ORDINANCE 2026-25 ORDINANCE SUPPLEMENTING THE BOROUGH’S REVISED GENERAL ORDINANCES WITH NEW CHAPTER 274: “LEAD-BASED PAINT INSPECTIONS” IN COMPLIANCE WITH N.J.S.A. 52:27D-437.16, ET SEQ.  ORDINANCE 2026-26 ORDINANCE AMENDING CHAPTER 451: “FAIR SHARE HOUSING – AFFORDABLE HOUSING” OF THE BOROUGH’S REVISED GENERAL ORDINANCES TO REVISE THE CHAPTER’S NAME AND TO PROPERLY REFERENCE THE BOROUGH’S AFFORDABLE HOUSING OVERLAY ZONES. Resolutions Consent Agenda Resolutions: 2026-117 Bill List for April 21, 2026. 2026-118 Authorizing the National Multiple Sclerosis Society to conduct their Charity Bicycle Ride for Saturday May 9, 2026 from 6:30 a.m. to 4:00 p.m. 2026-119 Approval Lien Redemption Refund for 107 Brinley Avenue, Unit 14 in the amount of $28,155.41. 2026-120 Probationary Firefighter Appointment – Patrick Collins. Individual Resolutions: 2026-121 Resolution Re-Appointing Municipal Court Judge Paul J. Capotorto for a three-year term effective July 1, 2026 through June 30, 2028. 2026-122 Resolution Re-Appointing Erica Kostyz, RMC, as Municipal Clerk of the Borough for a three-year term beginning on April 28, 2026 and expiring on April 27, 2029, pursuant to N.J.S.A. 40A:9-133.7. 2026-123 Appointing Don Baldwin as a part-time Plumbing Sub-Code Official and Plumbing Mechanical Inspector for a four-year term. 2026-124 Authorizing Award of Professional Engineering Services with CME Associates for preparation and submission of a Grant Application for Sylvan Lake Pathway and Stormwater Improvements. 2026-125 Authorizing the execution of a $2,000,000 Grant Agreement with the State of New Jersey Department of Environmental Protection for the Borough’s Sanitary Sewer Infrastructure Replacement Program.  2026-126 Resolution awarding a Non-Fair and open professional services contract to Michael L. Collins, Esq. of King Moench & Collins, LLP to serve as Special Counsel at a cost not to exceed $10,000.00. 2026-127 Awarding Concession License for the Borough’s new Beachfront Promenade Concession. 2026-128 Shared Service Agreement between the Borough of Bradley Beach and Manchester Township to provide Financial Support Services as needed monthly. 2026-129 Resolution of the Borough of Bradley Beach, County of Monmouth, determining the form and other details of its “note relating to the Water Bank Construction Financing Program of the New Jersey Infrastructure Bank”, to be issued in the principal amount of up to $2,535,000, and providing for the issuance and sale of such note to the New Jersey Infrastructure Bank, and authorizing the execution and delivery of such note by the Borough of Bradley Beach in favor of the New Jersey Infrastructure Bank, all pursuant to the Water Bank Construction Financing Program of the New Jersey Infrastructure Bank. 2026-130 Resolution of the Borough of Bradley Beach, in the County of Monmouth, New Jersey, declaring its official intent to reimburse expenditures for project costs from the proceeds of debt obligations in connection with its participation in the New Jersey Water Bank. 12.
