PROCEEDINGS OF THE CITY COUNCIL OF BOSSIER CITY STATE OF LOUISIANA TAKEN AT A SPECIAL MEETING APRIL 21, 2022 The City Council of the City of Bossier City, State of Louisiana, met in Special session in Council Chambers, 620 Benton Road, Bossier City, Louisiana, April 21, 2022 at 10:00 AM Invocation was given by Council Member Chris Smith Pledge of Allegiance led by Council Member Don Williams Roll Call as follows: Present: Honorable, President Don Williams, Honorable Councilors Chris Smith, Brian Hammons, Jeff Free and Vince Maggio Absent: Mr. Darby; Mr. Montgomery, Jr. Also Present: Assistant City Attorney, Richard Ray and Acting City Clerk, Jennifer Emert Acting City Clerk, Jennifer Emert, read statement about decorum during meeting and public participation in the meeting. New Business – Agenda Item called: AN ORDINANCE APPROVING A CONDITIONAL USE FOR THE SALE OF HIGH AND LOW CONTENT ALCOHOL FOR ON PREMISE CONSUMPTION AT A RESTAURANT LOCATED AT 2950 EAST TEXAS STREET, (EXHIBIT A ATTACHED) BOSSIER CITY, LOUISIANA. 1. Motion to Amend Zoning Ordinance to require Surge to provide security by 2 off duty Bossier City Police Officers during the time of 5:00PM to midnight on Friday and Saturday Evenings and 3:00PM to 10:00PM on Sundays. Motion: Councilman Don Williams Second: Councilman Chris Smith Ayes: Council Member Williams, Council Member Free, Council Member Maggio, Council Member Smith, and Council Member Hammons 2. Motion to amend Ordinance to require that all alcohol must stay in the section where served. Motion: Councilman Don Williams Second: Councilman Chris Smith Ayes: Council Member Williams, Council Member Free, Council Member Maggio, Council Member Smith, and Council Member Hammons 3. Motion to approve Ordinance as amended. Motion: Councilman Chris Smith Second: Councilman Brian Hammons Ayes: Council Member Williams, Council Member Free, Council Member Maggio, Council Member Smith, and Council Member Hammons The following ordinance adopted as amended: ORDINANCE NO. 56 OF 2022 AN ORDINANCE APPROVING A CONDITIONAL USE FOR THE SALE OF HIGH AND LOW CONTENT ALCOHOL FOR ON PREMISE CONSUMPTION AT A RESTAURANT LOCATED AT 2950 EAST TEXAS STREET, (EXHIBIT A ATTACHED) BOSSIER CITY, LOUISIANA. WHEREAS; Darren Balsamo, Surge Bossier, has applied to the Bossier City-Parish Metropolitan Planning Commission for Conditional Use Approval for the retail sale of high and low content alcohol, for on premise consumption with conditions, at a restaurant located at 2950 East Texas Street (Exhibit A Attached), Bossier City, Louisiana. WHEREAS; a public hearing for the Conditional Use application was held on April 11, 2022; and WHEREAS; The Planning Department has submitted the results of said public hearing to the Mayor and the City Council of the City of Bossier City. THE CITY COUNCIL OF THE CITY OF BOSSIER CITY HEREBY ORDAINS: SECTION 1. That the Conditional Use for retail sales of high and low content alcohol for on premise consumption at 2950 East Texas Street, (Exhibit A Attached), Bossier City, Louisiana is hereby approved with the condition that Surge must provide security by 2 off duty Bossier City Police Officers during the time of 5:00 PM to midnight on Friday and Saturday evenings; 3:00 PM to 10 PM on Sundays and alcohol must stay in the section where served. Motion was made by Mr. Chris Smith and seconded by Mr. Brian Hammons to adopt the above ordinance. Upon the following vote, the ordinance was duly adopted this 21st day of April, 2022.
