City of Bowdon Mayor and Council Meeting Monday August 12, 2024 7:00PM Mayor and Council Chambers, 182 Grammar School Road I.- IV. Agenda Items: The Mayor and City Council met for a regular meeting on Monday, August 12th, 2024. The meeting was called to order by Mayor Randy Saxon at 7:00PM. The invocation was led by Councilmember Jan Johnson and was followed with the Pledge of Allegiance. Dedication of the Gary Bullock Bell Tower VI. Approval of Meeting Agenda VII. Approval of Minutes The minutes from the July 8, 2024 meeting were approved with no objections. The agenda was approved with no objections. VIII. Public Comments Mrs. Irene Keith expressed her appreciation and thanks for everything the City of Bowdon has done for her. She also thanked everyone who attended her 100th birthday celebration. IX. Business Session A. Millage rate discussion – Jim Triplett gave an overview of the rollback rate with his recommendation. Councilmember McEntyre, Mayor Pro-tem Marty Johnson, Councilmember Jan Johnson, and Councilmember Elliott all spoke in favor of advertising the rollback rate. Motion by Mayor Pro-tem Marty Johnson to approve the advertisement using the rollback rate; second by Councilmember Jan Johnson; motion carried unanimously. B. Year-end Budget Amendments – Jan Gibbs and Jim Triplett will review the June 2024 financials and recommend year-end budget amendments at the September council meeting. The 2023 Audit is close to being completed. C. Spring Street paving project – School bus drivers requested we pave the street; Mr. Bullock had a cost estimate of $69,952 with plans to use $36,611 from LMIG. After discussion it was determined that there would be an approximate 20% cost increase and we would seek quotes for the work.  City of Bowdon Mayor & Council Meeting Minutes August 12, 2024 D. Bowdon Disposal contract renewal – City Attorney Kevin Drummond made some revisions to the original contract concerning the renewal period. Bowdon Disposal has offered to guarantee the current rate through 2029. They are also interested in the commercial trash service as well. E. Gymnastics Equipment purchases – new equipment needed for the new renovations and expansion. Motion by Councilmember Jan Johnson to approve the gymnastics equipment purchases as presented; second by Councilmember McEntyre; motion carried unanimously. F. Mayor’s Reports – still negotiating with AT&T about downtown cable relocation; discussed wall in front of the old Bowdon Inn. G. City Manager Reports – nothing further. H. Department Reports – no questions. X. Financial Session A. Property Tax Unpaid Balance Summary – no questions. B. July Financial Reports – no report yet. C. Cash Balances as of 08/01/2024 – no question Motion by Councilmember McEntyre to adjourn the meeting; second by Councilmember Elliott; motion carried unanimously. XI.
