MINUTES of SPECIAL MEETING of the BOARD of COMMISSIONERS of the CITY of BOWLING GREEN, KENTUCKY held APRIL 30, 2013 The Board of Commissioners of the City of Bowling Green, Kentucky met in special session in the Commission Chamber of City Hall, Bowling Green, Kentucky at 5:00 p.m. on April 30, 2013. Mayor Bruce Wilkerson called the meeting to order. Assistant City Manager/City Clerk Katie Schaller called the roll, and the following members were present: Commissioner Bill Waltrip, Commissioner Rick Williams, Commissioner Joe W. Denning, Commissioner Melinda M. Hill (arrived late) and Mayor Bruce Wilkerson. Absent: none. There was a full quorum of the Board of Commissioners. ORDINANCE NO. BG2013 – 7 (Second Reading) ORDINANCE REZONING REAL ESTATE ORDINANCE REZONING TWO TRACTS OF LAND CONTAINING 2.63 ACRES FROM RM-4 (MULTI-FAMILY RESIDENTIAL) AND P (PUBLIC) TO PUD (PLANNED UNIT DEVELOPMENT) LOCATED AT KENTUCKY STREET, ALUMNI AVENUE, 13TH AVENUE AND AN ALLEY, PRESENTLY OWNED BY WKU STUDENT LIFE FOUNDATION, INC. Title and summary of Ordinance No. BG2013 - 7 was read by the Assistant City Manager/City Clerk. Motion was made by Waltrip and seconded by Denning for second reading of said Ordinance. Mayor Wilkerson asked for discussion, and with none, a roll call vote was taken. ROLL CALL: Voting Yea: Waltrip, Williams, Denning, Hill and Wilkerson Voting Nay: None Ordinance No. BG2013 - 7 was adopted by unanimous vote. MUNICIPAL ORDER NO. 2013 – 61 MUNICIPAL ORDER APPROVING THE REAPPOINTMENT OF LUCINDA ANDERSON TO THE UNIVERSITY DISTRICT REVIEW COMMITTEE Summary of Municipal Order No. 2013 - 61 was read by the Assistant City Manager/City Clerk. Motion was made by Waltrip and seconded by Denning for consideration of said Municipal Order. Comm. Denning stated that Ms. Anderson does an outstanding job on the committee. Mayor Wilkerson also expressed appreciation for her continued service. With no other discussion, a roll call vote was taken. BG2013 – 8 (First Reading) ORDINANCE REZONING REAL ESTATE ORDINANCE REZONING A TRACT OF LAND CONTAINING 1.79 ACRES FROM LI (LIGHT INDUSTRIAL) AND HI (HEAVY INDUSTRIAL) TO CB (CENTRAL BUSINESS) LOCATED AT 425 1ST AVENUE AND 101, 115, 119 AND 125 STATE STREET, PRESENTLY OWNED BY PHOENIX ENTERPRISES, LLC Title and summary of Ordinance No. BG2013 - 8 was read by the Assistant City Manager/City Clerk. Motion was made by Waltrip and seconded by Williams for first reading of said Ordinance. In response to questions from Comm. Denning, City-County Planning Commission Director Steve Hunter described the multi-story development for a mixed-use office type building structure with commercial and residential space located in Block 216 of the WKU Gateway to Downtown Bowling Green Tax Increment Financing (TIF) District. He also reported that the Planning Commission was pursuing a master traffic study of the area (between Kentucky Street, 31-W Bypass also known as Riverview Drive, Fairview Avenue and Sixth Avenue) in an effort to consider the traffic flow and traffic impact from TIF development as well as to assist with future planning. Because of the cost of such a study, he indicated that they were seeking financial assistance from the Bowling Green/Warren County Metropolitan Planning Organization (MPO). Comm. Denning expressed a concern with the loss of on-street parking if State Street were to become two-way, particularly the impact on churches and businesses in the area. Comm. Williams concurred with Comm. Denning, and commented that anytime there is a change, it is important to be forthcoming to make people aware of the change. Mr. Hunter agreed that the study would take that into consideration. Mr. Hunter also noted that the developer had committed to building a segment of Heritage Trail and to improve the sidewalk in front of the development. Once the discussion ended, a roll call vote was taken. BG2013 – 9 (First Reading) ORDINANCE REZONING REAL ESTATE ORDINANCE REZONING A TRACT OF LAND CONTAINING 56.96 ACRES FROM AG (AGRICULTURE) TO HI (HEAVY INDUSTRIAL) LOCATED AT 164 FRED MADISON ROAD AND 1777 GLASGOW ROAD, PRESENTLY OWNED BY THE INTER- MODAL TRANSPORTATION AUTHORITY, INC. Title and summary of Ordinance No. BG2013 - 9 was read by the Assistant City Manager/City Clerk. Motion was made by Hill and seconded by Williams for first reading of said Ordinance. 2 (Minutes-Board of Commissioners-April 30, 2013) Mayor Wilkerson stated this was the property that the City just annexed. Mr. DeFebbo indicated the rezoning would allow for new development and the creation of new jobs. With no further discussion, a roll call vote was taken. WORK SESSION The work session discussion included the following subjects: 1) a report from Western Kentucky University (WKU) related to the Community Bikeway Project, include the Center Street corridor connecting shared-use paths from Creason Street to Roland Bland Park; and 2) the City of Bowling Green’s purchasing process and policies, including expanded efforts to educate local businesses about the City’s request for bids process and how to become a registered bidder. ADJOURNMENT This being a special meeting with no other business to come before the Board of Commissioners once the work session discussion ended at approximately 7:35 p.m., Mayor Wilkerson declared this meeting adjourned.
