Council Members present were Gabe Moreno, Terry Phillips, Aaron Garcia, and Curtis Owens. City staff present were Finance Director Lisa McElrath, Public Works Director Steven Miller, Police Sergeant Trevor Sutton, City Attorney Sharon Hicks and City Secretary Tina Keys. Also in attendance were Charles Hodges, Gerald Nobles, Vickie Roddie, Eddie Sayles, Charles Bush and James Griffin. 1. CALL TO ORDER, ROLL CALL & CERTIFICATION OF A QUORUM Mayor Groves called the meeting to order at 6:00 p.m. Council quorum was certified. 2. INVOCATION AND PLEDGE OF ALLEGIANCE Council Member Phillips gave the invocation, and the Pledge of Allegiance was recited. 3. PUBLIC COMMENTS Charles Hodges – Turkey Trot – Because of new agenda posting rules, we didn’t get approval on agenda, but he wants to make sure park pedestrian trail is clear of debris. They won’t be closing streets except N. Church and Lockhart for the finish. They are also requesting barricades. Gerald Nobles – update on transmission line. They moved the hearing to March. They said to go back to Brady City Council and tell them thank you. Brady said it would affect the city and it got their attention. They’re going to keep fighting. Eddie Sayles – said he has been around fire / EMS for a long time and seen chiefs come and go. The last three chiefs came from big cities and had big ideas but they had no clue how to run a small municipal fire / EMS. We don’t have endless amounts of money. At any given time, the chief has to be out working among the crews. That hasn’t happened much with the last two chiefs. They want to be administrative chiefs. Brady is too small to have an administrative chief. The current interim has grown up in this department. He understands the department and the city and understands the politics. It’s time we got back to the basics and put in a chief that knows our community and the people in our community. It’s a great idea to put the current interim chief over both fire and EMS. This young gentleman will do very well. 4. CONSENT AGENDA A. Approval of Minutes for Regular Session meeting on November 4, 2025. Council Member Garcia moved to approve the Consent Agenda. Discussion, consideration and possible action regarding the second and final reading of Ordinance 1404 of the City of Brady, Texas repealing Ordinance 1099 regarding cost recovery fee schedule for fire services. James Stewart presented. Council Member Garcia asked if we can explain it more clearly so people will understand. James Stewart said yes. It will be submitted to insurance companies and not to individuals, but he will speak with the media and get it out there. Council Member Phillips moved to approve the second and final reading of Ordinance 1404. Seconded by Council Member Garcia. All Council Members voted “aye” and none “nay”. Motion passed with a 4 – 0 vote. C. Discussion, consideration and possible action regarding the second and final reading of Ordinance 1405 of the City of Brady, Texas updating Ordinance 1401, Utility Rates and Fee Schedule to include rates for the deployment of emergency and non-emergency services provided by the Brady Fire Department. Council Member Garcia moved to approve the second and final reading of Ordinance 1405. Seconded by Council Member Moreno. All Council Members voted “aye” and none “nay”. Council Member Moreno asked Charles Hodges about the festival at the airport. Charles said it went very well. People were standing in line to get in; it was busy all day. Sixth CUMMINS DSGAE- 601.4 Diesel St.) 1338151 Outsourcing preventative maintenance services for standby power generator units is the best practice method for ensuring long life of this type of equipment. City staff initiated two (2) public offerings for this service over the course of several weeks. The first offer was a competitive proposal method, which returned no responses. This prompted staff to initiate a competitive bid packet, and a single bid was received on November 6th from GenServe, LLC, an Austin, Texas based company. As shown in the bid tabulation exhibit, the preventative maintenance service is established as a 5-year service program. The first (1st) year charge is $14,617.00 for the seven (7) generator units. GenServe, LLC provided appropriate client references that were checked and found to have satisfactory performance for on-site power generator preventative maintenance services. RECOMMENDED ACTION: City staff recommends City Council award the 2025-Multi-year Contract for Specialty Services (generator preventative maintenance) to GenServe, LLC, Austin, Texas in the amount of $14,617.00.
