ORDINANCE NO. 42 OF 2023
AN ORDINANCE TO ENLARGE THE LIMITS AND BOUNDARIES OF THE CITY
OF BOSSIER CITY BY ANNEXING APROXIMATELY 71.003 ACRES AJACENT TO THE
CURRENT CITY LIMITS WEST OF AIRLINE DRIVE AND SOUTH OF WEMPLE ROAD.
(DALCO – OLD BROWNLEE)
WHEREAS, a petition signed by the property owner has been filed with the City Council
of the City of Bossier City, requesting that the property described in Exhibit “A”, attached and
made a part hereof, be included in the City Limits of the City of Bossier City Parish of Bossier,
Louisiana, subject to the conditions set forth herein.
NOW, THEREFORE, BE IT ORDAINED, by the City Council of the City of Bossier
City, in regular session convened, that the limits and boundaries of the City of Bossier City are
hereby enlarged and extended so as to include with the limits and boundaries of the City of Bossier
City, the property described in Exhibit “A”.
BE IT FURTHER ORDAINED that the above referenced annexed area shall be in
Council District Number 5 of the City of Bossier City, Louisiana.
BE IT FURTHER ORDAINED, that all Ordinances, or parts of Ordinances, in conflict
herewith are hereby repealed.

Ordinance No. 43 Of 2023
AN ORDINANCE AUTHORIZING MAYOR THOMAS H. CHANDLER TO EXECUTE
ANY AND ALL DOCUMENTS NECESSARY FOR THE CITY OF BOSSIER CITY TO
LEASE A 21.186 ACRE TRACT OF LAND TO CHASING ACES SPORTS
ENTERTAINMENT, LLC FOR APPRAISED VALUE PURSUANT TO LA. R. S. 33:4712.
WHEREAS, the City of Bossier City is the owner of a certain tract of land located in
Section 30, Township 18 North, Range 13 West, near the Red River and generally to the north of
the Margaritaville Hotel and Casino being approximately a 21.186 acre tract of land, more
particularly described on that certain preliminary survey map prepared by Lee T. Broom with CLC,
Inc. dated March 10, 2022; and
WHEREAS, this property will provide a location to Chasing Aces Sports Entertainment,
LLC for the purpose of constructing a sports entertainment complex including retail sales, driving
range, golf course, putting course, restaurant and other amenities in Bossier City; and
WHEREAS, Chasing Aces Sports Entertainment, LLC will provide a unique experience
which will provide recreation and sports entertainment to local residents as well as visitors to
Bossier City and which will generate significant sale tax revenue for all the governmental entities
in Bossier Parish; and
WHEREAS, the property was previously used as a landfill; and
WHEREAS, an appraisal was completed by David Volentine, MAI, within the last twelve
(12) months in which it was determined that the appraised value of annual market rent is EIGHT
TWO THOUSAND FIVE HUNDRED DOLLARS ($82,500) and that Chasing Aces Sports
Entertainment, LLC, pursuant to the proposed notice of lease agreement attached hereto as Exhibit
“A” will pay monthly rent to the City of Bossier City at the appraised value and the city will retain
ownership of the 21.186 acres of immovable property; and
WHEREAS, pursuant to La. R. S. 33:4712 a Notice of Intention to Sell and Lease Property
by the City of Bossier City was published in the official journal of the City of Bossier City namely,
the Bossier Press Tribune on March 15, 2023, March 22, 2023, and March 29, 2023; and
WHEREAS, attached hereto as Exhibit “A” is a Notice of Lease to be executed by the
parties and filed into the Conveyance Records of Bossier Parish, Louisiana in accordance with La.
R. S. 9:2742; and
NOW, THEREFORE, BE IT ORDAINED by the Bossier City Council, in regular
session convened that Mayor Thomas H. Chandler is hereby authorized to sign any and all
documents necessary to effect the lease of the referenced property to Chasing Aces Sports
Entertainment, LLC and the terms of the lease are approved.
BE IT FURTHER ORDAINED, that this ordinance and documents related to the sale of
the property will be on file in the office of the Bossier City Council Clerk for public inspection
which constitute the entirety of the agreement between City of Bossier City and Chasing Aces
Sports Entertainment, LLC related to the lease of 21.186 acres; and
BE IT FURTHER ORDAINED that the Bossier City Council will hear any and all
objections to the proposed lease of the referenced property on the day this ordinance is finally
adopted.

