Braintree Board of Health Johnson Meeting Room, Town Hall 1 John F. Kennedy Memorial Drive, Braintree MA Thursday, December 13, 2018, 7:00 p.m. IN ATTENDANCE: Dr. Arthur Bregoli, Chairman Dr. Philip Nedelman, Vice Chairman Laurie Melchionda, Clerk ALSO PRESENT: Marybeth McGrath, Director of ML & I Dr. Bregoli called the meeting to order at 7:00 p.m. Approval of Meeting Minutes: October 18, 2018 Motion By: Mrs. Melchionda to approve the meeting minutes of October 18, 2018 Second By: Dr. Nedelman Unanimously voted List of Complaints: The board reviewed a list of complaints received from October 18-December 7, 2018. Ms. McGrath stated at the last meeting the Board asked if this computer generated report could provide information on the action provided by the department. She looked into this and found that it is not programmed to report that information. Ms. McGrath informed the Board that Skyline Apartments is under a possible sale, with the closing scheduled for Monday, December 17, 2018. She stated they are optimistically hopeful that conditions will improve there. Ms. Melchionda asked about the outcome of the recent no heat call. Ms. McGrath stated the new owners put down a substantial amount of money as part of the sale to have heating systems upgraded in specific buildings that were having problems. New Business: 1) Request for Lifeguard Variance: Residence Inn by Marriott Boston Braintree- 180 Forbes Road Ms. McGrath stated that the Board will recall that this is a fairly new hotel that opened in October 2017. At that time, they requested a variance of a lifeguard provision. However, because the Board did not have any data, they approved a three month Braintree Board of Health, December 13, 2018 Page 2 of 3 provisional and asked that data be provided. The applicant provided a lengthy report which included everyone who accesses the pool area with a key fob, including management and maintenance personnel. They streamlined this report and it indicates that there is not a lot of usage of the pool. Motion By: Ms. Melchionda to approve a lifeguard variance for Residence Inn by Marriott Boston Braintree, 180 Forbes Road. Second By: Dr. Nedelman Unanimously Voted 2) Request for Lifeguard Variance: Landing 53 Apartments- 25 Commercial Street Dr. Bregoli stated the applicant was unable to be present at this meeting, so they will table this discussion until the Board’s next meeting in January 2019. Motion By: Ms. Melchionda to table until the next meeting on January 17, 2019. Second By: Dr. Nedelman Unanimously Voted Dr. Nedelman asked who owned the Landing 53 apartments. Ms. McGrath stated she will look into this and provide him with this information. Ms. McGrath asked that the next matter be taken out of order. The Board agreed. 4) Request for Lifeguard Variance: Hampton Inn Braintree- 215 Wood Road Ms. McGrath stated this is a repeat annual request for variance of the lifeguard provision. The hotel uses a key fob system and the manager provided the Board a summary report of each month by day of the usage of the pool area. The report indicates the pool usage is fairly low, with a slight increase on weekends. There have been no problems reported. Motion By: Dr. Nedelman to approve a lifeguard variance for Hampton Inn Braintree, 215 Wood Road. Second By: Ms. Melchionda Unanimously Voted Informational: The Board reviewed the Board of Health meeting dates for January 2019 through June 2019. The members had no conflict with the dates provided. Ms. McGrath stated that she will put together a schedule and email it to the members. As the applicant for the body art practitioner license was not yet present the Board decided to take a brief recess. Braintree Board of Health, December 13, 2018 Page 3 of 3 Motion By: Ms. Melchionda to recess at 7:10 p.m. Second By: Dr. Nedelman Unanimously Voted Motion By: Dr. Nedelman to reconvene in session at 7:18 p.m. Second By: Ms. Melchionda Unanimously Voted 3) Request for Body Art Practitioner License: Thai Hoa Vu Nguyen Ms. McGrath stated that the applicant is requesting a permit to operate as a body art practitioner at Eyebrow Glam located at 250 Granite Street. She does have training for blood born pathogen, as well as CPR and AED certification. She stated she took a course and completed it at Quincy College. She is also a registered nurse. She provided evidence that she has two years’ experience in practicing body art, as well as evidence that she completed a micropigmentation course. Photographic identification has been provided, as well as evidence of Hepatitis B vaccination. Ms. Melchionda stated that the applicant has not provided evidence of first aid certification. Ms. McGrath stated the Board could approve this license conditional upon her providing proof of certification in first aid. Dr. Nedelman asked if the applicant is required to have malpractice insurance. Ms. Nguyen stated she is not sure if the regulation requires it, but she does carry malpractice insurance. Motion By: Ms. Melchionda to approve the license with condition that a current first aid certification be submitted.
