MINUTES of SPECIAL MEETING of the BOARD of COMMISSIONERS of the CITY of BOWLING GREEN, KENTUCKY held MARCH 22, 2005 The Board of Commissioners of the City of Bowling Green, Kentucky met in special session in the Commission Chamber of City Hall, Bowling Green, Kentucky at 2:00 p.m. on March 22, 2005. Mayor Elaine N. Walker called the meeting to order. City Clerk Katie Schaller called the roll, and the following members were present: Commissioner Delane Simpson, Commissioner Brian K. Strow, Commissioner Mark D. Alcott, Commissioner Slim Nash and Mayor Elaine N. Walker. Absent: none. There was a full quorum of the Board of Commissioners. CITY MANAGER City Manager Charles W. Coates stated that he withdrew Municipal Order No. 2005 –66 regarding the termination of Chief Financial Officer Davis Cooper because of issues regarding the retirement laws. Coates stated that the City was in the process of contesting Mr. Cooper’ s ability to retire in an effort to recover those funds for the City. Coates responded to questions regarding Mr. Cooper’ s suspension without pay and the refusal to accept Mr. Cooper’ sr esignat ion. Attorney Alan Simpson, representing Davis Cooper, stated that on his advice Mr. Cooper resigned on Sunday (March 20) in anticipation of his possible termination. He also noted that Mr. Cooper was fully cooperating with authorities. ADJOURNMENT This being a special meeting and with no further business to come before the Board of Commissioners, at approximately 2:10 p.m., Mayor Walker declared this meeting adjourned.
