PROCEEDINGS OF THE CITY COUNCIL OF BOSSIER CITY STATE OF LOUISIANA TAKEN AT A SPECIAL MEETING JULY 8, 2021 The City Council of the City of Bossier City, State of Louisiana, met in Special session in Council Chambers, 620 Benton Road, Bossier City, Louisiana, July 8, 2021 at 2:00 PM Invocation was given by Council Member Scott Irwin Pledge of Allegiance led by Council Member David Montgomery, Jr. Roll Call as follows: Present: Honorable Councilors David Montgomery, Jr., Chris Smith, Scott Irwin, Jeffery Darby, Don Williams, Jeff Free and Vince Maggio Also Present: Mayor, Thomas Chandler and City Clerk, Phyllis McGraw City Clerk, Phyllis McGraw, read statement about decorum during meeting and public participation in the meeting. By: Mr. Montgomery, Jr. Motion to approve agenda. Seconded by Mr. Irwin No comment Vote in favor of motion is unanimous The following Resolution offered and adopted: Resolution No. 65 Of 2021 A RESOLUTION AUTHORIZING THE APPOINTMENT OF E. CHARLES JACOBS AS THE CITY ATTORNEY FOR BOSSIER CITY ________________________________________________________________________ WHEREAS, the Bossier City – City Charter provides for the appointment of a City Attorney as nominated by the Mayor and approved by the City Council; and WHEREAS, said position is now vacant due the resignation of James D. Hall effective June 30th 2021, and WHEREAS, E. Charles Jacobs has been nominated by said Mayor and approved by said City Council, and NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Bossier, in regular session convened, that E. Charles Jacobs be appointed and hired as the City Attorney for the City of Bossier City with the same like benefits as the previous City Attorney and complete with the same like salary and compensation as the previous City Attorney for the budgeted year of 2021. The above and foregoing Resolution was read in full at open and legal session convened, was on motion of Mr. Jeff Free, and seconded by Mr. Chris Smith, and adopted on the 8th, day of July, 2021, by the following vote: AYES: Mr. Montgomery, Jr., Mr. Smith, Mr. Irwin, Mr. Darby, Mr. Williams, Mr. Free and Mr. Maggio NAYS: none ABSENT: none ABSTAIN: none ____________________________ Don W. Williams, President ____________________________ Phyllis McGraw, City Clerk The following Resolution offered and adopted: Resolution No. 66 Of 2021 A RESOLUTION AUTHORIZING THE HIRING OF AN ASSISTANT CITY ATTORNEY FOR BOSSIER CITY ________________________________________________________________________ WHEREAS, the Bossier City – City Charter provides for the appointment and hiring of an Assistant City Attorney; and WHEREAS, said position is now vacant due the resignation of Gordon Mosley effective June 30th 2021, and NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Bossier, in regular session convened, that an Assistant City Attorney be appointed for the City of Bossier City with the same like benefits as the previous Assistant City Attorney and complete with the same like salary and compensation as the previous Assistant City Attorney for the budgeted year of 2021. The above and foregoing Resolution was read in full at open and legal session convened, was on motion of Mr. Jeff Free, and seconded by Mr. Don Williams, and adopted on the 6th, day of July, 2021, by the following vote: AYES: Mr. Montgomery, Jr., Mr. Smith, Mr. Irwin, Mr. Darby, Mr. Williams, Mr. Free and Mr. Maggio NAYS: none ABSENT: none ABSTAIN: none ______________________________ Don W. Williams, President ____________________________ Phyllis McGraw, City Clerk Mr. Ray and Mr. Jacobs both thanked the Council for their votes and both look forward to working with the City. City Clerk, Phyllis McGraw, let the audience and Council members that the screen had timed out but all votes were unanimous. Mr. Smith – Thanked Council Members for working with Mayor Chandler to get the matters resolved quickly. Mayor Chandler thanked Council for working together and with him in approving his selections.
