BORDENTOWN, NEW JERSEY MARCH 10, 2025 The Meeting of the Board of Commissioners was held at Carslake Community Center, 207 Crosswicks Street at 7:00 PM. The Meeting was called to order by Mayor Jennifer L. Sciortino. The Acting City Clerk read the Sunshine Notice. The following named Commissioners answered the roll call: Mayor Jennifer L. Sciortino, and Commissioner Heather Cheesman. The Acting City Clerk presented the following for approval, the minutes from the Commission Meetings held on January 13, 2025 & February 10, 2025 and the Work Session Meetings held on January 31, 2025 & February 14, 2025. Mayor Sciortino motioned to approve, seconded by Deputy Mayor Myers, Motion Carried. The Acting City Clerk presented the following for Approval. Mayor Sciortino motioned to approve, seconded by Commissioner Cheesman. Motion Carried. Events/Communications 1. Bordentown City Green Team – Litter Clean Up Bordentown Beach March 29, 2025 – Rain Date May 3, 2025 @ 10:00 AM-Noon 2. Bordentown City Cats -Raffle License Application April 5, 2025 @ 4:00-8:00 PM 3. Bordentown City Cats – 3rd Annual Art Show Request permission to serve Beer and Wine April 5, 2025 @ 4:00-8:00 PM 4. Knights of Columbus Council #570 - Raffle License Application April 5, 2025 @ 8:00 PM 5. PTO Clara Barton – Raffle License Application March 28, 2025 @ 5:00 – 8:00 PM 6. Bordentown Yacht Club – Comedy Show April 26, 2025 @ 7:00 – 11:00 PM MAYOR SCIORTINO, DIRECTOR OF REVENUE AND FINANCE Mayor Sciortino, Director of Revenue and Finance, read the Treasurer’s Report for the month ending February 28, 2025. Mayor Sciortino, Director of Revenue and Finance, read the Collector’s Report for the month ending February 28, 2025. Mayor Sciortino, Director of Revenue and Finance, read the Collector’s Annual Statement of Receipts FY 2024. Mayor Sciortino presented Resolution 2025-052 for adoption and approval as follows, seconded by Deputy Mayor Myers. Motion Carried. Resolution 2025-052 Resolution Approving the Payment of Bills Mayor Sciortino presented Resolution 2025-054 for adoption and approval as follows, seconded by Deputy Mayor Myers. Motion Carried. Resolution 2025-054 Authorize the hiring of Shannon Sundstrom as Assistant Market Manager for the Bordentown City Farmers’ Market Season 2025 Mayor Sciortino presented Resolution 2025-056 for adoption and approval as follows, seconded by Deputy Mayor Myers. Motion Carried. Resolution 2025-056 Interdepartmental Budget Transfers Mayor Sciortino presented Resolution 2025-059 for adoption and approval as follows, seconded by Deputy Mayor Myers. Motion Carried. Resolution 2025-059 Resolution designating Bank of Princeton official depository – Lennar Inspection Escrow Account Mayor Sciortino presented Resolution 2025-060 for adoption and approval as follows, seconded by Commissioner Cheesman. Motion Carried. Resolution 2025-060 Resolution Authorizing the City of Bordentown to enter into a cooperative pricing agreement with NJEDGE.NET, INC Edgemarket Cooperative Pricing System Mayor Sciortino presented Ordinance 2024-16 first reading with the second reading scheduled for April 14, 2025, seconded by Deputy Mayor Myers. Ordinance 2025-03 Ordinance to Exceed the Municipal Budget Appropriation Limits and to Establish a CAP Bank } Mayor Sciortino Nays} Roll Call Vote: Ayes } Deputy Mayor Myers Abstain} } Commissioner Cheesman Absent} DEPUTY MAYOR MYERS, DIRECTOR OF PUBLIC PROPERTY, STREETS AND WATER Deputy Mayor Myers presented the Water Utility Report for Month Ending February 28, 2025. Deputy Mayor Myers presented the City of Bordentown Shade Tree Annual Report FY 2024. Deputy Mayor Myers presented Resolution 2025-057 for adoption and approval as follows, seconded by Mayor Sciortino. Motion Carried. Resolution 2025-057 Resolution Awarding Contract to B & H Contracting Inc for the Replacement Well No 3 (Well No. 6) Well House in the amount of $750,000 