Braintree Board of Health Meeting Held Via Zoom Thursday, November 17, 2022, 7:00 p.m. IN ATTENDANCE: Dr. Arthur Bregoli, Chairman Dr. Philip Nedelman, Vice Chairman Juliana Melchionda, Clerk ALSO PRESENT: Marybeth McGrath, Director of ML & I Dr. Bregoli called the meeting to order at 7:00 p.m. by roll call vote: Dr. Bregoli-yes; Dr. Nedelman-yes; Ms. Melchionda-yes Approval of Meeting Minutes: October 13, 2022 Motion By: Dr. Nedelman to approve the minutes of October 13, 2022 Second By: Ms. Melchionda Unanimously Voted by roll call: Dr. Bregoli-yes; Dr. Nedelman-yes; Ms. Melchionda-yes New Business: Body Art Practitioner Permit Application, Tabatha Nogueira, Eyebrow Glam, 250 Granite Street Jennifer Alves, owner, and Tabatha Nogueira, applicant, were present before the Board via Zoom. Ms. McGrath stated Eye Brow Glam is a body art establishment at the South Shore Plaza. They are requesting review and approval of body art applications. Ms. Nogueira has provided proof of certification and her identification. She has a certification for first aid, CPR, and blood borne pathogen training. She has provided a copy of her immunizations. She has two years of experience as an apprentice. Ms. Nogueira stated she will be practicing a procedure called micropigmentation of the eyebrows. She uses all disposable single use needles and ink. Dr. Nedelman expressed concern with the generic nature of the apprenticeship letters provided. Second By: Ms. Melchionda Unanimously Voted by roll call: Dr. Bregoli-yes; Dr. Nedelman-yes; Ms. Melchionda-yes Body Art Practitioner Permit Application, Caroline Pinheiro, Eyebrow Glam, 250 Granite Street Jennifer Alves, owner, and Caroline Pinheiro, applicant, were present before the Board via Zoom. Ms. McGrath stated Ms. Pinheiro has provided her identification, certification from Brazil indicating the training she undertook, including CPR, blood borne pathogen training, first aid, and microblading. She has also provided a copy of her immunizations and an apprenticeship letter. Ms. Pinheiro stated she will be practicing microblading and microshading of the eyebrows. Motion By: Dr. Nedelman to approve the body art practitioner application for Caroline Pinheiro. Second By: Ms. Melchionda Unanimously Voted by roll call: Dr. Bregoli-yes; Dr. Nedelman-yes; Ms. Melchionda-yes Body Art Practitioner Permit Application, Thais Rezende Nobrega, Eyebrow Glam, 250 Granite Street Jennifer Alves, owner, and Thais Rezende Nobrega, applicant, were present before the Board via Zoom. Ms. McGrath stated this application is not complete. She is awaiting additional certification documentation. The applicant has provided identification, certification for blood borne pathogen training, CPR and first aid training. She has provided her immunization record and an apprentice letter. A certificate of completion was provided from Massachusetts tattoo skin course but there is no information on what entity provided it. She has requested additional written documentation from this company to ensure they meet the Board’s requirement. She asked that this application be tabled until the next meeting. Ms. Alves stated Ms. Nobrega has the anatomy and physiology training which has to be translated and will be provided prior to the next meeting. Braintree Board of Health, November 17, 2022 Page 3 of 3 Motion By: Dr. Nedelman to table the body art practitioner application for Thais Rezende Nobrega until the December 15, 2022 meeting. Second By: Ms. Melchionda Unanimously Voted by roll call: Dr. Bregoli-yes; Dr. Nedelman-yes; Ms. Melchionda-yes Informational: Ms. McGrath reported they conducted all of the flu clinics and have 40 to 50 doses left which are being administered in the office by appointment. They have administered 200 doses of COVID Bivalent boosters through appointments in the office. They are not receiving many additional requests for this booster and if they do they will refer the individuals to local clinics or pharmacies. Ms. McGrath stated the draft amended Sale of Tobacco Products regulation is being reviewed by the Town Solicitor. Once she receives this back she will schedule a public hearing and send notification to all tobacco vendors. She is hoping this will occur at the December meeting.