Ordinance No.44 Of 2023
AN ORDINANCE AUTHORIZING MAYOR THOMAS H. CHANDLER TO EXECUTE
ANY AND ALL DOCUMENTS NECESSARY FOR THE SALE OF 5.33 ACRES IN
STOCKWELL SUBDIVISION TO CHASING ACES SPORTS ENTERTAINMENT, LLC
FOR APPRAISED VALUE PURSUANT TO LA. R. S. 33:4712.
WHEREAS, the City of Bossier City owns a tract of parcel of land, containing 5.33 acres
being a portion of Stockwell Subdivision, located in Section 30, Township 18 North, Range 13
West, Northwestern Land District, Louisiana Meridian, Bossier Parish, Louisiana; and
WHEREAS, the referenced property has been appraised by David Volentine, MAI within
the last twelve months and the market value pursuant to the appraisal is SIX HUNDRED FIFTEEN
THOUSAND ($615,000) DOLLARS; and
WHEREAS, Chasing Aces Sports Entertainment, LLC proposes to use the property to
build and construct a sports entertainment venue with buildings, a golf driving range, a nine hole
golf course, a putting course and other amenities; and
WHEREAS, this new construction will allow future growth of job creation and new
economic recreation opportunities near the Louisiana Boardwalk in Bossier City thereby creating
additional economic opportunities in Bossier City; and
WHEREAS, pursuant to La. R. S. 33:4712 a Notice of Intention to Sell and Lease Property
by the City of Bossier City was published in the official journal of the City of Bossier City, namely
the Bossier Press Tribune on March 15, 2023, March 22, 2023, and March 29, 2023; and
WHEREAS, Chasing Aces Sports Entertainment, LLC shall be responsible for all costs
including advertising costs, closing costs, appraisal and recording fees and any other fees that are
required to complete the transfer of property; and
WHEREAS, attached hereto as Exhibit “A” are documents to be executed by the parties
and filed into the Conveyance Records of Bossier Parish, Louisiana; and; and
NOW THEREFORE BE IT ORDAINED by the Bossier City Council in regular session
convened, that the City of Bossier City, after due notice intends to transfer said property pursuant
to the provisions of La. R. S. 33:4712 in consideration of the economic benefit and recreation
opportunities created as a result of the said transfer; and
NOW, THEREFORE, BE IT ORDAINED by the City Council of Bossier City,
Louisiana, in regular session convened that Mayor Thomas H. Chandler is hereby authorized to
sign any and all documents necessary to effect the sale of the referenced property to Chasing Aces
Sports Entertainment, LLC.
BE IT FURTHER ORDAINED, that this ordinance and documents related to the sale of
the property will be on file in the office of the Bossier City Council Clerk for public inspection

The following Ordinance offered and adopted:
Ordinance No. 45 Of 2023
AN ORDINANCE APPROPRIATING THE SUM OF TWO HUNDRED THOUSAND
DOLLARS ($200,000.00) FROM THE EMS CAPITAL CONTINGENCY FUND FOR THE
PURCHASE OF 40 NEW PORTABLE RADIOS FOR THE BOSSIER CITY FIRE
DEPARTMENT.

WHEREAS, the current portable radios have reached end of life and are no longer
efficient; and
WHERAS, the inability to communicate during an emergency response will affect the
health, safety and welfare of not only firefighters but the public as well; and
WHERAS, the new radios are needed in order to provide the fire department with the
ability to communicate during a response allowing them to preserve the health and safety as
citizens;
NOW, THEREFORE BE IT ORDAINED by the City Council of Bossier City,
Louisiana, in regular session convened that the Bossier City Fire Department is hereby given
authority to expend the sum of Two Hundred Dollars ($200,000.00) from the EMS Capital
Contingency Fund for the purchase of 40 new portable radios for the Bossier City Fire Department.
BE IT FURTHER ORDAINED that the 2023 Emergency Medical Services Capital
Projects budget is hereby amended to increase Other Equipment $200,000 and decrease Fund
Balance $200,000.

