Ceremonial Matters/Recognition of Guests – Lynn Bryan, Executive Director, Keep Bossier Beautiful gave their annual update and spoke about various projects they held in 2024 and some upcoming for 2025. Mr. Williams welcomed the Bossier Youth Leadership students and had them to introduce themselves. Seconded by Mr. Williams No comment Vote in favor of motion is unanimous Public Hearings/Actions on Unfinished Business: The following Ordinance offered and adopted: Ordinance No. 146 Of 2024 AN ORDINANCE CREATING AND ESTABLISHING THE BOSSIER CITY PROSECUTOR’S PRETRIAL DIVERSION PROGRAM SPECIAL REVENUE FUND AND TO OTHERWISE PROVIDE WITH RESPECT THERETO. WHEREAS, the office of the Bossier City Attorney has established the Bossier City Prosecutor’s Pretrial Diversion Program (“Diversion Program”) to provide alternatives to criminal penalties including completion of community service, substance abuse counseling, theft counseling, and fines and to allow the court and the city to avoid the expense of judicial and law enforcement resources by providing an alternative to a criminal trial; and WHEREAS, a special revenue fund is necessary and needs to be established to account for the receipts and expenditures related to the program. All fees and monies collected from the Diversion Program shall be deposited into the city prosecutor’s pretrial diversion program special revenue fund; and WHEREAS, the purpose of this fund shall be to dedicate all monies generated through the Division Program to the costs and expenses associated with the administration of the program; and WHEREAS, the funds shall be invested in such investments as the Director of Finance may deem prudent and advisable and in accordance with the provision of the cash management and investment policies for the city; and WHEREAS, if any provisions or item of this ordinance or the application thereof is held invalid, such invalidity shall not affect other provisions, items or applications of this ordinance which can be given effect without the invalid provisions, items, or applications, and to this end of the provisions of this ordinance are hereby declared severable; and NOW, THEREFORE, BE IT ORDAINED, by the City Council of Bossier City, Louisiana, in regular session convened that a Bossier City Prosecutor’s Pretrial Diversion Program special revenue fund is hereby created and established. CHANDLER TO EXECUTE THE ATTACHED COOPERATIVE ENDEAVOR AGREEMENT GRANTING A TEN YEAR – 20 MILLION DOLLAR AD VALOREM PROPERTY TAX EXEMPTION UNTO LOUISIANA RIVERBOAT GAMING COMPANY, L.L.C. WHEREAS, Louisiana Riverboat Gaming Company, L.L.C. a/k/a d/b/a Live! Casino & Hotel is in the process of rehabbing a casino property located in the City of Bossier City; and WHEREAS, the total investment in said project is $270,000,000.00, the end result of which will be an entertainment venue comprised of a land-based casino complete with amenities, hotel, and parking garage; and WHEREAS, said casino/hotel shall employ approximately 700 people; and WHEREAS, the tax revenue generated from said infrastructure and continuing operation of said venue will result in a substantial increase in tax revenue to the City of Bossier City; and WHEREAS, the Bossier Parish Police Jury, the Bossier Parish School Board, and the Bossier Parish Sheriff have agreed to a $20,000,000.00 ad valorem property tax exemption for a ten year period of time be granted unto Louisiana Riverboat Gaming Company, L.L.C. due to the above described economic benefits. NOW, THEREFORE, BE IT ORDAINED, that Mayor Thomas H. Chandler is hereby authorized to execute the attached Joint Cooperative Endeavor Agreement conferring and granting a $20,000,000.00 ad valorem property tax exemption for a ten year period of time unto Louisiana Riverboat Gaming Company, L.L.C. AND REESTIBLISH SERVICE CONNECTION ON THE GRAVITY SEWER MAIN AT 1203 VIOLET ST. AT A COST OF $33,680.96 TO COME FROM SEWER CAPITAL AND CONTINGENCY FUND. WHEREAS, gravity sewer mains are critical infrastructure in Bossier’s wastewater collection system and overtime the ground water table fluctuates causing the pipe bedding to shift in which the main or service collapses or separates; and WHEREAS, the Public Utilities Department needed emergency support to replace this 8 inch sewer segment as it collapsed and reestablish service connection to gravity main; and WHEREAS, the scope of work involved is beyond the Utility Department’s capabilities due to the size and scale of the equipment, material, and labor required; and WHEREAS, it will cost $33,680.96 in labor, equipment, and materials to complete the replacement of the main and service connection; and WHEREAS, $33,680.96 shall be appropriated from the Sewer Capital and Contingency Fund. NOW, THEREFORE, BE IT RESOLVED, in regular session convened that the City Council of Bossier City, Louisiana, does hereby declare that an emergency exists and authorizes the Mayor to appropriate $33,680.96 to come from the Sewer Capital and Contingency Fund to be used for the purpose of replacing and repairing the gravity sewer main segment; and authorizes the City to enter into any necessary contracts for completion of the work. BE IT FURTHER ORDAINED, that the Mayor is authorized to sign any and all documents in connection with the furtherance of this Ordinance. BE IT FURTHER ORDAINED, that the 2024 Sewer Capital and Contingency Budget is hereby amended to increase expenditures for required repairs by $33,680.96 and decrease Fund Balance by $33,680.96. Mr. Hammons discussed the need to consider in the near future to make this a full time position due to the time needed to train a new clerk and to obtain required certification before current City Clerk retires. The following Resolution offered and adopted: RESOLUTION 97 Of 2024 A RESOLUTION AUTHORIZING THE HIRING OF A PART TIME OFFICE MANAGER/RECEPTIONIST IN THE CITY CLERKS OFFICE WHEREAS, Ordinance No. 76 of 2019 implemented a requirement assuring that the City department budgets not be exceeded by any hiring of any personnel unless approved by Resolution of the City Council; and WHEREAS, a part-time position was created by a budget amendment during the October 18, 2023, City Council Meeting and was filled but that employee has now resigned and a vacancy now exits in the City Clerks office; and WHEREAS, the City Council assures that all current budgets have been verified and that no authorized salary has been exceeded; and NOW, THEREFORE, BE IT RESOLVED by the City Council of Bossier City, Louisiana, in regular session convened, that the administration is authorized to proceed with hiring procedures for the fulfillment of a Part-time Office Manager/Receptionist. NOW, THEREFORE, BE IT RESOLVED by the City Council of Bossier City, Louisiana, in regular session convened, that the administration is authorized to hire or promote an Accounts Clerk II and backfill any vacancies this may create in the Customer Service Department with no impact to the existing budget.
