MINUTES of SPECIAL MEETING of the BOARD of COMMISSIONERS of the CITY of BOWLING GREEN, KENTUCKY held SEPTEMBER 23, 2013 The Board of Commissioners of the City of Bowling Green, Kentucky met in special session in the Commission Chamber of City Hall, Bowling Green, Kentucky at 11:00 a.m. on September 23, 2013. Mayor Bruce Wilkerson called the meeting to order. Assistant City Manager/City Clerk Katie Schaller called the roll, and the following members were present: Commissioner Bill Waltrip, Commissioner Rick Williams, Commissioner Joe W. Denning, Commissioner Melinda M. Hill and Mayor Bruce Wilkerson. Absent: none. There was a full quorum of the Board of Commissioners. ORDINANCE NO. BG2013 – 33 (Second Reading) ORDINANCE RELATING TO PROPERTY TAX RATES ORDINANCE SETTING 2013 PROPERTY TAX RATES, FRANCHISE TAX RATES AND IMPROVEMENT ASSESSMENT RATES, AND SETTING FORTH GUIDELINES FOR PAYMENT, PENALTY AND INTEREST Title and summary of Ordinance No. BG2013 - 33 was read by the Assistant City Manager/City Clerk. Motion was made by Hill and seconded by Williams for second reading of said Ordinance. Mayor Wilkerson indicated this special meeting was necessary to complete second reading of the ordinance to set the 2013 property tax rates prior to October 1st. He further explained that the October 1st regular meeting of the Board of Commissioners was canceled to allow staff to attend the Kentucky League of Cities Conference in Covington, Kentucky during that same week. Chief Financial Officer Jeff Meisel stated tax bills would go out by mid-October. He reported that the tax rates remain the same as the previous year at $0.206 per $100 of assessed real property value and $0.260 per $100 of assessed personal property value, and that the City would rely on assessment growth to meet its budget for Fiscal Year 2014. Once the discussion ended, a roll call vote was taken. ROLL CALL: Voting Yea: Waltrip, Williams, Denning, Hill and Wilkerson Voting Nay: None Ordinance No. BG2013 - 33 was adopted by unanimous vote. ADJOURNMENT This being a special meeting and with no further business to come before the Board of Commissioners, at approximately 11:05 a.m., Mayor Wilkerson declared this meeting adjourned.
