3. CONSENT AGENDA
The purpose of the consent agenda is to expedite business by grouping non-controversial items together to
be dealt with by one Commission motion without discussion. Any member of the Commission, staff, or the
public may ask that any item(s) on the consent agenda be removed and placed as the last item under new
business to receive full discussion. Such requests will be automatically respected.
A. City Commission Minutes
Approve the January 9, 2024 City Commission Regular meeting minutes as presented.
B. Ballot Drop Box Purchase Recommendation
Approve the recommendation from City Clerk/Treasurer Jessica Puroll to approve the purchase of an
American Security Cabinets ballot drop box in an amount not-to-exceed $2,325 plus the cost of
shipping, handling, and installation to be purchased in the 2023-2024 fiscal year, and authorize the City
Clerk/Treasurer and/or City Deputy Clerk to complete all necessary reimbursement documents.
C. Auditing Services Proposals
Approve the recommendation from City Clerk/Treasurer Jessica Puroll to approve a contract with
Gabridge & Co. to provide auditing services in the amount not to exceed $27,200 for FYE 2024,
$27,700 for FYE 2025, $28,200 for FYE 2026, $28,700 for FYE 2027, and $29,200 for FYE 2028 plus if
the City requires that a Single Audit be performed, an additional fee of$5,000 per year would be
charged and authorize the City Manager and City Clerk/Treasurer to execute the documents.
D. Parks and Recreation Commission Member Appointments
1) Approve the recommendation from the Parks and Recreation Commission to reappoint Greg
Vadnais to the Parks and Recreation Commission with a term expiring 12/31/2027
2) Approve the recommendation from the Parks and Recreation Commission to appoint Skylar
MacNaughton to the Parks and Recreation Commission with a term ending 12/31/2027.
3) Approve the recommendation from the Parks and Recreation Commission to appoint Emma Patten
to the non-voting position of Student Liaison to the Parks and Recreation Commission with a term
ending 12/31/2025.
E. Planning Commission Member Resignation
Approve the recommendation from City staff to accept the resignation of Skylar MacNaughton from the
Planning Commission with an effective date of 1/23/2024.
F. 2024 Special Liquor Licenses
Approve the recommendation from Boyne City Main Street Executive Director Ingrid Day to approve the
Special Liquor License Application for Boyne Thunder, the Food Truck Rally and the Sip & Shop event
for submission to the state.
G. Second Reading Zoning Text Amendment to Section 24.80(B) – Drivable Grass Driveway Approaches
Approve the recommendation from Planning Director Scott McPherson to approve amendment to
BCZO section 24.80(B) as proposed.

First of monthly City Commission discussions at each noon meeting regarding efforts to develop more
local housing options. Expected to attend are representatives from:

Consider the recommendation from Planning Director Scott McPherson to approve amendment to
BCZO section 4.20(B) as proposed.
C. Legal Services Proposals
Consider the recommendation from City Manager Michael Cain to discuss and determine next steps in
the selection and hiring process.
9. NEW BUSINESS
A. Poverty Exemption Guidelines
Consider the recommendation from City Clerk/Treasurer Jessica Puroll to approve the Poverty Tax
Guidelines for 2024 in compliance with MCL 211.7u as presented.
B. Rotary Park Athletic Fields User Reservation Recommendation
Consider the recommendation from the Parks and Recreation Commission to approve the Rotary Park
Athletic Fields User Reservation Recommendation as presented.
C. Request for Proposals – Design and Development of Municipal Website
Consider the recommendation from Executive Assistant Jennifer Eads to approve the attached request
for proposals as presented and authorize City administration staff to accept and process bids.
D. Newspaper of Record
Consider the recommendation from City Clerk/Treasurer Jessica Puroll to approve the City of Boyne
City utilize the Charlevoix County News as the newspaper of record and allow staff to utilize the
Petoskey News Review when needed due to timing.
E. Commission Response to Public Comments
Commission discussion regarding citizen comment responses.
