Zumbrota Economic Development Authority Minutes
5:30 PM Wednesday, April 15, 2026
Zumbrota City Hall, 175 West Avenue
PRESENT: Lindsey Raasch, Joan Bucher, Dave Dahlen, Victoria Perez, and Bob
Hawley. Also present were EDA Director Kurt Meister, Communications Specialist &
Account Technician Miranda Raasch.
NOT PRESENT: Brian Haugen, Todd Hammel
1. Call Meeting to Order – at 5:31 PM by Lindsey Raasch
2. Amend/Adopt Agenda – MOTION DAHLEN, second HAWLEY to adopt the
agenda as written. Carried unanimously.
3. Approve Regular Meeting Minutes of Wednesday, March 18, 2026 –
MOTION HAWLEY, second BUCHER to approve the meeting minutes from
Wednesday March 18, 2026, as written. Carried unanimously.
4. Monthly Financial Report & Accounts Payable – MOTION RAASCH,
second DAHLEN to approve the monthly financial report & accounts payable
from March 2026. Carried unanimously.

6. Old Business
A. Tulip Tree Marketing – Meister presented a proposal from Tulip Tree
Marketing for Google Performance Max advertising services. Services
include website tracking installation, targeted and remarketing outreach, ad
creation and placement across Google platforms, design support, and
ongoing campaign monitoring.
The total cost for the three consecutive month campaign is $3,135.00. Staff
noted that Google Ads use automated optimization of headlines,
descriptions, and images rather than fixed ad schedules. Separate ad sets
may be created to organize different campaign topics.
MOTION BUCHER, second DAHLEN to approve the hiring of Tulip Tree
Marketing to create ads for Google in the amount of $3,135 for three
months. Carried unanimously.
7. New Business
A. Pool Grant – CEDA is currently writing a grant to assist in funding the new
pool. The Blandon Grant is worth $150,000.
B. ZABL Update – ZABL is working on finalizing the purchase of America’s
Best Value Inn in Zumbrota.
C. Movement of Historical Plaque - Discussion was held regarding
relocating the Zumbrota Historical Plaque. Jeff Meyers noted the plaque
cannot be easily moved due to a deep concrete base. Relocation to
Covered Bridge Park was discussed to improve visibility and align with
existing monuments.
Jeff Meyers is preparing cost estimates for a new display, and staff has
contacted the Minnesota Historical Society regarding potential grant
funding and updated marker language.
8. Reports
A. Update – KB Apartments – Fencing has been placed and demolition is
set to begin this week.
