Board of Aldermen Meeting Minutes Monday, February 24, 2025 5:30 p.m. The regular Board of Aldermen Meeting was held on Monday, February 24, 2025, in the Bowling Green City Hall Council Chambers. Mayor Jim Arico called the meeting to order at 5:30 pm. In attendance were Alderman Kim Luebrecht, Alderman Terry Burris, Alderman McCoy Thompson, Alderman Mark Bair, Alderman Diane Kirkpatrick, and Alderman Myron Arttus. Others in attendance were City Attorney Malaine Hagemeier and City Administrator Linda Luebrecht. Quorum was present and due notice posted. Previous Minutes Minutes of the Board of Aldermen meeting of previous month were reviewed. Alderman Thompson made a motion to approve minutes, seconded by Alderman Luebrecht. Motion carried by unanimous vote. Presentation of Warrants Warrants were reviewed without comment. Alderman Bair made motion warrants be approved as presented. Second by Alderman Kirkpatrick. Motion carried by unanimous vote. Treasurer's Report City Treasurer Kim Moore submitted monthly Treasurer’s Report and Bank Statement Reconciliation for the previous month. Alderman Arttus made motion Treasurer’s report be approved as presented. Second by Alderman Thompson. Motion carried by unanimous vote. Review and Reading of Bills, Ordinances and Resolutions 1. Bill #2046 – An Ordinance vacating that portion of Alley which runs North and South between Locust and Kincaid streets between Lots 6 & 7 of Block 7 of the Mosely Addition to the City of Bowling Green Motion was made by Alderman Luebrecht to request first reading of Bill #2046. Second by Alderman Arttus. Motion carried by unanimous vote. Motion was made by Alderman Luebrecht to approve first reading of Bill #2046. Second by Alderman Thompson. Motion carried by unanimous vote. Motion was made by Alderman Arttus to request second reading of Bill #2046. Second by Alderman Thompson. Motion carried by unanimous vote. Motion was made by Alderman Luebrecht to accept second reading of Bill #2046. Second by Alderman Bair. Motion carried by unanimous vote. Bill #2046 has been approved and accepted and will be known as Ordinance #2016. 2. Bill #2047 – An Ordinance authorizing the Mayor and City Clerk to enter into an engineering service agreement with Four Points Land Surveying & Engineering, Inc. for Jefferson Drive and sewer replacement Motion was made by Alderman Luebrecht to request first reading of Bill #2047. Second by Alderman Thompson. Motion carried by unanimous vote. Motion was made by Alderman Arttus to approve first reading of Bill #2047. Second by Alderman Kirkpatrick. Motion carried by unanimous vote. Motion was made by Alderman Kirkpatrick to request second reading of Bill #2047. Second by Alderman Thompson. Motion carried by unanimous vote. Motion was made by Alderman Arttus to accept second reading of Bill #2047. Second by Alderman Luebrecht. Motion carried by unanimous vote. Bill #2047 has been approved and accepted and will be known as Ordinance #2017. 3. Bill #2048 – An Ordinance authorizing the Mayor and City Clerk to enter into an aviation project consultant agreement with McClure Engineering Company for future airport growth Motion was made by Alderman Arttus to request first reading of Bill #2048. Second by Alderman Thompson. Motion carried by unanimous vote. Motion was made by Alderman Bair to approve first reading of Bill #2048. Second by Alderman Arttus. Motion carried by unanimous vote. Motion was made by Alderman Luebrecht to request second reading of Bill #2048. Second by Alderman Thompson. Motion carried by unanimous vote. Motion was made by Alderman Arttus to accept second reading of Bill #2048. Second by Alderman Kirkpatrick. Motion carried by unanimous vote. Bill #2048 has been approved and accepted and will be known as Ordinance #2018. 4. Bill #2049 – An Ordinance authorizing the Mayor and City Clerk to enter into an aviation project consultant agreement with McClure Engineering Company for updating the airport layout plan Motion was made by Alderman Arttus to request first reading of Bill #2049. Second by Alderman Bair. Motion carried by unanimous vote. Motion was made by Alderman Arttus to approve first reading of Bill #2049. Second by Alderman Luebrecht. Motion carried by unanimous vote. Motion was made by Alderman Luebrecht to request second reading of Bill #2049. Second by Alderman Thompson. Motion carried by unanimous vote. Motion was made by Alderman Arttus to accept second reading of Bill #2049. Second by Alderman Thompson. Motion carried by unanimous vote. Bill #2049 has been approved and accepted and will be known as Ordinance #2019. 5. Bill #2050 – An Ordinance for Oasis splashpad contract. No votes taken/Ordinance not read. Dates need to be confirmed before Aldermen will approve Old Business None New Business 1. Discuss request to place “children at play” or slow down” sign on Dead End 12th Street. Discussion died for lack of motion. 2. Discuss 2019 personal property taxes for write-off. Alderman Bair made a motion to publish list of 2019 taxes due in both local newspapers. Second by Alderman Arttus. Motion carried by unanimous vote. 3. Discuss possible TAP grant for sidewalk on Bus. 61. Alderman Luebrecht made a motion to approve City paying approximately $2,000 or less for preliminary engineering for potential TAP grant and sidewalk on Bus. 61. Second by Alderman Kirkpatrick. Motion carried by unanimous vote. Miscellaneous and Visitors Alderman Bair asked about places along Champ Clark Drive needing repair/pot holes fixed. Alderman Thompson asked about chickens in City limits, was there an ordinance? Alderman Burris asked about UTV permits and whether or not the ordinance to have a permit was being enforced Chief Bounds discussed repairs needed for K9 car. Aldermen agreed to repair with a used motor with 40,000 miles Mayor’s Appointments/Comments Adjourn to Executive Session Pursuant to Section 610.021 (1), (2), (3) RSMo Went into executive at 6:15 pm Alderman Thompson made a motion to adjourn to Executive Session Pursuant Section 610.021 (1) (2) (3) RSMo. Second by Alderman Arttis. Motion carried by unanimous vote Personnel issues discussed Real estate issues discussed Adjourn Back to Open Session Alderman Bair made a motion to adjourn back to Open Session. Second by Alderman Arttus. Motion carried by unanimous vote. Adjourn Alderman Bair a motion to adjourn meeting. Second by Alderman Kirkpatrick. Motion carried by unanimous vote.
