City of Bowdon Mayor and Council Meeting Monday February 10, 2025 6:00PM Mayor and Council Chambers, 182 Grammar School Road I.- IV. Agenda Items: The Mayor and City Council met for a regular meeting on Monday, February 10th, 2025. The meeting was called to order by Mayor Randy Saxon at 6:00PM. The invocation was led by Kevin Geter, Ephesus Baptist Church Minister, and was followed with the Pledge of Allegiance. Members present: Mayor Randy Saxon Councilmember Jan Johnson Councilmember Bobby Elliott Councilmember Wes McEntyre Mayor Pro-tem Marty Johnson Staff present: City Manager Jeff Reese Community Planning Director Jan Gibbs City Clerk Susan Pierce Police Chief Mark Brock V. Approval of Meeting Agenda Councilmember Jan Johnson asked to add installation of gates at Barr Park and Whatley Park to the agenda. Motion by Councilmember McEntyre to add to the agenda the installation of gates at Barr Park and Whatley Park; second by Mayor Pro-tem Marty Johnson; motion carried unanimously. Motion by Councilmember McEntyre to remove item H. from the agenda; second by Councilmember Elliott; motion carried unanimously. VI. Approval of Minutes The minutes from the January 13, 2025 meeting were approved with no objections. **Mayor Saxon presented a Proclamation for National FBLA Week to the Bowdon High School FBLA members.** VII. Public Comments None. VIII. Business Session A. Board Appointment – Main Street Board – Rena Noles, owner of Merle Norman. Motion by Councilmember Jan Johnson to approve the appointment of Rena Noles to the Main Street Board as presented; second by Mayor Pro-tem Marty Johnson; motion carried unanimously. B. Eason Street storm drain replacement – culvert has deteriorated and needs to be replaced. Bids are: 1) Thompson Grading and Clearing - $110,280.00, 2) Crawford Grading and Pipeline - $43,723.00, 3) HD Excavations and Utilities - $92,650.00. Recommendation to go with low bid from Crawford Grading and Pipeline i/a/o $43,723.00. City of Bowdon Mayor & Council Meeting Minutes February 10, 2025 Motion by Mayor Pro-tem Marty Johnson to approve going with Crawford Grading and Pipeline at $43,723.00 for the culvert replacement; second by Councilmember Elliott; motion carried unanimously. C. Update to Sunday Commercial Business Alcohol Pouring Referendum – no action taken. D. Discussion – Staff Direction – Watts Park – no action taken E. Update – LMIG – grants on hold until 2024 audit is completed – no action taken F. Commercial Dumpster Proposed Prices Motion by Councilmember Elliott to approve a 10% markup on rates the City pays for sanitation services; second by Councilmember McEntyre; motion carried unanimously. G. Update – Eason Street Housing Development Variance – no action taken H. Job Reclassification/Salary – Removed from Agenda (see above) Councilmember Jan Johnson asked about a gate and fence repairs at Barr Park to prevent motorized vehicles from cutting through the park, and also at Whatley Park to prevent it from being used for parking. Mayor Saxon asked City Manager Reese to get prices. Mayor Saxon said the gazebo at Whatley Park is in bad shape; he and Cindy would like to help with repairs. I. Mayor’s Reports – There has been a lot of clean-up at the old Pallet Shop. We hosted the Chamber of Commerce lunch today. Tomorrow he is attending the Star Student breakfast. He met with AT&T on the pole removal downtown. Georgia Power is also supposed to remove the pole on the southeast corner. J. City Manager Reports – Mr. Reese is working on the budget. He is also reviewing the contract with J & T Environmental, and we are considering moving the operation of the water plant back to in-house operations. K. Department Reports – no questions. IX. Financial Session A. Property Tax Unpaid Balance Summary B. December Financial Reports C. Cash Balances as of 02/07/2025 Motion by Councilmember Elliott to adjourn the meeting; second by Councilmember McEntyre; motion carried unanimously. XII.