Deputy Mayor Myers presented Resolution 2025-061 for adoption and approval as follows, seconded by Mayor Sciortino. Motion Carried. Resolution 2025-061 Resolution Authorizing Change Order No 2, Water Meter Replacement Project, Lenegan Plumbing & Heating LLC Total Contract amount $2,825,283.82 Deputy Mayor Myers presented Ordinance 2025-04 first reading with the second reading scheduled for April 14, 2025, seconded by Mayor Sciortino. Ordinance 2025-04 Ordinance to authorize a Note for Water Improvements for Burlington & Prince Street } Mayor Sciortino Nays} Roll Call Vote: Ayes } Deputy Mayor Myers Abstain} } Commissioner Cheesman Absent} Deputy Mayor Myers presented Ordinance 2025-06 first reading with the second reading scheduled for April 14, 2025, seconded by Mayor Sciortino. Ordinance 2025-06 Ordinance Amending Chapter 264 Water Tariff to include service charge for a 12” Water Meter } Mayor Sciortino Nays} Roll Call Vote: Ayes } Deputy Mayor Myers Abstain} } Commissioner Cheesman Absent} Deputy Mayor Myers presented the Public Works/Water Utility Updates. COMMISSIONER CHEESMAN, DIRECTOR OF PUBLIC SAFETY AND AFFAIRS Commissioner Cheesman presented the Police Report Detailing Activities from February 3 to March 3, 2025. Commissioner Cheesman presented the Housing Report for Month Ending February 28, 2025. Commissioner Cheesman presented Resolution 2025-053 for adoption and approval as follows, seconded by Mayor Sciortino. Motion Carried. Resolution 2025-053 Authorize Execution of Aerial Mosquito Control Agreement with Burlington County Commissioner Cheesman presented Resolution 2025-055 for adoption and approval as follows, seconded by Mayor Sciortino. Motion Carried. Resolution 2025-055 Award Security System Police & Administration Offices Commissioner Cheesman presented Resolution 2025-058 for adoption and approval as follows, seconded by Deputy Mayor Myers. Motion Carried. Resolution 2025-058 Authorizing Submission of Application for the “2025 DISTRACTED DRIVING CRACKDOWN GRANT” Commissioner Cheesman presented Ordinance 2025-02 first reading with the second reading scheduled for April 14, 2025, seconded by Mayor Sciortino. Ordinance 2025-02 Ordinance amending Chapter 66, Section 4 of the Code of the City of Bordentown to permit alternative route appointments } Mayor Sciortino Nays} Roll Call Vote: Ayes } Deputy Mayor Myers Abstain} } Commissioner Cheesman Absent} Commissioner Cheesman presented Ordinance 2025-05 first reading with the second reading scheduled for April 14, 2025, seconded by Mayor Sciortino. Ordinance 2025-05 Ordinance amending Chapter 258 of the Code of the City of Bordentown entitled Vehicles and Traffic and Chapter 37 Entitled Fees to address parking concerns } Mayor Sciortino Nays} Roll Call Vote: Ayes } Deputy Mayor Myers Abstain} } Commissioner Cheesman Absent} Mayor Sciortino then opened the meeting to the public for public comments. Mr. Dan Aubrey of 418 Prince Street asked if the water improvement ordinance was related to the project that was discussed at a resident meeting last year and Deputy Mayor Myers informed him that it was. Mr. Ed Foley, Jr., of 19 Elizabeth Street asked if the sweeper and leaf vac ruck would be ready to go for the start of the season and was assured by Deputy Mayor Myers that they were ready to go. Ms. Kate Napolitano of 7 West Street stated that the West Street playground has seen a lot of action from the community, not just the surrounding property owners. Ms. Cathy Shaw of 3 E Union Street stated that the Environmental Commission would be holding a light pollution seminar on March 19, 2025, if anyone was interested in attending. Ms. Shaw also echoed the comments made by Ms. Napolitano regarding the West Street Park. Ms. Liz Aubrey of 418 Prince Street asked if there were any updates on the Ocean Spray property on Park Street and was informed that there were no updates at this time.
