Such requests will be automatically respected. A. City Commission Minutes Approve the September 26, 2023 regular meeting minutes as presented B. Update to Municipal Standards for Boyne City Driveway Approaches Approve the adding the following to the current City standard: ‘Where appropriate and with City Commission approval green methods that are proven such as “Drivable Grass” can be utilized in place of bituminous pavement or concrete.’ C. Breast Cancer Awareness Month Approve to proclaim the month of October 2023 as “Breast Cancer Awareness Month” in the City of Boyne City. 5. CITIZEN COMMENTS (non-agenda items, 5 minutes) 6. Compensation Commission Draft Minutes – September 7, 2023 B. Economic Development Commission Draft Minutes – September 11, 2023 C. Local Development Finance Authority Draft Minutes – September 11, 2023 D. Parks and Recreation Draft Minutes – September 14, 2023 E. Airport Advisory Board Draft Minutes – September 21, 2023 9. OLD BUSINESS A. Marina Improvement Grant Agreement Consider the recommendation from City Manager Michael Cain to review the materials presented and approve the Waterways Grant Agreement and Resolution for up to $603,508.56 for marina improvements as presented and authorize the City Manager to execute the necessary documents. B. City Manager Employment Consideration of the City Commissioners request to discuss matters regarding the City Manager’s employment. 10. NEW BUSINESS A. Enforcement of the Code Ordinance Sections 54-60 and 54-61 (Snow Removal) in DDA Area Consider the recommendation from the Main Street Board to acknowledge the Enforcement of the Code of Ordinances Sections 54-60 and 54-61 (Snow Removal) in the DDA area for the 2023/2024 winter season. B. Fall Tree Trimming, Removal, and Stump Grinding Contract Consider the recommendation from Director of Public Works and Utilities Doug Varney to approve a purchase order contract with Drost Landscaping for the 2023/2024 tree trimming, removal and grinding work in an amount not-to-exceed $37,515 and authorize the City Manager to execute any necessary documents. C. Fall Tree Planting for City Right-of-Way Contract Consider the recommendation from Director of Public Works and Utilities Doug Varney to approve a purchase order contract with Robinson’s Landscaping & Nursery for the 2022/2023 Tree Planting in an amount not-to-exceed $21,275 and authorize the City Manager to execute any necessary documents. D. Retirement Plan – Non Union Employees Consider the recommendation from City Manager Michael Cain to approve increasing the City’s contribution into the defined contribution retirement plan for non-union employees from 8% to 12% and authorize staff to modify section 5.13 of the City’s Personnel Policy to reflect this change. 11.
