I.- IV. Agenda Items:
The Mayor and City Council met for a regular meeting on Monday, December 9th, 2024. The meeting was called to
order by Mayor Randy Saxon at 7:00PM.
The invocation was led by Ken Bowman, Liberty Baptist Church Minister, and was followed with the Pledge of
Allegiance.

V. Approval of Meeting Agenda
VI. Approval of Minutes
The minutes from the November 11, 2024 meeting were approved with no objections. The agenda was approved
with no objections.
At this time, Mayor Saxon presented a Certificate of Recognition to Averi Lowen, Bowdon High School Cross-
Country State Champion.
VII. Public Comments
Sadie Young, owner of Flicker + Flame Candle Co., spoke about the lack of downtown parking for
customers as well as staff. Mayor and Council assured her that they were working on a solution.
VIII. Business Session
A. ARPA Obligations – City Manager Reese explained that the ARPA funds must be obligated by
December 31, 2024. The plan is to obligate it for salary reimbursement, and using the funds from the
salaries covered for projects including improvements at the water and sewer plants, Master Plan,
Sidewalks, handicap parking, and zoning updates.
B. Moratorium on New Residential Construction – Council noted that we need to conduct an
infrastructure study as well as a zoning ordinance update before approving any new construction
other than the projects already approved. There will be a 180-day moratorium on all new
construction projects.
Motion by Councilmember McEntyre to approve a resolution enacting a 180-day moratorium on any new
construction in the city limits of Bowdon; second by Councilmember Jan Johnson; motion carried unanimously.

C. Board Appointment – Bowdon Housing Authority – Mayor Saxon spoke with Kristy Bowen who
agreed to serve on the Bowdon Housing Authority.
Motion by Councilmember Jan Johnson to approve the appointment of Kristy Bowen to the Bowdon Housing
Authority to replace Cathy Pollard; second by Councilmember McEntyre; motion carried unanimously.
D. Meeting Time Change – Council wishes to change the work session and council meeting times from
7:00PM to 6:00PM beginning in January 2025.
Motion by Councilmember McEntyre to approve changing the work session and council meeting times from 7:00PM
to 6:00PM beginning in January 2025; second by Councilmember Elliott; motion carried unanimously.
E. Alcohol License Renewals – The following businesses have submitted their applications and payments
for renewal of their alcohol licenses: O’berry’s Pies and Pints, Bowdon Mini Mart, El Mezcal
Restaurant, Magnificent Group, Bowdon Food and Gas, and Tacos El Torito.
Motion by Councilmember McEntyre to approve the renewal of the alcohol licenses listed above as presented;
second by Councilmember Elliott; motion carried unanimously.
F. Mayor’s Reports – The Gymnastics Center Dedication is tentatively scheduled for January 5 at 2:00.
G. City Manager Reports – Mr. Reese discussed ARPA funding, Zoning Ordinance update, residential
construction moratorium, water usage study, the Gymnastics Center, self-insured employee health
insurance, Master Plan for the city, organizational charts, sidewalk repairs, biweekly meetings with
HD Excavations, Carroll EMC stakeholder breakfast, Watts Park survey, flow charts for permits and
other tasks, solid waste disposal bids, street sign replacements, meeting with Matt Windom from
Carroll County Water Authority, and cemetery maintenance.

Motion by Councilmember McEntyre to enter into Executive Session to discuss personnel; second by Councilmember
Jan Johnson; motion carried unanimously.

Motion by Councilmember McEntyre to exit Executive Session; second by Councilmember Elliott; motion carried
unanimously.
Motion by Councilmember McEntyre to adjourn the meeting; second by Councilmember Elliott; motion carried
unanimously.
