Approve the recommendation from Chief of Police Kevin Spate to authorize the City Manager to sign a purchase contract for four iPhones from AT&T for a monthly cost of $159.96 per month. 4. Parks and Recreation Draft Minutes – November 10, 2022 8. OLD BUSINESS A. Short-Term Rental 1) Ordinance-Second Reading Consider the recommendation from Planning Director Scott McPherson to determine if any, all or part of the discussed changes should be made and then adopt the Short- term rental ordinance. 2) Traditional Residential District Cap Consider the recommendation from Planning Director Scott McPherson to establish the cap of short-term rental units in the Traditional Residential District at 90 units. 3) Establishment of License Fee Consider the recommendation from Planning Director Scott McPherson to establish the fee amount for a Short-term Rental license renewal and incorporate the fees into the City of Boyne City fee schedule. 4) Establishment of Ordinance Fines Consider the recommendation from Planning Director Scott McPherson to approve a resolution for inclusion into the City Schedule of Fines the fine amounts for violation of the City of Boyne City Short-term Rental Ordinance. B. Marina Project Update Update on Marina activities since last meeting. C. Well 3 Additional Improvements A revised memo and recommendation will be provided on this matter once further information is received. 9. NEW BUSINESS A. Boyne Thunder 2023 Drone Show Consider the recommendation from the Main Street Board and the Parks and Recreation Board to support the Boyne Thunder 2023 Drone Light Show. B. Capital Expenditure Request - Microsoft Surface Pro Tablets Consider the recommendation from EMS Director Brenda Willson to authorize the City Manager to sign the purchase order not to exceed the cost of $8,596.25 plus shipping (not yet calculated) to fund this technology and process improvement project. C. Public Act 152 of 2011 Compliance Consider the recommendation from City Manager Michael Cain to approve a motion opting out of the requirements of PA 152 of 2011 for 2023.  D. Employee Health Savings Account (HSA) Stipend Increase Consider the recommendation from City Manager Michael Cain to authorize staff to increase the City’s HSA contribution to $2,250 and $5,000 for eligible single and double or family coverages respectively for 2023 and until changed. 10.
