PROCEEDINGS OF THE ADMINISTRATIVE COUNCIL OF BOSSIER CITY STATE OF LOUISIANA TAKEN AT A REGULAR MEETING JUNE 11, 2024 The Administrative Council of the City of Bossier City, State of Louisiana, met June 11, 2024, at 3:00 PM. Invocation was given by Council Member Chris Smith Pledge of Allegiance led by Council Member Don Williams Roll Call as follows: Present: Honorable, Chairman Don Williams, Honorable Councilor Chris Smith & Honorable Councilor Vince Maggio Absent: Honorable Councilor Jeffery Darby Also Present: Deputy City Clerk, Amyanna Germany, Assistant City Attorney Richard Ray By: Mr. Smith Motion to approve Agenda. Seconded by Mr. Maggio No comment Vote in favor of motion is unanimous By: Mr. Williams Motion to approve minutes of the April 9, 2024, Administrative Council Meeting and dispense with the reading. Seconded by Mr. Maggio No comment Vote in favor of motion is unanimous Agenda Item: Hearing to review the recommendation of removal of a dilapidated structure located at 613 McDade Street , Bossier City, Chris Ferguson with Property Standards went over the Council the steps leading up to the condemnation. He reported that house has change owners and new owners would like 90 days to work on structure. Roger Voet, Property Standards spoke on process with new owner making progress on structure. Gahagan Pugh, appointed attorney went over steps to locate and contact property owners. By: Mr. Smith Motion to condemn house and demolish as soon as legally possible but to suspend the sentence for 90 days. Seconded by Mr. Williams No further comment Vote in favor is unanimous Agenda Item called – Hearing to review the recommendation of removal of a dilapidated structure located at 117 Lillian Street , Bossier City Justin Robinson with Property Standards updated the Council on steps leading up to the condemnation. Richard Ray, Assistant City Attorney, spoke about updated information about someone wanting to purchase property. Ask Council to condemn house and suspend the sentence. Roger Voet with Property Standards asked for 60 days suspended sentence and why it would be beneficial to allow someone else to take ownership and take care of it themselves. Gahagan Pugh, appointed Attorney spoke on current ownership of property. Other questions from Council on case. Audience member, Joe Littlejohn spoke on case and previous residents at that location. Would be okay if someone purchased and it and clean it up and asks that the above ground pool be taken care of as soon as possible. By: Mr. Williams Motion to condemn property and demolish as soon as legally possible but to suspend the sentence for 60 days. Seconded by Mr. Maggio No further comment Vote in favor of motion as follows: Yeas: Mr. Maggio and Mr. Williams Nays: none Abstain: Mr. Smith Agenda Item called – Hearing to review the recommendation of removal of a dilapidated structure located at 234 Westerfield Street, Bossier City Justin Robinson with Property Standards went over with the Council on steps leading up to condemnation. Gahagan Pugh, appointed attorney went over owner information and that no one responded to his attempts to contact them. Audience member, Joe Littlejohn spoke about needing to keep that area cleaned up. By: Mr. Maggio Motion to approve condemnation and demolish as soon as legally possible. Seconded by Mr. Williams Vote in favor of motion as follows: Yeas: Mr. Maggio and Mr. Williams Nays: none Abstain: Mr. Smith Agenda Item called – Blight Hearing For 2903 Patricia Drive, Bossier City LA. Roger Voet with Property Standards spoke about the condition of 2903 Patricia Drive and previous cleaning expenses. He asked Council declare all items on property be declared junk and a $500 fine but to suspend sentence for one week to allow property owner time to clean up. Property owner, Betty Jo Miller came up to answer questions about the property. Discussion with property owner with Mr. Smith and Mr. Williams. By: Mr. Smith Motion to declare all items junk and ask that all items be removed and also to impose a $500 fine but to suspend sentence until June 18, 2024. Seconded by Mr. Maggio No further comment Vote in favor is unanimous Agenda Item called – Approve July Meeting date change from July 2, 2024 to July 16, 2024 By: Mr. Smith Motion to approve July Meeting date change from July 2, 2024 to July 16, 2024. Seconded by Mr. Maggio No further comment Vote in favor is unanimous Mr. Littlejohn spoke again about other properties that need attention in the area. Mr. Smith asked about when Benton Spur would be cut. Mr. Ferguson is waiting on bids. Richard Harville, Audience member spoke about a property on Delhi near his rent house that has been abandoned and needs attention.
