CITY OF BORDENTOWN REGULAR MONTHLY PLANNING BOARD MEETING DECEMBER 1, 2025 The City of Bordentown Planning Board held their regular monthly meeting on Monday, December 1, 2025, at the Carslake Community Center, 207 Crosswicks Street, Bordentown City, New Jersey. The Planning Board Secretary called the meeting to order at 7:05 PM starting with the pledge of allegiance. The Planning Board Secretary read the Open Public Meeting Act, and the Secretary directed that it be entered into the minutes that the meeting was being held in compliance. The following Board members were in attendance, Mayor Sciortino, Mr. Malone, Mr. Kennedy, Ms. Robinson, Ms. Murphy, and Mr. Braz. Mr. Advani attended the meeting after roll call. Absent Board members were Mr. Antozzeski, Mr. Edwards, and Ms. Haney. Board Professional present was Charles Latini, PP, L & G Planning. Ms. Robinson motioned to approve the minutes from the November 3, 2025, Planning Board Meeting, seconded by Mr. Braz, and abstained by Mr. Malone, Mr. Kennedy, and Ms. Murphy. All eligible board members were in favor; the motion was carried. The Planning Board Secretary called the next item on the agenda, Adopt Resolution 2025- 17 / PBAZ 2025-08, Leaping Dog Art Studios LLC, 1 ½ Crosswicks St, Change of Use, Bulk Variance, & Site Plan Waiver. Mayor Sciortino motioned to adopt the Resolution, seconded by Mr. Braz. ROLL CALL IN FAVOR: Mayor Sciortino - Yes Ms. Robinson - Yes Mr. Braz - Yes OPPOSSED: None ABSTAINED: Mr. Malone Mr. Kennedy Ms. Murphy The Planning Board Secretary then called the next item on the agenda, Redevelopment Area Determination Report. Mr. Latini provided an overview of the report. Mr. Latini stated the City Commissioners asked the Planning Board to conduct a study on Former City Hall with the purpose of determining if the property qualifies as an area of redevelopment. He stated that the report shows the property does qualify for redevelopment. Additionally, Mr. Latini commented that the determination would allow the city to solicit developers and choose the best project for the city. Mr. Latini asked the board members for any questions or comments on the report. Mr. Advani asked if the building is municipal property and if the purpose is to re-zone it. Mr. Latini stated that the building is municipal property and the purpose of the determination report it to pick the best project for the site. Mayor Sciortino commented that the first step may be to solicit a request for interest to see what options are available, and that could help tailor the city’s request for proposals.  Mr. Kennedy stated that a pilot arrangement may be appropriate due to the property needing significant investment for any use to be productive. The Planning Board Secretary then opened the meeting to the public for comments on the Redevelopment Are Determination report. Cathy Elliot Shaw, of 3 E Union St, asked if the intention is for the city to maintain ownership of the property. Mayor Sciortino stated that the decision will be up to the new governing body. John Brodowski, of 107 Mary St, opined that the redevelopment of the property is a good idea for the city to move forward with. Additionally, Mr. Brodowski agreed with the redevelopment determination, allowing the city to have more of say about what happens to the property. The Planning Board Secretary then called the next item on the agenda, Parks, Open Space, and Historic Places Discussion. There being no new updates, the meeting was opened to the public for comments on the Parks, Open Space, and Historic Places Discussion. There were no public comments. The Planning Board Secretary opened the meeting to the public for any comments. There being no public comments, the Planning Board Secretary closed the public portion of the meeting. There being no further business to come before the Board, Mr. Advani motioned to adjourn, seconded by Mr. Braz, all were in favor, the meeting was then adjourned at 7:20 PM.
