STATE OF LOUISIANA TAKEN AT A SPECIAL MEETING
OCTOBER 25, 2021
The City Council of the City of Bossier City, State of Louisiana, met in Special session in
Council Chambers, 620 Benton Road, Bossier City, Louisiana, October 25, 2021 at 3:00 PM
Invocation was given by Council Member Jeffery Darby
Pledge of Allegiance led by Council Member Don Williams
Roll Call as follows:
Present: Honorable, President Don Williams, Honorable Councilors Chris Smith, Jeffery Darby,
David Montgomery, Jr. Jeff Free and Vince Maggio
Absent: Honorable Councilor Scott Irwin
Also Present: Mayor, Thomas Chandler, City Attorney, Charles Jacobs and City Clerk, Phyllis
McGraw
City Clerk, Phyllis McGraw read announcement about masks and decorum in meetings.

Motion to amend Agenda to delete Item #2 under New Business.

New Business –
City Engineer, Ben Rauschenbach – went over issue with crossing, road and railroad company.
Discussion about cost of plan change, when it would take effect and contacting and getting
feedback from business owners. Manchac will contact property owners along route and hope
minimal to no costs to change plan.
Mr. Hammons, asked if this would affect all crossings or just this one. Just the Shed Road one.
There being no further business to come before this Council, the meeting adjourned at
3:12 PM by Mr. Williams

The following Ordinance offered and adopted:
Ordinance No. Of 2021
AN ORDINANCE TO RESCIND ORDINANCE NO. 72 OF 2021 AND TERMINATING
SAID CONTRACT WITH NTB ASSOCIATES, INC. FOR CAUSE AND CEASE AND
DESIST ANY FUTURE PAYMENTS REQUIREDPURSUANTTO SAID CONTRACT.
WHEREAS, the Administrationnow desires to rescindOrdinance72 of 2021; and
WHEREAS, NTB Associates, Inc. failed to communicate with city about known issues
with project that are now causing major project changes; and
WHEREAS, the Administration now desires to terminate the contract with NTB
Associates, Inc. for cause and cease and desist any future payments required pursuant to said
contract; and
NOW, THEREFORE, BE IT ORDAINED, by the City Council of Bossier City,
Louisiana, in regular session convened, that Ordinance 72 of 2021 is hereby rescinded and said
agreement with NTB is terminated for cause and cease and desist any future payments required
pursuant to said contract.
The above and foregoing Ordinance was read in full at open and legal session convened.
