MINUTES of SPECIAL MEETING
of the BOARD of COMMISSIONERS
of the CITY of BOWLING GREEN, KENTUCKY
held JUNE 26, 2006
The Board of Commissioners of the City of Bowling Green, Kentucky met in special session in
the Commission Chamber of City Hall, Bowling Green, Kentucky at 8:30 a.m. on June 26, 2006.
Mayor Elaine N. Walker called the meeting to order. City Clerk Katie Schaller called the roll, and
the following members were present: Commissioner Mark D. Alcott, Commissioner Brian “Slim”
Nash, Commissioner Delane Simpson, Commissioner Brian K. Strow and Mayor Elaine N. Walker.
Absent: none. There was a full quorum of the Board of Commissioners.
ORDINANCE NO. BG2006 –12
(Second Reading As Amended)
ORDINANCE ANNEXING PROPERTY BY CONSENT
ORDINANCE ANNEXING A TOTAL OF 24.8118.753 ACRES OF
PROPERTY LOCATED AT CUMBERLAND TRACE ROAD AND
OLD SCOTTSVILLE ROAD, WITH PROPERTY PRESENTLY
OWNED BY EPI INVESTMENTS, LLC, SAID TERRITORY BEING
CONTIGUOUS TO EXISTING CITY LIMITS
Title and summary of Ordinance No. BG2006 - 12 was read by City Clerk Katie Schaller.
Motion was made by Strow and seconded by Alcott for second reading of said Ordinance. Mayor
Walker asked for discussion, and with none, a roll call vote was taken.

ORDINANCE AMENDING THE CITY OF BOWLING GREEN
CODE OF ORDINANCES, CHAPTER 2 (ADMINISTRATION),
CHAPTER 4 (ALCOHOLIC BEVERAGE CONTROL), AND
CHAPTER 25 (CODE OF ETHICS) TO REFLECT THE
REORGANIZATION OF THE OFFICES OF CITY MANAGER AND
CITY CLERK, THE COMBINATION OF THE POSITIONS OF CITY
TREASURER AND CHIEF FINANCIAL OFFICER, AND THE
DESIGNATION OF THE ALCOHOLIC BEVERAGE CONTROL
ADMINISTRATOR, AND TO MAKE OTHER ADMINISTRATIVE
CHANGES

THE CITY MANAGER

ORDINANCE ADOPTING ANNUAL CITY BUDGET
ORDINANCE ADOPTING THE CITY OF BOWLING GREEN,
KENTUCKY ANNUAL OPERATING BUDGET FOR FISCAL YEAR
BEGINNING JULY 1, 2006 AND ENDING JUNE 30, 2007, BY
ESTIMATING REVENUES AND APPROPRIATING FUNDS FOR
THE OPERATION OF CITY GOVERNMENT
Title and summary of Ordinance No. BG2006 - 23 was read by the City Clerk. Mayor Walker
commended City staff for its efforts in preparing the budget recommendation. She reiterated her
support of funding for the arts and preservation to assist with economic development. Comm.

Simpson requested support to reinstate funding as initially recommended by the City Manager for the
Bowling Green Chamber Orchestra and the Bowling Green Western Symphony Orchestra. With no
further discussion, motion was made by Alcott and seconded by Strow for second reading of said
Ordinance. A roll call vote was taken.

Summary of Municipal Order No. 2006 - 139 was read by the City Clerk. DeFebbo reviewed
the promotion which was part of a career path program for Office Associates. Motion was made by
Nash and seconded by Simpson for consideration of said Municipal Order. Mayor Walker asked for
additional discussion, and with none, a roll call vote was taken.

the promotion and minor reorganization in the department. Motion was made by Nash and seconded
by Strow for consideration of said Municipal Order. Mayor Walker asked for additional discussion,
and with none, a roll call vote was taken.

83A.150(4), do hereby call a special meeting of the Board of Commissioners of the City of
Bowling Green, Kentucky beginning at 8:30 a.m. on Monday, June 26, 2006 in the
Commission Chamber of City Hall, 1001 College Street, for the following:

1. Ordinance No. BG2006 –12 ORDINANCE ANNEXING PROPERTY BY CONSENT
(Second Reading As Amended) Ordinance annexing a total of 24.8118.753 acres of property
located at Cumberland Trace Road and Old Scottsville
Road, with property presently owned by EPI Investments,
LLC, said territory being contiguous to existing city limits
2. Ordinance No. BG2006 –20 ORDINANCE AMENDING CODE OF ORDINANCES
(Second Reading) Ordinance amending the City of Bowling Green Code of
Ordinances, Chapter 2 (Administration), Chapter 4
(Alcoholic Beverage Control), and Chapter 25 (Code of
Ethics) to reflect the reorganization of the offices of City
Manager and City Clerk, the combination of the positions of
City Treasurer and Chief Financial Officer, and the
