PROCEEDINGS OF THE ADMINISTRATIVE COURT OF BOSSIER CITY
STATE OF LOUISIANA TAKEN AT A REGULAR MEETING
November 14, 2023
The Administrative Court of the City of Bossier City, State of Louisiana, met November 14,
2023, at 3:00 PM.
Invocation was given by Council Member Chris Smith
Pledge of Allegiance led by Council Member Jeffery Darby
Roll Call as follows:
Present: Honorable, Chairman Don Williams, Honorable Councilors Jeffery Darby and Chris
Smith
Also Present: Assistant City Attorney, Richard Ray, City Clerk, Phyllis McGraw and Deputy
City Clerk, Amyanna Germany

Motion to approve minutes Of October 10, 2023, Administrative Council Meeting and
dispense with the reading

Agenda Item called- Blight Hearing for 2903 Patricia Drive, Bossier City LA.
Steve Glass, Property Standards updated Board with updated photos of the property. Owner
(Steve Matlock) has started cleaning it up and would like a 30-day extension to get all items
removed from property.

Motion to declare junk and suspend sentence 30 days.

Agenda Item called- – Hearing to review the recommendation of removal of a dilapidated
structure located at 216 Edwards Street, Bossier City, LA
Justin Robinson & Roger Voet Property Standards, reported on Property & Reported someone
trying to buy property. Gahagan Pugh, City appointed attorney, updated Board on his attempts at
contacting Owner. Property Standards asked for 60 days to allow property owner an additional
60 days to have property Repaired or Demolished.

Justin Robinson, Property Standards updated Board on property & Gahagan Pugh updated on
trying to contact owners.

Motion to proceed with Demolition as soon as legally possible.

Agenda Item called- Hearing to review the recommendation of removal of a dilapidated
structure located at 2510 Wilder St Bossier City La.
Steve Glass, Roger Voet, Property Standards updated Board with information on property. The
Property Owner is Restoration Centre Church. Mrs. Collen Johnson, Executive Pastor, Stated
that they have been getting estimates to have property demolished however the prices have been
out of their budget but is requesting additional time, she requested an additional 90 days to come
up with the funds to do so. Roger Voet did give Mrs. Johnson information on how the property
should look when demolished. He stated that it is in the letter that he sent out to the property
owner as well.
