CALL TO ORDER AND PLEDGE OF ALLEGIANCE 2. ROLL CALL 3. CONSENT AGENDA The purpose of the consent agenda is to expedite business by grouping non-controversial items together to be dealt with by one Commission motion without discussion. Any member of the Commission, staff, or the public may ask that any item(s) on the consent agenda be removed and placed as the last item under new business to receive full discussion. Such requests will be automatically respected. A. Approve the November 7, 2024 special meeting minutes as presented B. Approve the November 7, 2024 closed session meeting minutes as presented C. Approve the November 12, 2024 regular meeting minutes as presented D. Approve the November 12, 2024 closed session meeting minutes as presented E. Approve the re-appointment of Rod Cortright and Allen Sturza to the Airport Advisory Board as Ex Officio members to three year terms ending August 24, 2027 F. Approve the City Commission regular meeting schedule for 2025 the 2nd Tuesday of each month at 7:00 p.m. and the 4th Tuesday of each month except December at 12:00 p.m. and the month of May holding the 12:00 p.m. meeting on Thursday, May 29, 2025 will all meetings to be held at Boyne City City Hall, 319 North Lake Street in Boyne City, MI and also approve the FYE 2025 Tentative Budget Schedule as presented. G. Approve a motion opting out of the requirements of PA 152 of 2011 for 2025 for Employer Paid Health Insurance State Compliance and authorize the City Clerk/Treasurer to sign and submit the resolution as presented. An Equal Opportunity Provider and Employer Hometown Feel, Small Town Appeal H. Approve the proposed policy for Non-profit Collection Bins located at Boyne City City Hall and authorize City administration staff to begin implementing it. I. Approve Fire Chief Dennis Amesbury and City Administration staff to apply for the 2024 cycle AFG Grant in the amount of $325,000 with a local match of $16,250. J. Approve the attached resolution supporting the Boyne Area Heritage Center’s efforts to obtain a raffle license and authorize staff to complete and submit the necessary paperwork. 4. October 2024 Financial Statements 8. OLD BUSINESS A. Housing Priorities Developed Street Requirement – Commission Review and Discussion Frankfort Follow-up B. Proposed Easement at 647 Woodland Drive Consider the recommendation from City Manager Michael Cain to consider the proposed easement request at 647 Woodland and determine next steps regarding it. 9. NEW BUSINESS A. Clean Water State Revolving Fund (CWSRF) – Contract 1 Award Consider the recommendation from City Manager Michael Cain to award Contract 1 to Elmer’s Crane and Dozer Inc, as recommended by C2AE for sanitary sewer and related system improvements and extensions, including water system extensions in an amount not-to-exceed $10,531,024.11 to be followed immediately by the necessary change orders reducing the overall project by approximately $697,000. 10.
