PROCEEDINGS OF THE ADMINISTRATIVE COURT OF BOSSIER CITY
STATE OF LOUISIANA TAKEN AT A REGULAR MEETING
SEPTEMBER 13, 2022
The Administrative Court of the City of Bossier City, State of Louisiana, met
September 13, 2022, at 3:00 PM.
Invocation was given by Council Member Chris Smith
Pledge of Allegiance led by Council Member Don Williams
Roll Call as follows:
Present: Honorable, Chairman Don Williams, Honorable Councilors Jeffery Darby, and Chris
Smith
Also Present: Assistant City Attorney, Richard Ray and City Clerk, Phyllis McGraw

Motion to approve minutes of the August 9, 2022, Administrative Court proceedings.

Agenda Item called – Hearing of Appeal for Sungka Phangarm Rea, for violation of Chapter 46,
Section 123, “Inoperable Vehicle” located at 4514 Donnie Ave, Bossier City, Louisiana
Roger Voet, Property Standards Director, reported on issue, his contact with the vehicle owner
and their request. No one present to appeal. Assistant City Attorney, Richard Ray advised
Board how to proceed.

Agenda Item called – Hearing to review the recommendation of removal of a dilapidated
structure located at 1274 Mark Avenue, Bossier City, LA –
Steve Glass, Property Standards, reported on case. Owner is making effort to rebuild. Owner is
present to request more time.

structure located at 2618 Barbara Street, Bossier City, LA –
Chris Ferguson, Property Standards, reported on case. Gahagan Pugh, City appointed Attorney
for property owner reported on his efforts to contact owners.

Motion to approve condemnation and proceed with demolition as soon as legally
possible.

Steve Glass, Property Standards, reported on case. Gahagan Pugh, City appointed Attorney for
property owner reported on his efforts to contact owners.

Board asked Mr. Voet about status of auto place on Barksdale Blvd and cleanup efforts at 1010
