CALL TO ORDER AND PLEDGE OF ALLEGIANCE 2. ROLL CALL 3. CONSENT AGENDA The purpose of the consent agenda is to expedite business by grouping non-controversial items together to be dealt with by one Commission motion without discussion. Any member of the Commission, staff, or the public may ask that any item(s) on the consent agenda be removed and placed as the last item under new business to receive full discussion. Such requests will be automatically respected. A. Approve the June 11, 2024 regular meeting minutes as presented B. Approve the recommendation from Director of Public Works and Utilities Doug Varney to award a Purchase Order contract with Advanced Pavement Marking LLC. For the 2024 Pavement Marking Services in an amount not-to-exceed $39,422.33, and to authorize the City Manager to execute the necessary documents. C. Approve the recommendation from Executive Assistant Jennifer Eads to authorize the City Manager and administrative staff to accept ReLeaf Forester Kate Tuttle’s expert recommendation on the species and planting locations for the 20 trees being donated to the City and proceed with the process. 4. Utility Ordinance Amendment Recommendation Second Reading Consider the recommendation from Director of Public Works and Utilities Doug Varney to approve the second reading thereby adopting this amendment to update Chapter 70 of the Boyne City Code of Ordinances, to enact Article IV, Sections 70-243 and 70-425 as proposed. 9. NEW BUSINESS A. Board and Commission Appointments – Boyne District Library Board Consider the recommendation from City Manager Michael Cain to consider the proposed appointment processes to be used for Boyne District Library and other City Boards and Commissions subject to City Commission appointment and provide direction on the process(es) desired. B. Heritage Center – Release of Funds Request Consider the recommendation from City Manager Michael Cain to approve the release and expenditure of $43,417.50 as requested by the Heritage Center for historical display improvements. C. EMS ECHO Vehicle Reassignment Request Consider the recommendation from Director of Public Works and Utilities Doug Varney to authorize the City Manager to assign the 2011 Ford Expedition to the Works and Utilities Director for daily use and to allow the Public Works and Utilities Directory to determine the outcome for the F-150 based on the two department’s necessity. D. Repair of Aerial Truck 5116 Consider the recommendation from Fire Chief Dennis Amesbury to approve CSI Emergency Apparatus, LLC to make the necessary repairs to Aerial Truck 5116 for broken extension and retraction cylinders and rear down outriggers in an amount not-to-exceed $18,233.27. E. Marina Records Management Retention Schedule Consider the recommendation from Executive Assistant Jennifer Eads to approve the attached Records Retention and Disposal Schedule – Local Government Record Inventory, authorize Executive Assistant Jennifer Eads to submit the inventory and contact information forms, and authorize City Manager Michael Cain to execute the approved schedule once received back from the Department of Records Management, to allow for effective records management and ensure compliance with retention guidelines. F. Capital Improvement Program Update Report of City Manager Michael Cain – Progress Regarding Improved CIP Program 10. HOUSING PRIORITIES A. Boyne City Housing Commission Executive Director Bethany Hedgepath – Proposed Housing Development Update B. Housing Site Evaluation Update 11. GOOD OF THE ORDER 12.
