Chairman Kurzberg calls the meeting to order at 5:10 PM and requests that Ms. Manning take
attendance for the November 15, 2022 meeting via roll call: Chairman Kurzberg – present; Mark
Preziosi – here, Maria Bonfiglioli – here, Marta Googins – here, Ron Frazier – here, Darryl Mikami-
here. Six members are in attendance. Members Diane Francis is noted as absent.
Potential New Projects
Ms. Manning starts that the potential new projects – Independence Manor, Town Hall Message
Board, Daughraty Gym Exterior and Archiving Newspapers - do not have any updates.
The Town’s designers for the Fire Station will be providing concepts and pricing shortly. Once these
are in hand, staff will be able to determine which are eligible for CPC funding.
Jean Giagrande provided a tighter scope for Adams Park improvements. Ms. Manning will be
forwarding this to Chris Griffin to look at process and timing. Dr. Kurzberg asks what is in the scope?
Director SantucciRozzi responds that the neighbors are looking to upgrade the playground
equipment, a walking path, parking improvements and other amenities. Ms. Manning mentioned the
stone wall along Adams Street as a nice feature worth saving and perhaps a nicer entrance and
benches, etc. should be included. It is a clean-up project.
Riverwalk at 44 Allen Street is discussed. Ms. Manning notes that she and the Planning Director met
with representatives of Winn Companies and looked at the scope of their proposal for a boardwalk
along the Monatiquot River at the former BELD site. Member Googins asks if this will impact the
work at Allen Street. Director SantucciRozzi responds that this proposal is for the former BELD site
only and does not include the nearby street work that is underway. Member Mikami notes that the
project was in front of the Planning Board and were supposed to pay for all this development
privately. The developers were motivated at first but they have backed off on some of their
commitments. We need to look at the scope and the price tags and make sure it fits. In the end we
need to have something of quality. Director SantucciRozzi notes that we are checking with the state
on what is eligible. Winn must deed over the land to the Town once the riverwalk is built. The part

paid for with CPA is just the open space and amenities. It really can’t be the seawall repairs and
related.
Member Preziosi notes that the site really needs a facelift and he asks for more details on the plan.
Director SantucciRozzi notes that the Site Plan drawings are on the PCD website. The project is 56
units mixed income housing with a Driveway off Allen street, parking below and four levels above.
Dr. Kurzberg questions that Winn should have a understanding of cost for the boardwalk. Director
SantucciRozzi answers back that not really, as the permit approvals were based on providing certain
amenities, like maintaining the boardwalk for 20 years and gifting back some land, as well as
potentially seeking CPA funds.
Old Business
Ms. Manning notes that Edge Sports Group has been selected for the Nathan Buliga project. She has
a meeting next week with Chris Griffin and will have a better handle on schedules at the December
meeting.
Ms. Manning notes that we should have the survey/monumentation completed by the next meeting.
With the Armstrong Dam Trail litigation is still ongoing and Director SantucciRozzi notes that the
negotiation is at the 90% stage but the last 10% can take the most time.
Construction has begun on the Middle Street trail with expected completion in May 2023. Dr.
Kurzberg asks about seeing the site and Director SantucciRozzi says we will get some dates from
Kelly Phelan and get those out to the members for a site visit.
Ms. Manning updates the members on the Daughraty Gym Historic Restoration project. She has
determined that the remainder of the project budget is set aside for construction administration and
that there is a pretty complete set of drawings on file. Director SantucciRozzi notes that staff could
have Bargmann Hendrie in for an update for the Committee to get a sense of the recommendations.
Much work has already taken place inside the building, but she could look at the remaining eligible
items and perhaps bring that to the Mayor for consideration. Ms. Manning will prepare an executive
summary for the December meeting.
Historic Inventory has no new updates.
Conservation Restrictions will be needed at Liberty and Grove for both the house and the open
space.
Hollis Watson concepts and preliminary pricing have been sent back to Weston and Sampson for a
closer look. Director SantucciRozzi notes that the shoreline restoration project at Watson Park needs
to be incorporated into any designs. Staff shared survey plans with the engineers that clearly outline
saltmarsh, wetlands and riverbank resource areas. There cannot be ballfields being proposed in
these areas. Payment will be withheld until the Town sees plans that can be permitted/engineered.
The Windjammer Cove lottery is complete and units occupied regulatory agreement recorded at the
registry. All units occupied by the end of the year. Renovations as ongoing Director SantucciRozzi

answers Dr. Kurzberg who notes the speed of the project. Some funds will be held in escrow until all
renovations are complete. Member Googins asks who is monitoring these units? Director Santucci
Rozzi notes that MCO Housing is the monitor of record now. The owners must monitor these units in
perpetuity. She notes that these should be looked at for anyone that might qualify, it’s a beautiful site
with lots of natural light. Member Googins notes that there is a lot of work involved in qualifying the
tenants and kudos to the team. She asks where this puts us as per the Subsidized Housing
Inventory. The Director has the updated Inventory to include 129 units to the inventory. It is very
close to the 10%. Member Mikami notes that a recent article about Marshfield. They are having a
really had time getting to 10% with 1 acre lot sizes and natural resource areas. The Town Manager
said the town will collapse as far as who can live there if they don’t make any efforts on affordable
housing. The Planning Board approved the Inclusionary Housing Ordinance but it still needs to go to
the legislative body. Member Mikami notes that everyone wants more affordable units but you have
to balance making it financially attractive to developers.
The Elm Street Cemetery project is about 70% complete with a wrap up in early spring 2023.
Smelt Brook Restoration is in the public review comment and review phase with the construction
funding coming.

meeting. Motion is amended as follows:

Ms, Manning notes that an updated financial report has been shared from Ed Spellman. She carried
over his beginning balances (7/1/22) and will continue the practice of accounting for the projects
approved by the Committee in real time. Director SantucciRozzi would like to get her hands around
the unreserved category that has almost a $500K balance. Was this to buy an affordable unit at
foeclosure? She asks the Committee is that is what the original purpose? Turtle Crossing is the only
project where the affordable unit would not survive foreclosure. Member Googins notes that it is
surprising since the Housing Authority was the agent for Turtle Crossing. The Town lost about 15
units at Turtle Crossing. If the unit is in foreclosure then the town needs to work quickly. We don’t
need to carry more than the unit would cost. Units are in the high $200K range.

Director SantucciRozzi notes that the Master Plan Steering Committee is meeting 11/17 and the
purpose is to refine the vision statement. The next meeting is a joint meeting of the Planning Board
and Town Council. It is the halfway point and a good time to check in.
Chairman Kurzberg notes that the Committee expressed a preference to continue with Zoom
meetings for the time being and he asks any members is they want to comment.
The 2023 Meeting Calendar date is discussed.
