Dr. Bregoli called the meeting to order at 7:00 p.m. by roll call vote: Dr. Bregoli-yes;
Dr. Nedelman-yes; Ms. Melchionda-yes
Approval of Meeting Minutes: Voting was tabled as the minutes of July 13, 2023 were
not available for review.
New Business:
Body Art Practitioner Permit, Thais Nobrega, Eye Brow Glam, 250 Granite Street
Thais Rezende Nobrega and Jennifer Alves (owner Eye Brow Glam) were present before
the Board via Zoom.
Ms. McGrath stated she has reviewed the documentation, which does meet the
requirements of the regulation. There is one item to be reviewed, which is the education
requirement for anatomy and physiology. This course was completed in another country
and a copy of the transcript has been provided.
Dr. Bregoli noted the regulation does specify a grade of C or better at a college accredited
by the New England Association of Schools and Colleges, or a comparable accrediting
entity. Ms. McGrath stated in the past the Board has accepted applications from
applicants who have received their education in another country, proving they have met
the number of hours for anatomy and physiology. Ms. Melchionda noted after reviewing
the information provided the curriculum does appear to be satisfactory. Board members
were in agreement.

Thais Nobrega, Eye Brow Glam, 250 Granite Street

Informational:
Ms. McGrath reported there are approximately two more weeks of beach testing to be
conducted. The rain has impacted the testing ability, however, she was able to test today.
Smith Beach remains posted because it is not within the allowable limit. The last Tuesday
in August will be the last date they test for the season. Dr. Nedelman asked if a recent
boat fire had any impact on the beach. Ms. McGrath stated based on the reports that she
received there was no contamination in the water of fuel or debris. Dr. Bregoli asked
when the beach season ends. Ms. McGrath stated the town waterfront program has
already ended, but they continue to test as the beach is traditionally used through Labor
Day.
Ms. McGrath reported that in December the Board approved a conditional variance for
the Hyatt for their lifeguards because they did not have bathing log data at that time. The
Board had requested that they provide this data in six months time. Unfortunately they
have had difficulty with a remodeling issue and had to close their pool so they do not
have six months worth of data to provide to the Board at this time. She will continue to
update the Board on this once she has more information.
