PROCEEDINGS OF THE ADMINISTRATIVE COURT OF BOSSIER CITY STATE OF LOUISIANA TAKEN AT A REGULAR MEETING FEBRUARY 14, 2023 The Administrative Court of the City of Bossier City, State of Louisiana, met February 14, 2023, at 3:00 PM. Invocation was given by Council Member Jeffery Darby Pledge of Allegiance led by Council Member Brian Hammons Roll Call as follows: Present: Honorable, Chairman Don Williams, Honorable Councilors Brian Hammons and Jeffery Darby Also Present: City Attorney, Charles Jacobs, Assistant City Attorney, Richard Ray and City Clerk, Phyllis McGraw By: Mr. Hammons Motion to approve minutes of the January 17, 2023, Administrative Court proceedings. Seconded by Mr. Darby No comment Vote in favor of motion is unanimous By: Mr. Darby Motion to approve Agenda. Seconded by Mr. Hammons No comment Vote in favor of motion is unanimous Agenda Item called – Hearing to review the recommendation of removal of a dilapidated structure located at 617 Whittington Street, Bossier City, LA Chris Ferguson, Property Standards, reported on issue. Gahagan Pugh, City appointed attorney, updated Board on his attempts at contacting owner. By: Mr. Darby Motion to proceed with demolition as soon as legally possible. Seconded by Mr. Hammons No further comment Vote in favor is unanimous Agenda Item called – Hearing to review the recommendation of removal of a dilapidated structure located at 803 Butler Street, Bossier City, LA Justin Robinson, Property Standards, reported on issue. Assistant City Attorney, Richard Ray, spoke on title issues that may arise. Gahagan Pugh, City appointed attorney, updated Board on trying to locate last owner prior to being adjudicated to the City. Local Pastor, David Arvie spoke on his concerns if house is not torn down. By: Mr. Williams Motion to proceed with demolition as soon as legally possible. Seconded by Mr. Hammons No further comment Vote in favor is unanimous Agenda Item called – Blight hearing for 4710 General Scott Place, Bossier City, LA Chris Ferguson, Property Standards, reported on case. Property owner, Barbara Campbell, requested more time to complete project. By: Mr. Darby Motion to allow property owners an additional 30 days for clean up and if needed, Property Standards could grant a maximum 30 additional days. Seconded by Mr. Hammons No further comment Vote in favor of motion is unanimous Agenda Item called – Blight hearing for 1805 Benton Road, Bossier City, LA Roger Voet, Property Standards Director, reported on case. Owner has been contacted but so far nothing has been done on cleaning up property. By: Mr. Hammons Motion to declare all items on property as junk and for City to remove as soon as legally possible.
