MINUTES of REGULAR MEETING of the BOARD of COMMISSIONERS of the CITY of BOWLING GREEN, KENTUCKY held MAY 19, 2015 The Board of Commissioners of the City of Bowling Green, Kentucky met in regular session in the Commission Chamber of City Hall, Bowling Green, Kentucky at 4:30 p.m. on May 19, 2015. Mayor Bruce Wilkerson called the meeting to order and gave an invocation. All present recited the Pledge of Allegiance. Assistant City Manager/City Clerk Katie Schaller called the roll, and the following members were present: Commissioner Joe W. Denning, Commissioner Melinda M. Hill, Commissioner Sue Parrigin, Commissioner Rick Williams and Mayor Bruce Wilkerson. Absent: none. There was a full quorum of the Board of Commissioners. AWARDS & RECOGNITIONS Mayor Wilkerson announced Kobe Aluminum was celebrating its 10th Anniversary today. He also proclaimed the week of May 17-23, 2015 as National Public Works Week and encouraged all citizens and civic organizations to acquaint themselves with the issues involved in providing our public works and to recognize the contributions which public works officials make every day to our health, safety, comfort and quality of life. CITY MANAGER City Manager Kevin D. DeFebbo congratulated the Public Works Department for receiving its second consecutive reaccreditation from the American Public Works Association (APWA). He reported Bowling Green was the only city in Kentucky to have achieved accreditation and reaccreditation status, and our City was one of only a few in the country to have its Public Works, Police and Fire departments each accredited. He recognized the Public Works Department team members who participated in the process and thanked Public Works Director Jeff Lashlee for maintaining a professional department. APPROVAL OF MINUTES Minutes of Regular Meeting May 5, 2015 and Special Meeting May 7, 2015 Minutes of the above-referenced meetings were distributed to the Board of Commissioners with the Agenda for their review. Motion was made by Hill and seconded by Parrigin to approve said minutes as written. Mayor Wilkerson asked for discussion, and with none, a roll call vote was taken. BG2015 – 13 (Second Reading) ORDINANCE RELATING TO CLASSIFICATION/PAY SCHEDULE ORDINANCE AMENDING THE CLASSIFICATION/PAY SCHEDULE “G” FOR GENERAL CLASSIFIED EMPLOYEES OF THE CITY OF BOWLING GREEN FOR FISCAL YEAR 2015 Title and summary of Ordinance No. BG2015 - 13 was read by the Assistant City Manager/City Clerk. MUNICIPAL ORDER NO. 2015 – 79 MUNICIPAL ORDER AUTHORIZING RENEWAL OF BID #2014-23 FOR UNIFORMS FOR THE FIRE DEPARTMENT FROM BLUEGRASS UNIFORMS AND EQUIPMENT OF BOWLING GREEN, KENTUCKY AND NAT’S OUTDOOR SPORTS OF BOWLING GREEN, KENTUCKY Summary of Municipal Order No. 2015 - 79 was read by the Assistant City Manager/City Clerk. Motion was made by Hill and seconded by Williams for consideration of said Municipal Order. DeFebbo reviewed the existing bid and recommended the one year extension at the same pricing. MUNICIPAL ORDER NO. 2015 – 80 MUNICIPAL ORDER AUTHORIZING AND ACCEPTING BID #2015-37 FOR CITY HALL PAINT PROJECT FROM STEWART RICHEY PAINTING OF BOWLING GREEN, KENTUCKY IN THE AMOUNT OF $99,867 Summary of Municipal Order No. 2015 - 80 was read by the Assistant City Manager/City Clerk. Motion was made by Hill and seconded by Williams for consideration of said Municipal Order. DeFebbo recommended the bid award. He also explained the bid was for more than just interior painting and included the removal of wallpaper and any necessary wall repair before painting. MUNICIPAL ORDER NO. 2015 – 81 MUNICIPAL ORDER ACCEPTING DONATION FROM JOHN AND LINDA KELLY FAMILY CHARITABLE FOUNDATION TO EXPAND THE SCOPE OF SERVICE OF CAMP HAPPY DAYS Summary of Municipal Order No. 2015 - 81 was read by the Assistant City Manager/City Clerk. Motion was made by Hill and seconded by Williams for consideration of said Municipal Order. DeFebbo noted this was the eighth year for this contribution and he thanked the family for supporting the camp program for adults. Mayor Wilkerson also expressed his appreciation to the Kelly family for their donation. With no additional discussion, a roll call vote was taken. MUNICIPAL ORDER NO. 2015 – 82 MUNICIPAL ORDER AUTHORIZING THE SUBMISSION OF AN APPLICATION FOR FEDERAL VICTIMS OF CRIME ACT (VOCA) GRANT FUNDS THROUGH THE COMMONWEALTH OF KENTUCKY JUSTICE CABINET FOR THE PARTIAL FUNDING OF A VICTIM ADVOCATE POSITION FOR THE POLICE DEPARTMENT IN THE AMOUNT UP TO $41,512 Summary of Municipal Order No. 2015 - 82 was read by the Assistant City Manager/City Clerk. Motion was made by Parrigin and seconded by Hill for consideration of said Municipal Order. For the 22nd year of funding, DeFebbo