PM – 8:00 PM 2. Food Truck Permit #007 – Uncle Vin’s Food Trucks @ Tindall Road Brewery November 1 & 23, 2024, December 8, 2024 – Hours 4:00 PM – 9:00 PM 3. Consolidated Fire Association – Open House Fire Prevention October 11, 2024 – Hours 5:00 PM – 9:00 PM 4. Knights of Columbus Council, #570 – Raffle License RA557 December 9, 2024 - Drawing 8:00 PM Mayor Sciortino motioned to approve the events/communication, seconded by Deputy Mayor Myers. Motion Carried. Mayor Sciortino motioned to Change November 11, 2024 Commission Meeting due to the Veteran’s Day Holiday to Tuesday, November 12, 2024, seconded by Deputy Mayor Myers. Motion Carried. MAYOR SCIORTINO, DIRECTOR OF REVENUE AND FINANCE Mayor Sciortino, Director of Revenue and Finance, read the Treasurer’s Report for the month ending September 30, 2024, with an ending balance in the Current Account of $775,943.12 and an ending balance in the Water Account of $4,500,935.99. Mayor Sciortino, Director of Revenue and Finance, read the Collector’s Report for the month ending September 30, 2024, with receivables for the month in the amount of $218,689.36 with a year to date in the amount of $9,540,246.37. Mayor Sciortino presented Resolution 2024-106 for adoption and approval as follows, seconded by Deputy Mayor Myers, Motion Carried. CITY OF BORDENTOWN RESOLUTION 2024-107 A Resolution Refunding a Water Overpayment for Block 1007 Lot 22 Mayor Sciortino presented Resolution 2024-110 for adoption and approval as follows, seconded by Deputy Mayor Myers, Motion Carried. CITY OF BORDENTOWN RESOLUTION 2024-110 A Resolution Cancelling Taxes on Property Owned by a Totally Disabled Veteran Block 1005 Lot 24 is located at 11 E Church Street. Mayor Sciortino made the following appointments to the Bordentown City Environmental Commission. Ralph Simon – Term Expiring May 31, 2027 Lauren Drumm – Term Expiring, May 31, 2027 DEPUTY MAYOR MYERS, DIRECTOR OF PUBLIC PROPERTY, STREETS AND WATER Deputy Mayor Myers, Director of Public Property, Streets and Water, read the Water Report for the month ending September 30, 2024, with receivables for the month in the amount of $84,670.50. Deputy Mayor Myers presented the following Water Applications for approval, seconded by Mayor Sciortino, Motion Carried. Single Family Home – 6 Myrtle Avenue, Approval Received from DEP On September 17, 2024 Deputy Mayor Myers presented Resolution 2024-109, seconded by Mayor Sciortino, Motion Carried. CITY OF BORDENTOWN RESOLUTION 2024-109 A Resolution Authorizing License Agreement with Bordentown City Cats, Inc. Deputy Mayor Myers presented Resolution 2024-111, seconded by Mayor Sciortino, Motion Carried. CITY OF BORDENTOWN RESOLUTION 2024-111 Emergency Contract Water Treatment Plant for Mobilization and Drilling Well #3 Replacement Project (Proposed Well #6) In an Amount Note to Exceed : $ 345,400.00 Deputy Mayor Myers presented Resolution 2024-112, seconded by Mayor Sciortino, Motion Carried. CITY OF BORDENTOWN RESOLUTION 2024-112 A Resolution Authorizing Change Order No. 1, Improvements to Oliver Street Park in an amount Increasing the Contract in the Amount of $13,800 for a Total Amount of the Contract to date $55,274.00 Deputy Mayor Myers presented Ordinance 2024-12 first reading with the second reading scheduled for November 12, 2024, seconded by Mayor Sciortino. CITY OF BORDENTOWN ORDINANCE 2024-12 AN ORDINANCE OF THE CITY OF BORDENTOWN, IN THE COUNTY OF BURLINGTON, NEW JERSEY, PROVIDING FOR IMPROVEMENTS TO PUBLIC BUILDINGS AND RELATED EXPENSES IN AND FOR THE CITY, AND APPROPRIATING $314,000 THEREFOR, AND PROVIDING FOR THE ISSUANCE OF $298,300 IN GENERAL IMPROVEMENT BONDS OR NOTES OF THE CITY OF BORDENTOWN TO FINANCE THE SAME. } Jennifer L. The hearing was opened to the public CITY OF BORDENTOWN ORDINANCE 2024-13 AN ORDINANCE OF THE CITY OF BORDENTOWN IN THE COUNTY OF BURLINGTON, NEW JERSEY PROVIDING FOR CAPITAL IMPROVEMENTS TO THE WATER SYSTEM AND RELATED EXPENSES IN AND FOR THE CITY AND APPROPRIATING $1,200,000 THEREFOR, AND PROVIDING FOR THE ISSUANCE OF $1,200,000 IN WATER UTILITY BONDS OR NOTES OF THE CITY OF BORDENTOWN TO FINANCE THE SAME AND REPEALING BOND ORDINANCE 2024-08 John Brodowski of 107 Mary Street asked what projects were included in the Ordinance, which Deputy Mayor Myers listed the projects. Stacy Stockton of 10 E Union Street asked if there was any money leftover could it be used for other projects, which Deputy Mayor Myers stated that it could not as the funds were for the specific purpose as listed in the ordinance. Myers Abstain} } Heather Cheesman Absent} Deputy Mayor Myers read his Public Works/Water Utility Update Report for October 8, 2024 COMMISSIONER CHEESMAN DIRECTOR OF PUBLIC SAFETY AND AFFAIRS Commissioner Cheesman presented the Police Report Detailing Activities: September 5 – October 1, 2024 with Total incidents in the amount of 1,063. Commissioner Cheesman presented the Housing Report for Month Ending September 30, 2024 with a Total 13 Applications and/or permits. Commissioner Cheesman presented Resolution 2024-108, seconded by Mayor Sciortino, Motion Carried. CITY OF BORDENTOWN RESOLUTION 2024-108 A Resolution Approving a memorandum of Understanding by and between Bordentown City and the State of New Jersey Office of Emergency Management Mayor Sciortino then opened the meeting to the public, there being no comments from the public, the public portion of the meeting was closed. Maryann Kiefer stated that the streetlights were out on Lucas and Landon Drive, which Commissioner Cheesman stated that she would have the Chief look into the matter. Ms. Kiefer then stated that she would like to see the EMS Agreement with RWJ revisited. Jennifer Koeller of 827 W Third Street, Florence, NJ stated that she was the President of Consolidated Fire Association and was very concerned with the lack of funds received by the City. Commissioner Cheesman assured Ms. Koeller that the city was looking into the matter. John Brodowski of 107 Mary Street presented an open invitation to everyone in attendance to join him and the Trails Committee at their meetings, which are held on the 3rd Wednesday at 5:30 at the Carslake Community Center and informed the Governing Body that the Trails Committee will be asking for the Master Plan, Open Space and Conservation plan to be updated. Kathy Dawson asked what the details of the funding would cover in regard to Ordinance 2024-12, which Deputy Mayor Myers provided her with the details on the funding. Margurite Hellwich of 60 Elizabeth Street stated that the Residents Group would like to assist with the Shade Tree inventory. Stacy Stockton of 10 E Union Street stated that there was an issue with the handicap parking sign at the corner of Crosswicks and Farnsworth and was assured by the Governing Body that it would be looked into. Judy Craig of 517 Prince Street stated that the Gilder House required funding to help with the maintenance.