Agenda Item called - Adopt an Ordinance authorizing Mayor Thomas H. Chandler to execute the
attached Cooperative Endeavor Agreement with the Louisiana Department of the Treasury and
State of Louisiana.
Question from Mr. Hammons about Ordinance and status of trying to get DOTD reimbursements.
Ben Rauschenbach, City Engineer went over Ordinance and potential reimbursements for other
expenditures.

ORDINANCE NO. 46 OF 2023
AN ORDINANCE AUTHORIZING MAYOR THOMAS H. CHANDLER TO
EXECUTE THE ATTACHED COOPERATIVE ENDEAVOR
AGREEMENT BETWEEN THE CITY OF BOSSIER CITY AND THE
LOUISIANA DEPARTMENT OF THE TREASURY AND STATE OF
LOUISIANA
WHEREAS, the City of Bossier City is the recipient of a line-item appropriation in ACT
170 of the 2022 Regular Legislative Session in the amount of seventy-five thousand dollars
($75,000); and
WHEREAS, the Louisiana Department of the Treasury is administering the funds
appropriated in ACT 170 of the 2022 Regular Legislative Session; and
WHEREAS, the State of Louisiana requires the execution of a Cooperative Endeavor
Agreement between the City of Bossier City and the Louisiana Department of the Treasury in
order to receive appropriated funds;
NOW, THEREFORE, BE IT ORDAINED, by the City Council of Bossier City, in
regular session convened, does hereby authorize Mayor Thomas H. Chandler to execute the
attached Cooperative Endeavor Agreement, complete in all their terms and provisions, on behalf
of the City of Bossier City.

New Business –
Agenda Item called – Adopt an Ordinance to declare that an emergency did exist in the City of
Bossier City, which affected, property, public health and safety due to the requirement to prevent,
repair or replace infrastructure due to the severe winter storm event in December of 2022, at a cost
not to exceed $305,000 to come from the Disaster Reserve Fund.
Questions from Council Members on this Ordinance and where the Disaster Reserve Fund monies
come from. Ben Rauschenbach, City Engineer and Angela Williamson, Finance Director went
over updates and how they will help the City and that the Reserve Fund monies come from Covid
Funds and Fema Reimbursement Funds.
The following Ordinance offered and adopted:
Ordinance No. 47 Of 2023
AN ORDINANCE TO DECLARE THAT AN EMERGENCY DID EXIST IN
THE CITY OF BOSSIER CITY, WHICH AFFECTED, PROPERTY,
PUBLIC HEALTH AND SAFETY DUE TO THE REQUIREMENT TO
PREVENT, REPAIR OR REPLACE INFRASTRUCTURE DUE TO THE
SEVERE WINTER STORM EVENT IN DECEMBER OF 2022, AT A COST
NOT TO EXCEED $305,000 TO COME FROM THE DISASTER RESERVE
FUND
WHEREAS, Louisiana experienced a severe winter storm from December 22 – Dec 28,
2022; and
WHEREAS, the City incurred significant expenses to protect and safeguard its
infrastructure and the citizens of the City of Bossier City; and
WHEREAS, the City requests the $305,000 to be appropriated from the Disaster Reserve
Fund for reimbursement to any effected Public Utilities Department Operating Funds; and
NOW, THEREFORE, BE IT ORDAINED, in regular session convened that the City
Council of Bossier City, Louisiana, does hereby declare that an emergency exists and authorizes
the Mayor to appropriate $305,000 to come from the Disaster Reserve fund to be used for the
purpose of response and repair efforts associated with this declared emergency; and authorizes the
City to enter into any necessary contracts for completion of the work.
BE IT FURTHER ORDAINED, that the Mayor is authorized to sign any and all
documents in connection with the furtherance of this Ordinance.
BE IT FURTHER ORDAINED, that the 2023 Disaster Reserve Fund budget is hereby
amended to increase expenditures for the emergency response by $305,000 and decrease Fund
Balance by $305,000.

Motion to introduce an Ordinance appropriating the sum of ninety-five thousand dollars
($95,000) from the Equipment Replacement Fund for a modernization upgrade for the elevator in
Bossier City Hall.

