Seconded by Mr. Williams No comment Vote in favor of motion is unanimous The following Ordinance offered and adopted: Ordinance No. 93 Of 2022 AN ORDINANCE APPROPRIATING $24,600.00 FROM THE GENERAL FUND FUND BALANCE TO ENTER INTO A CONTRACT WITH CG6 TECHNOLOGY CONSULTING FOR A COMPLETE ASSESSMENT OF THE CAPABILITY AND VULNERABILITY OF INFORMATION SERVICES AND SYSTEMS OF THE CITY OF BOSSIER CITY AND AUTHORIZE CITY ATTORNEY CHARLES JACOBS TO SIGN ANY AND ALL DOCUMENTS NECESSARY FOR THIS CONTRACT _____________________________________________________________________________ WHEREAS, the City of Bossier City is dependent on information systems and services that have the ability to provide redundancy in the event of a disaster, and that maintain a high level of protection from vulnerabilities to the system; and WHEREAS, in order to do a full review of information services and systems, computer capabilities, associated expenses, vulnerabilities and redundant capability it is necessary to hire a consultant; and WHEREAS, the scope of this IT Assessment will review “people, processes and technology” in the following areas: Information Services, Infrastructure, Systems, Client Services, Security, Data Centers, Disaster Recovery, etc. NOW, THEREFORE, BE IT ORDAINED by the City Council of Bossier City, Louisiana, in regular session convened, that $24,600.00 is hereby appropriated from General Fund Fund Balance to hire a consultant to conduct an assessment of all the information systems, technical capability and operational analysis of all such technical systems of the City, with a full report of the status of the same to be given to the Bossier City Council and that City Attorney, Charles Jacobs is hereby authorized to sign any and all documents necessary for this contract; BE IT FUTHER ORDAINED that information services department is hereby authorized to provide all necessary information to the consultant. BIGBY CARRIAGEWAY PHASE 2 PROJECT WITH J.B. JAMES CONSTRUCTION, LLC REDUCING THE TOTAL PROJECT COST BY $19,448.76. WHEREAS; Change Order #1, in the amount of $194,898.60 for the Walter O. Bigby Carriageway Phase 2, Project included additional Army Corps and Bossier Levee District efforts to relieve accumulated drainage and the removal and repurposing of stone base material to expedite the completion of the pump station and associated storm drainage structures; and WHEREAS; Change Orders #2, in the deductive amount of $135,108.00 for the Walter O. Bigby Carriageway Phase 2 Project, included reconciliation of the removal of concrete walks and drives, removal of PCC pavement, general excavation, embankment, 48” storm drain pipe, 4” thick concrete drives, 6” thick concrete drives, and elastomeric bearing pads; and WHEREAS; Change Orders #3, in the deductive amount of $79,239.36 for the Walter O. Bigby Carriageway Phase 2 Project, included revisions to Shed Road, utility conflicts, and other miscellaneous reconciliation items; and WHEREAS; Change Orders #1, #2, and #3 cumulatively decrease the contract price to J.B. James Construction, LLC by $19,448.76. NOW, THEREFORE, BE IT ORDAINED, in regular session convened that the City Council of Bossier City, Louisiana, approves Change Orders #1, #2, and #3. BE IT FURTHER ORDAINED, that the Mayor is authorized to sign any and all documents in connection with the furtherance of this Ordinance. BE IT FURTHER ORDAINED, that fund balance in association with the Walter O. Bigby Carriageway Phase 2 project will not be altered by this Ordinance. James Construction, LLC in the amount of $1,403,467.91 for the addition of Street Lighting using the 2018 LCDA Bond Fund – Clinton Patrick with Engineering Department explained that this was for additional lighting that will be added. The following Ordinance offered and adopted: ORDINANCE NO. 95 OF 2022 AN ORDINANCE TO APPROVE CHANGE ORDER #4 FOR THE WALTER O. BIGBY CARRIAGEWAY PHASE 2 PROJECT WITH J.B. JAMES CONSTRUCTION, LLC IN THE AMOUNT OF $1,403,467.91 FOR THE ADDITION OF STREET LIGHTING USING THE 2018 LCDA BOND FUND. WHEREAS; Change Order #4 in the amount of $1,403,467.91 for the Walter O. Bigby Carriageway Phase 2 Project includes the addition of roadway lighting from US 80 to LA 3; and WHEREAS; the roadway lighting more specifically includes an additional 102 light fixtures and related appurtenances necessary to complete the lighting installation in keeping with the recently installed lighting along Phase 1 of the Walter O. Bigby Carriageway; and WHEREAS; the 2018 LCDA Bond Fund will be used to for all costs associated with Change Order #4 increasing the contract price to J.B. James Construction, LLC by $1,403,467.91. NOW, THEREFORE, BE IT ORDAINED, in regular session convened that the City Council of Bossier City, Louisiana, approves Change Order #4. BE IT FURTHER ORDAINED, that the Mayor is