Housing Priorities - Brownfield Authority Consideration and Presentation Consider the recommendation from City Manager Michael Cain to allow Ms. Mariuz to make her presentation, go through any questions and answers and determine any further next steps. B. DDA District Resident Count Matter Consider the recommendation from City Manager Michael Cain to discuss and decide on a defensible methodology to calculate the number of persons residing in the district and make a motion to that effect and implement, or not, the relevant State law sections accordingly. 10. NEW BUSINESS A. Mayoral Appointment Recommendation Consider the recommendation from Mayor Tim Nemecek to appoint both Chris Christensen and Samantha Geiersback to the Boyne City Main Street Board to four year terms ending January 31, 2029. B. 2025 Charlevoix County Recreation Millage Request Recommendation Consider the recommendation from Deputy City Clerk Becky Pennington and Director of Public Works and Utilities Doug Varney to approve the Parks and Recreation Commission’s recommendation to submit additional applications for Charlevoix County Parks Millage Funding for public access stairways at both John and Bay Streets road end parks and the commemorative scoreboard for the Waterfront Field of Dreams, ranking all recommended application requests as presented. C. Proposed Zoning Ordinance Text Amendment, Article III, Section 3.30 to include “L. Child Care Centers and Day Care Centers.” – First Reading Consider the recommendation from Executive Assistant Jennifer Eads and Assistant Planner/Zoning Administrator Kyle Smith to schedule a second reading of the proposed zoning text amendment for the City Commission agenda on or after March 11, 2025. D. Master Plan Distribution Recommendation Consider the recommendation from Executive Assistant Jennifer Eads and Assistant Planner/Zoning Administrator Kyle Smith to approve distribution of the draft Boyne City Master Plan. E. Fiscal Year (FY) 2025 / 2026 Budget Priorities Discussion Consider the recommendation from City Clerk/Treasurer Jessica Puroll for the City Commission to come prepared with items they wish to have prioritized in the fiscal year 2025/2026 budget, have discussion of those priority items amongst the Commission, determine which of those items they wish to have included in the upcoming budget, and provide a clear consensus of which items they wish to include. F. Presentation of City Website Re-Design Five to Ten minute presentation by Deputy Treasurer Jacob Duncan of the City’s Website Re-Design G. Closed Session Request Consider the request from City Manager Michael Cain to go into closed session for a periodic personnel evaluation of a public officer as provided in MCL 15.268 (a) of the Michigan Open Meetings Act (PA 267 of 1976). 11.