Mr. Hammons asked how long would elevator be out of service. Fire Chief Zagone reported that
they would wait until end of year and do upgrades when it’s a slower time. Project should take
about 3 weeks and ADA accommodations will be provided for customers needing access to the
second floor.

Mr. Williams questions.

department budgets not be exceeded by any hiring of any personnel; and
WHEREAS, the position of Part-Time Event Coordinator is vacant due to resignation; and
WHEREAS, the administration and the department assures that all current budgets have
been verified and that no authorized salary has been exceeded; and
NOW, THEREFORE, BE IT RESOLVED by the City Council of Bossier City,
Louisiana, in regular session convened, that the administration is authorized to proceed with hiring
procedures for the fulfillment of this position.

WHEREAS, Ordinance No. 76 of 2019 implemented a requirement assuring that the
City department budgets not be exceeded by any hiring of any personnel; and
WHEREAS, the hiring of one Police Officer,
WHEREAS, the administration and the department assures that all current budgets have
been verified and that no authorized salary has been exceeded; and
NOW, THEREFORE, BE IT RESOLVED by the City Council of Bossier City,
Louisiana, in regular session convened, that the administration is authorized to proceed with
hiring procedures for the fulfillment of this position.

WHEREAS; Ordinance No. 76 of 2019 implemented a requirement assuring that the City
department budgets not be exceeded by hiring of any personnel; and
WHEREAS; the position of Engineering Aide IV will be vacant due to retirement; and
WHEREAS; the administration and the department assures that all current budgets have
been verified and that no authorized salary has been exceeded.
NOW, THEREFORE, BE IT RESOLVED, in regular session convened that the City
Council of Bossier City, Louisiana, does hereby authorize the Administration, through the
Engineering Department, to proceed with hiring procedures for the fulfillment of this position.

Agenda Item called: Adopt a Resolution to contract with HNTB to provide support in developing
a Stormwater Master Plan.
Council Member Darby asked for and update on this Resolution. Clinton Patrick, Engineering
Department went over project.
The following Resolution offered and adopted:
RESOLUTION NO. 45 OF 2023
ADOPT A RESOLUTION TO CONTRACT WITH HNTB TO PROVIDE
SUPPORT IN DEVELOPING A STORMWATER MASTER PLAN.
WHEREAS; the City of Bossier City continues to grow in commercial and
residential development; and
WHEREAS; with the increase in development comes the need for proper
stormwater planning to ensure existing structures are not being affected by the growth of
impervious areas; and
WHEREAS; the City of Bossier City could benefit from a written plan that lays
out proper development practices to ensure proper planning for developers and those looking to
call Bossier City home; and
WHEREAS; the City of Bossier City is in need of additional resources and
requirements to move forward to obtaining a Class 8 in the Community Rating System program;
and
WHEREAS; a stormwater master plan would assist in meeting the requirements
of a Class 8; and
WHEREAS; the City of Bossier City is in need for a Stormwater Master Plan.
NOW, THEREFORE, BE IT RESOLVED, in regular session convened that the
City Council of Bossier City, Louisiana, authorizes to enter into an agreement with HNTB for the
purposes of providing support in developing a Stormwater Master Plan for the City of Bossier
City.
BE IT FURTHER RESOLVED, that the Mayor is authorized to sign any and all
documents in The above and foregoing Resolution was discussed and opened for public input at
open and legal session convened, was on motion of Mr. Jeff Free and seconded by Mr. Don
Williams, and adopted on this the 18th day of April, 2023.

Reports –
Angela Williamson, Finance Director went over the Monthly Financial Report. She noted that
2022 would not be closed out until the end of April. She also went over manning, revenues and
expenditures for March 2023.
Clinton Patrick, Engineering Department, went over Monthly Project Report. Ben
Rauschenbach, City Engineer, discussed grants they were pursuing on behalf of the City. Mr.
Montgomery expressed issues on Innovation Drive and Swan Lake Road and requested larger
signs. Mr. Hammons asked for larger signs on Arthur Ray Teague Parkway due to illegal 18-
wheeler traffic.
Announcements –
Mayor Chandler made several announcements on upcoming projects and businesses opening in
Bossier.
There being no further business to come before this Council, Council President Darby
adjourned the meeting at 3:57 PM