recommended approval of the application to receive up to 80% of the Victim Advocate’s salary. Motion was made by Hill and seconded by Denning for consideration of said Municipal Order. DeFebbo reviewed and recommended the grant application for funds to purchase a fire training simulator. MUNICIPAL ORDER NO. 2015 – 84 MUNICIPAL ORDER AUTHORIZING THE ACCEPTANCE OF AN ECONOMIC DEVELOPMENT BOND (EDB) GRANT FROM THE KENTUCKY CABINET FOR ECONOMIC DEVELOPMENT FOR QUIVER VENTURES, LLC IN THE AMOUNT OF $750,000 AND APPROVING AND AUTHORIZING EXECUTION OF GRANT AGREEMENT Summary of Municipal Order No. 2015 - 84 was read by the Assistant City Manager/City Clerk. Motion was made by Hill and seconded by Parrigin for consideration of said Municipal Order. DeFebbo reviewed the grant and request for the City to be the pass-through agent for the funds. City Attorney Gene Harmon indicated the City would not have responsibility for any debt, but would be required to complete various forms related to the release of funds. With no other discussion, a roll call vote was taken. MUNICIPAL ORDER NO. 2015 – 85 MUNICIPAL ORDER AUTHORIZING AMENDMENT OF THE SECTION 457 DEFERRED COMPENSATION PLAN FOR EMPLOYEES OF THE CITY OF BOWLING GREEN, KENTUCKY TO ALLOW FOR A ROTH 457 OPTION Summary of Municipal Order No. 2015 - 85 was read by the Assistant City Manager/City Clerk. Motion was made by Hill and seconded by Williams for consideration of said Municipal Order. DeFebbo explained the process to amend the current Deferred Compensation Plan which would allow employees to have the choice of a new Roth 457 option. MUNICIPAL ORDER NO. 2015 – 86 MUNICIPAL ORDER APPROVING JOB DEVELOPMENT INCENTIVE FUND EMPLOYEE WITHHOLDINGS CREDIT AGREEMENT AND AMENDED AND RESTATED PAYMENT IN LIEU OF TAXES (PILOT) AGREEMENT RELATED TO THE INDUSTRIAL EXPANSION PROJECT BEING UNDERTAKEN BY BOWLING GREEN METALFORMING, LLC 4 (Minutes-Board of Commissioners-May 19, 2015) Summary of Municipal Order No. 2015 - 86 was read by the Assistant City Manager/City Clerk. Motion was made by Hill and seconded by Parrigin for consideration of said Municipal Order. Chief Financial Officer Jeff Meisel outlined the proposed expansion of the existing business and its ability to receive State incentives as well as the local incentive. City Attorney Gene Harmon also explained the amendments to the PILOT Agreement in which the City and County would start receiving property tax revenues in year 15 of the 20 year agreement. Once the discussion ended, a roll call vote was taken. PRESENTATION OF CITY MANAGER BUDGET RECOMMENDATION City Manager Kevin DeFebbo provided an overview of the recommended Fiscal Year 2015/2016 Annual Operating Budget. He stated the recommendation did not contain any new taxes or new debt, and addressed the three main priorities of paving, sidewalks and stormwater. In addition, he stated the recommendation provided for a modest pay increase for employees and contained a few other personnel changes. Chief Financial Officer Jeff Meisel outlined the FY2016 revenue projections, which were developed using a conservative approach, for All Funds in the total amount of $101,830,372, and specifically for the General Fund in the total amount of $60,260,500. Assistant City Manager/City Clerk Katie Schaller provided a summary of the proposed expenditure recommendations for All Funds totaling $102,973,429 and indicated about $1.15 million of previously saved money would be used for specific capital improvement projects and anticipated increases in the Health Care Fund. She also reported the total proposed General Fund expenditure budget was $60,260,500 and included several capital improvement projects as well as agency funding recommendations. Ms. Schaller stated the General Fund operating budget excluding capital improvements was only up by 1.7% over the FY2015 adopted operating budget, and personnel costs made up nearly 85% of that amount. Human Resources Director Michael Grubbs summarized the recommendations related to personnel and provided a brief summary of each of the capital improvement projects included in the FY2016 budget proposal. Mr. DeFebbo and Ms. Schaller responded to questions regarding agency funding and proposed cost of living amounts, the ability to carry forward $80,000 of previously approved money for Public Transit, the anticipated completion time for the Wakefield Pond capital project, and the recommendation for a part-time Fire Code Inspector position. Following the discussion, Ms. Schaller stated the first reading of an Ordinance adopting the FY2016 budget would be included on the agenda for the next Board meeting along with several other budget related items.
