BORDENTOWN, NEW JERSEY FEBRUARY 10, 2025 The Meeting of the Board of Commissioners was held at the Carslake Community Center, 207 Crosswicks Street at 7:10 PM. The Meeting was called to order by Mayor Jennifer L. Sciortino. The Acting City Clerk read the Sunshine Notice. The following named Commissioners answered the roll call: Mayor Jennifer L. Sciortino, Deputy Mayor Joseph D. Myers and Commissioner Heather Cheesman. The Acting City Clerk presented the following for approval, motion made by Mayor Sciortino, seconded by Deputy Mayor Myers, all were in favor, the motion was Carried. Kiwanis Club of Bordentown – Raffle License Application May 3, 2025 – 7:00 PM Drawing MAYOR SCIORTINO, DIRECTOR OF REVENUE AND FINANCE Mayor Sciortino, Director of Revenue and Finance, presented the Treasurer’s Report for the month ending January 31, 2025.  Mayor Sciortino, Director of Revenue and Finance, presented the Collector’s Report for the month ending January 31, 2025. Mayor Sciortino presented Resolution 2025-042 for adoption and approval as follows, seconded by Deputy Mayor Myers, Motion Carried. RESOLUTION 2025-042 RESOLUTION APPROVING THE PAYMENT OF BILLS Mayor Sciortino presented Resolution 2025-046 for adoption and approval as follows, seconded by Commissioner Cheesman, Motion Carried. RESOLUTION 2025-046 RESOLUTION APPROVING EMERGENCY TEMPORARY APPROPRIATIONS Mayor Sciortino presented Resolution 2025-047 and informed the public that the Commissioners adopted the Resolution when they met that evening at 6:30 PM so as not to hold up the meeting and keep everyone waiting and announced that the city would be accepting applications for the position of City Administrator. RESOLUTION 2025-047 EXECUTIVE SESSION Mayor Sciortino presented Resolution 2025-048 for adoption and approval as follows, seconded by Commissioner Cheesman, Motion Carried. RESOLUTION 2025-048 RESOLUTION APPOINTING JAMES LYNCH TO THE BORDENTOWN SEWERAGE AUTHORITY FOR A TERM EXPIRING FEBRUARY 1, 2030 DEPUTY MAYOR MYERS, DIRECTOR OF PUBLIC PROPERTY, STREETS AND WATER Deputy Mayor Myers read the Water Report for the month ending January 31, 2025  Deputy Mayor Myers, presented the following W4 Water Applications for Approva1, seconded by Commissioner Cheesman, all were in favor, the motion was Carried. Resolution 2025-043 RESOLUTION RE-AFFIRMING THE ENDORSEMENT TO ADOPT GREEN BUILDING PRACTIES FOR CIVIC, COMMERCIAL AND RESIDENTIAL BUIDLINGS Deputy Mayor Myers presented Resolution 2025-044, seconded by Commissioner Cheesman, all were in favor, the Motion was Carried. Resolution 2025-044 RESOLUTION SUPPORTING ADOPTION OF “NO IDLING” Deputy Mayor Myers presented Resolution 2025-045, seconded by Mayor Sciortino, all were in favor, the Motion was Carried. Resolution 2025-045 RESOLUTION SUSTAINABLE LAND USE PLEDGE Deputy Mayor Myers presented the Public Works/Water Utility Update. COMMISSIONER CHEESMAN, DIRECTOR OF PUBLIC SAFETY AND AFFAIRS Commissioner Cheesman presented the Police Report Detailing Activities for the period January 6 to February 2, 2025. Commissioner Cheesman presented the Housing Report for Month Ending January 31, 2025. Commissioner Cheesman presented, Ordinance 2025-01 for Second Reading: Ordinance Moving of the City of Bordentown Municipal Election to the General Election in November. ORDINANCE 2025-01 ORDINANCE TO MOVE CITY OF BORDENTOWN MUNICIPAL ELECTION TO THE GENERAL ELECTION IN NOVEMBER Mayor Scoitino opened the meeting for public comment on Ordinance 2025-01.  Maxine Brimmer of 1 E Union Street asked if positioning on the ballot could be requested and was informed that the County does not permit that. Robert Erickson, Public Works Manger, asked if party affiliation will be mandatory and was informed that the election would repair non-partsian. James Heupel of 6 E Park Street stated that he did not agree with changing the election. Cathy Shaw of 3 E Union Street stated that she did not agree with the change. There being no further comment from the public, Mayor Sciortino closed the public portion of the meeting, seconded by Deputy Mayor Myers, all were in favor, the motion was Carried. } Jennifer L. Cathy Shaw of 3 E Union Street thanked the Governing Body for the Sustainable New Jersey Resolutions and memorializing the good work done by the City and added that the sustainable New Jersey pledge should be consistent with the Township of Bordentown. CJ Mugavero of 91 E Burlington Street asked what the cost would be for the Fire Alarm system at the Municipal Complex Gym, which Deputy Mayor Myers stated that the cost would be $32,000 and the city received a grant for the work. She then asked who owned the water plant and how much the cost would be to obtain property from the Township of Bordentown to construct a second plant. Deputy Mayor Myers stated that the city owned the water plant and would cost a few million dollars. Grace Archer of 30 Landon Drive asked how long the Ann Street project would be until completion and was informed that completion was expected by the spring/summer of 2025. With no further public comment and no further business to conduct, Mayor Sciortino moved for adjournment, seconded by Deputy Mayor Myers, Motion Carried.
