MINUTES of SPECIAL MEETING
of the BOARD of COMMISSIONERS
of the CITY of BOWLING GREEN, KENTUCKY
held OCTOBER 27, 2006
The Board of Commissioners of the City of Bowling Green, Kentucky met in special session at
The Historic L&N Depot, 401 Kentucky Street, Bowling Green, Kentucky at 8:30 a.m. on October
27, 2006. Mayor Elaine N. Walker called the meeting to order. Assistant City Manager/City Clerk
Katie Schaller called the roll, and the following members were present: Commissioner Delane

Nash and Mayor Elaine N. Walker. Absent: none. There was a full quorum of the Board of
Commissioners.
CITY MANAGER
City Manager Kevin D. DeFebbo reviewed the selection process undertaken to appoint a new
Chief of Police for the City of Bowling Green. He indicated that there were three internal candidates
and that it was a difficult decision. Mr. DeFebbo stated that his recommendation was to promote
Deputy Police Chief Doug Hawkins to the position of Chief of Police to be effective November 1,

MUNICIPAL ORDER NO. 2006 –253
MUNICIPAL ORDER APPROVING THE PROMOTION OF
DOUGLAS DREW HAWKINS TO POLICE CHIEF, POLICE
DEPARTMENT
Summary of Municipal Order No. 2006 –253 was read by the Assistant City Manager/City
Clerk. Motion was made by Alcott and seconded by Simpson for consideration of said Municipal
Order. Mayor Walker asked for additional discussion, and with none, a roll call vote was taken.
ROLL CALL: Voting Yea: Alcott, Nash, Simpson, Strow and Walker
Voting Nay: None
Municipal Order No. 2006 - 253 was approved by unanimous vote. Mayor Walker
congratulated Mr. Hawkins.
Interim Police Chief Jerry Wells pinned Mr. Hawkins with the official Chief of Police badge.
Incoming Chief of Police Hawkins made a few remarks recognizing his family and the
accomplishments of the former Chiefs of Police Gary Raymer and Bill Waltrip and Interim Police
Chief Jerry Wells. He stated that he was honored to be the next Chief of Police for the City of
Bowling Green.
ADJOURNMENT
This being a special meeting and with no further business to come before the Board of
Commissioners, at approximately 8:45 a.m., Mayor Walker declared this meeting adjourned.
