City of Bowdon Mayor and Council Meeting Monday, May 8, 2023 7:00PM Mayor and Council Chambers, 182 Grammar School Road I.-IV. Agenda Items: The Mayor and City Council met for a regular meeting on Monday, May 8th, 2023. The meeting was called to order by Mayor Jim Chaffin at 7:00PM. Roll call was conducted by Main Street Director Jan Gibbs. Members present: Mayor Jim Chaffin Mayor Pro-tem Jan Johnson Councilmember Randy Saxon Councilmember Marty Johnson Staff present: City Manager Gary Bullock Police Chief Mark Brock Main Street Director Jan Gibbs Absent: Councilmember Wes McEntyre City Clerk Susan Pierce The Invocation was led by Mayor Pro-tem Jan Johnson and was followed with the Pledge of Allegiance. V. Approval of Meeting Agenda Mr. Bullock asked to postpone Item B, Lift Station replacement/repairs, under the Business Session; agenda with postponed Item B was approved with no objections. VI. Approval of Minutes Minutes of Mayor & Council Meeting on April 10th, 2023 were presented for approval. Minutes of April 10th, 2023 were approved with no objections. VII. Public Comments None. VIII. Business Session A. Liability Insurance renewal – Mr. Bullock reported that Zurich liability insurance along with the Cyber Security insurance premium for this year is $78,169.00, as discussed in the work session. Motion by Councilmember Saxon to approve the renewal of the City’s liability and cyber security insurance premiums as presented; second by Councilmember Marty Johnson; motion carried unanimously. B. Lift Station replacement/repairs – POSTPONED.  City of Bowdon Mayor & Council Meeting Minutes May 8, 2023 C. Street Sweeper Purchase – Mr. Bullock stated that it was difficult to secure bids on the size street sweeper we need for Bowdon; the two bids we received were from Environmental Products at $267,432.00 and Tymco at $157,980.00. He recommends going with Tymco. We are looking at the available finance options, including paying cash to avoid interest. The delivery time is estimated at 240 days. We can pay $28,000.00 to secure the price and pay the rest upon delivery. Motion by Councilmember Saxon to approve the purchase of the new street sweeper from Tymco at $157,980.00 as presented; second by Councilmember Marty Johnson; motion carried unanimously. D. Lease Agreement – 345 Barr Ave. building to Bowdon Disposal Service – Mr. Bullock said that Tidwell Construction has vacated the building and Bowdon Disposal Service would like to lease it for use as their base of operations. The lease agreement is for 36 months at $600.00 per month. Motion by Councilmember Marty Johnson to approve the lease agreement for 345 Barr Ave. to Bowdon Disposal Service as presented; second by Councilmember Saxon; motion carried unanimously. E. City Manager Reports – We have received the preliminary drawings on the drainage ditch for the Recreation Complex and met with the architect for the building expansion. We are already over budget on sanitation; we budgeted $258,000 and will be at about $364,000 by the end of June because of the two contracts having increased pricing. The commercial rates rose significantly and the cost for the new residential service is also higher than what we were previously paying. We are preparing a budget amendment for next month due to the large increases. On revenue, LOST was reduced by $100,000 but half of the year we were on the old allocation so we will be about $130,000 over the budgeted amount. We had budgeted about $500,000 for LOST this year and are projecting about $550,000 for next year. Water fund is in good shape since we have begun selling water to Ephesus. It is difficult to find employees for Public Works and the Police Department because our starting pay is too low. F. Department Reports – Next week is the South Tournament at the Recreation Department, so it will be busy. Bowdon Main Street is the Georgia Main Street of the Month for May. We are proud of all of the businesses recognized by the Times-Georgian Readers’ Choice Awards. XI. Financial Session A. Property Tax Unpaid Balance Summary – no questions B.