authorized to sign any and all documents in connection with the furtherance of this Ordinance. BE IT FURTHER ORDAINED, that the 2018 LCDA Bond Issue Fund Budget is hereby amended to increase expenditures for the Walter O. Bigby Carriageway Phase 2 by $1,403,467.91 and decrease Fund Balance by $1,403,467.91. Mr. Hammons asked about the extension of 55 days. Mr. Patrick reported that it was due to items being added to project and that the 55 days should be enough to have Station completed. The following Ordinance offered and adopted: ORDINANCE NO. 96 OF 2022 ADOPT AN ORDINANCE TO APPROVE CHANGE ORDER 3 FOR THE EASTBANK FIRE STATION PROJECT WITH AN INCREASE OF $144,124.50 FOR A TOTAL CONTRACT PRICE OF $3,020,757.06. WHEREAS; Change Order #3 in the amount of $144,124.50 for the Eastbank Fire Station Project includes communication efforts, internal appliances and landscaping; and WHEREAS; Change Order #3 also includes the addition of sixty-seven (67) days to be added to the contract time; and WHEREAS; Ordinance 89 of 2022 approved funding for these additional services. NOW, THEREFORE, BE IT ORDAINED, in regular session convened that the City Council of Bossier City, Louisiana, approves Change Order #3 for the Eastbank Fire Station Project. Darby, President ___________________________ Phyllis McGraw, City Clerk The following Ordinance offered and adopted: ORDINANCE NO. 98 OF 2022 AN ORDINANCE AUTHORIZING THE RECLASSISIFICATION OF AN ELECTRICIAN III POSITION TO A CONTROL PANEL TECHNICIAN AND A RECLASSIFICATION OF A UTILITY WORKER I POSITION TO A FOREMAN I POSITION IN THE PUBLIC UTILITIES DEPARTMENT RESULTING IN A NET NEUTRAL CHANGE TO THE OPERATING BUDGET. WHEREAS; Ordinance No. 76 of 2019 implemented a requirement assuring that the City department budgets not be exceeded by hiring of any personnel; and WHEREAS; the position of Electrician III in the Lift Station Division of the Public Utilities Department will be reclassified as a Control Panel Technician, which will be added to the Grade 4 Classification Plan in Chapter 78-6 under the City of Bossier Code of Ordinances; and  WHEREAS; the Control Panel Technician created by this reclassification will have a maximum salary of $33,620; and WHEREAS; the Utility Worker I position in the Lift Station Division of the Public Utilities Department will be reclassified as a Foreman I position requiring all field and office duties as assigned by the Assistant Superintendent of the Lift Station Division including an on call rotation, justifies a raise in salary; and WHEREAS; the Foreman I position created by this reclassification will have a maximum salary of $33,280; and WHEREAS; all the aforementioned adjustments in existing salaries of these positions combined will result in a net neutral impact to the operating budget; and NOW, THEREFORE, BE IT ORDAINED, in regular session convened by the City Council of Bossier City, Louisiana, that the Public Utilities Department is hereby authorized to change the classification of the Electrician III position and Utility Worker I position in the Lift Station Division to a Control Panel Technician position and Foreman I position respectively, to promote within and/or hire to fill these positions, and to adjust the salaries to fully fund these positions as described. WHEREAS, the ozone system used at Bossier’s Water Treatment Facility is aging and requires more frequent repairs and upgrades to ensure compatibility with the best available systems; and WHEREAS, the Utility Department hereby request $100,000.00 to be appropriated from the Water Capital & Contingency Fund for repairs and upgrades to the ozone system. NOW, THEREFORE, BE IT RESOLVED, in regular session convened that the City Council of Bossier City, Louisiana, authorizes the Mayor to appropriate $100,000.00 to come from the Water Capital and Contingency fund to be used for the purpose of making repairs and upgrades to the ozone system at the Water Treatment Facility; and authorizes the City to enter into any necessary contracts for completion of the work.  BE IT FURTHER ORDAINED, that the Mayor is authorized to sign any and all documents in connection with the furtherance of this Ordinance. BE IT FURTHER ORDAINED, that the 2022 Water Capital and Contingency Budget is hereby amended to increase expenditures for repairs and upgrades to the ozone system by $100,000 and decrease Fund Balance by $100,000. BE IT FURTHER ORDAINED, that the Classification Plan Assignment of Job Classes to Grade Levels is amended to include the position of Kennel Lead/Animal Programs to be a grade 5. BE IT FURTHER ORDAINED, that the Classification Plan Assignment of Job Classes to Grade Levels is amended to include the position of Operations and Public Programs Manager and is a pay reduction from the previous Assistant Superintendent position to be a grade 11.
