in Council Chambers, 620 Benton Road, Bossier City, Louisiana, December 1, 2020 at 3:00 PM

Unfinished Business –
The following Ordinance offered and adopted:
ORDINANCE NO. 154 OF 2020
AN ORDINANCE AUTHORIZING THE RECLASSISIFICATION OF A TRAFFIC
ANALYST POSITION TO A TRAFFIC CONTROL TECH AND AN INCREASE IN THE
SALARY FOR THE TRAFFIC CONTROL TECH POSITION IN THE TRAFFIC
ENGINEERING DIVISION RESULTING IN A NET NEUTRAL CHANGE TO THE
OPERATING BUDGET.
WHEREAS; Ordinance No. 21 of 2018 implemented a requirement assuring that
the City department budgets not be exceeded by hiring of any personnel; and
WHEREAS; the position of Traffic Analyst will be reclassified as a Traffic
Control Tech reducing the budgeted salary of this position by $3,151.50; and
WHEREAS; the Traffic Control Tech responsibilities will be increased to maintain
the traffic sign shop and perform all field duties as assigned by the Superintendent of Traffic
Engineering, justifies a raise in salary from $27,481.49 to $30,632.99.
WHEREAS; all the aforementioned adjustments in existing salaries of these
positions combined will result in a net neutral impact to the operating budget; and
NOW, THEREFORE, BE IT ORDAINED, in regular session convened that the
City Council of Bossier City, Louisiana, that the Engineering Department is hereby authorized to
change the classification of the traffic analyst position to a traffic control tech position reducing
the salary by $3,151.50, and to utilize the unused salary budgeted to make up the raise in salary
needed to fully fund these positions as described.

The following ordinance offered and adopted:
ORDINANCE NO. 155 OF 2020
AN ORDINANCE APPROVING AN AMENDMENT TO THE UNIFIED DEVELOPMENT
CODE CREATING NEW REGULATIONS FOR ADJOINING AND ABUTTING LOTS.
WHERAS, the City of Bossier City realizes that there were no comprehensive regulations
pertaining to adjoining or abutting lots; and
WHEREAS, a public hearing was held on October 12, 2020; and
WHEREAS, the Bossier City-Parish Metropolitan Planning Commission has submitted the results
of said public hearing to the Mayor and City Council of the City of Bossier City;
THE CITY COUNCIL FOR THE CITY OF BOSSIER HEREBY ORDAINS:
That Section 11.4.2 Subsection J be added to the Unified Development Code.
11.4.2.J Adjoining or Abutting Lots
If a structure, use or occupancy is to be constructed or situated on 2 or more lots, the abutting
properties or portions thereof, shall be re–platted into a single parcel for the purposes of
compliance with this code. No portion of the newly created lot shall be sold or used in a manner
that would diminish compliance with the standards of this code. Any existing utility or drainage
easements affected by the re-plat may have to be abandoned as part of the newly created plat and
single lot.
Motion was made by Mr. Scott Irwin and seconded by Mr. Timothy Larkin
to adopt the above ordinance. Upon the following vote, the ordinance was duly
adopted on the 1st day of December, 2020, by the following vote:

The following Ordinance offered and adopted:
Ordinance No. 156 Of 2020
ADOPT AN ORDINANCE TO REPAIR SEWER LINE AT THE LASANDS PUMP
STATION A AT A COST OF $150,000.00 TO COME FROM THE SEWER CAPITAL AND
CONTINGENCY FUND; AND AUTHORIZES THE CITY TO ENTER INTO A
CONTRACT WITH AXIS CONSTRUCTION FOR COMPLETION OF WORK.
WHEREAS, $150,000.00 will come from the Sewer Capital and Contingency Fund.
NOW, THEREFORE, BE IT ORDAINED by the City Council of Bossier City,
Louisiana, in regular session convened, that the Bossier City Council does hereby approve an
ordinance to appropriate $150,000.00 to come from the Sewer Capital and Contingency Fund to
conduct repairs to LaSands Pump Station sewer line.

The following Ordinance offered and adopted:
ORDINANCE NO. 157 of 2020
ADOPT AN ORDINANCE AMENDING ORDINANACE 105 OF 2020 INCREASING THE
APPROPRIATED AMOUNT TO $206,000.00 TO FUND IMPROVEMENTS TO AN SOUTHERN
GARDENS PUMP STATION USING SEWER CAPITAL CONTINGENCY FUNDS
WHEREAS, the City of Bossier City authorized Ordinance 105 of 2020 to fund
improvements to the Sun City and Eagle Bend Pump Stations. Once all bids for the Sun City and
Eagle Bend Pump Stations were received there was $53,000.00 remaining. The City is recommending
adding an additional $36,000.00 to this amount, allowing for the rehabilitation of Southern Gardens
Pump Station. The work required to complete the project will be increased by $83,855.00; and
WHEREAS, the City of Bossier City will complete the project making the final contract
amount $206,000.00; and
NOW, THEREFORE, BE IT ORDAINED by the City Council of Bossier City, Louisiana
in regular session convened, does hereby amend Emergency Ordinance 105 of 2020 and appropriates
$206,000.00 from the Sewer Capital and Contingency Funds; and

ORDINANCE NO. 158 OF 2020
AN ORDINANCE AUTHORIZING AND APPROVING THE
ENGAGEMENT OF HEARD, MCELROY, & VESTAL, LLC TO
PROVIDE PROFESSIONAL SERVICES TO AUDIT THE FINANCIAL
STATEMENTS OF THE CITY OF BOSSIER CITY, CENTURYLINK
ARENA FUND, FIREMEN’S PENSION AND RELIEF FUND, AND
POLICEMEN’S PENSION AND RELIEF FUND.

WHEREAS, Heard, McElroy, & Vestal, LLC, has conducted audits of the finances of the
referenced entities in previous years; and
WHEREAS, the referenced entities are required to have annual audits and receive a
comprehensive annual financial report for the year ended December 31, 2020;
NOW, THEREFORE, BE IT ORDAINED, that the City Council of Bossier City, in
regular session convened, that Mr. David Montgomery, Jr., is hereby authorized to execute letters
of engagement with Heard, McElroy, & Vestal, LLC and said letters of engagement are hereby
approved.

The following Ordinance offered and adopted:
ORDINANCE NO. 159 OF 2020
AN ORDINANCE AUTHORIZING POSITIONS TO BE FILLED IN THE BOSSIER CITY
PROPERTY STANDARDS DIVISION OF THE ENGINEERING DEPARTMENT AS A
RESULT OF A RETIREMENT AND PROMOTION AND TO ADD A TEMPORARY
OFFICE WORKER POSITION USING THE AVAILABLE SALARY RANGE OF THIS
DIVISION RESULTING IN A NET NEUTRAL CHANGE TO THE OPERATING
BUDGET.
WHEREAS; Ordinance No. 21 of 2018 implemented a requirement assuring that the City
department budgets not be exceeded by hiring of any personnel; and
WHEREAS; the position of Code Enforcement Supervisor is vacant due to retirement;
and
WHEREAS; the position of Code Enforcement Inspector will be vacant due to promotion;
and
WHEREAS; the prepromotion of a Code Enforcement Inspector to Code Enforcement
Supervisor will be at a salary of $49,800; and
WHEREAS; the hiring of a new Code Enforcement Inspector will be at a salary of
$35,500; and
WHEREAS; both positions salaries will be lower than current salaries by $11,390.00; and
WHEREAS; the position of temporary office worker will be added to the Property
Standards Division utilizing the available salary budget of $11,390.00 to help ensure all
administrative responsibilities of the Property Standards Division are being maintained; and
WHEREAS; the aforementioned promotion and hiring’s with adjustments in salaries of
the existing positions will result in a net neutral impact to the operating budget; and
NOW, THEREFORE, BE IT ORDAINED, in regular session convened that the City
Council of Bossier City, Louisiana, that the Engineering Department is hereby authorized to
promote a Code Enforcement Inspector to Code Enforcement Supervisor due to retirement, hire a
Code Enforcement Inspector due to promotion, and hire a temporary office worker using the
available $11,390 in available salary from the aforementioned promotion and hiring as needed to
fully fund these positions.

Ordinance No. 160 Of 2020
AN ORDINANCE APPROPRIATING ONE MILLION DOLLARS FROM THE
HOTEL/MOTEL TAX FUND AND TWO MILLION DOLLARS FROM THE LAND
AQUISTION FUND TO GO TO THE WALTER O. BIGBY CARRIAGEWAY FUND TO
FUND THE COMPLETION OF PHASE II OF THE WALTER O. BIGBY
CARRIAGEWAY.
WHEREAS, per the final plans and specifications, one million dollars from the
Hotel/Motel Tax Fund and two million dollars from the Land Acquisition Fund is necessary to
complete Phase II of the Walter O. Bigby Carriageway.
NOW, THEREFORE, BE IT ORDAINED, by the City Council of Bossier City,
Louisiana, in regular session convened, that one million dollars is hereby appropriated from the
Hotel/Motel Tax Fund and two million dollars is hereby appropriated from the Land Acquisition
Fund for the Walter O. Bigby Carriageway Fund to fund the completion of Phase II of the Walter
O. Bigby Carriageway.

WHEREAS; Christopher Davis, MLB Enterprises, has applied to the Bossier City-Parish
Metropolitan Planning Commission for Conditional Use Approval for the retail sale of high and
low content alcohol, for on premise consumption, at a bar located at 4403 East Texass Street,
Bossier City, Louisiana; and
WHEREAS; a public hearing for the Conditional Use application was held on November 9, 2020;
and
WHEREAS; The Planning Department has submitted the results of said public hearing to the
Mayor and the City Council of the City of Bossier City.
THE CITY COUNCIL OF THE CITY OF BOSSIER CITY HEREBY ORDAINS:

WHEREAS; a public hearing for the Conditional Use application was held on November 9, 2020;
and
WHEREAS; The Planning Department has submitted the results of said public hearing to the
Mayor and the City Council of the City of Bossier City.

Reports – Justin Haydel, Manchac, updated Council on status of Walter O. Bigby Carriageway
project. He reported that a milestone was reached and that Union Pacific approved the design of
the bridge. He also reported that Utility Companies are working on plans to move existing
utilities.
