MEMBERS Braintree Town Council Thomas Whalen, Chairman Charles Kokoros, Vice Chairman Committee On The Department of Public Works Stephen O’Brien, member One JFK Memorial Drive Braintree, Massachusetts 02184 July 18, 2018 MINUTES A meeting of the Committee on the Department of Public Works was held in Johnson Chambers, Braintree Town Hall, on Wednesday, July 18, 2018, at 3:00p.m. There was a moment of silence for all those serving in our armed services, past and present, and the meeting was opened with the pledge of allegiance to the flag. Councilor Whalen was in the Chair. Clerk of the Council, Susan Cimino conducted the roll call. Present: Thomas Whalen, Chairman Charles Kokoros, Vice-Chairman Stephen O’Brien, member Also Present: James Arsenault, DPW Director Mike Wojcicki, Comcast representative Neil Carroll, Comcast contractor APPROVAL OF MINUTES • April 30, 2018 Motion: by Councilor Kokoros to Approve Minutes of April 30, 2018 Second: by Councilor O’Brien Vote: For (3- Kokoros, O’Brien, Whalen), Against (0), Absent (0), Abstain (0) NEW BUSINESS • 18 044 Comcast Petition: 150 Grossman Drive or take up any action relative thereto Neil Carroll, Comcast contractor stated that Georganna Street is the closest point of service for them to tie into. He also stated when going under the Union Street bridge they will attempt to eliminate the pigeons by placing something on top of the piping to deter the pigeons from sitting there. Councilor Kokoros read the motion for favorable recommendation to the full Council on the following with staff recommendations: July 18, 2018 Department of Public Works Page 1 of 3 To install and maintain approximately 1,769 feet of communications cable 24 inches deep 521 feet in Georganna Street and Washington Street, 1059 feet in the Union Street layout and adjacent MBTA property but not under the roadway and 783 feet in the Grossman Drive sidewalk to #150 Grossman Drive and including 4 new handholes, from utility pole #1A near the intersection of Georganna Street and Washington Street, to an existing conduit at 150 Grossman Drive in order to provide cable communication service to #150 Grossman Drive. with staff recommendations: BELD: There are No underground electric utility conflicts or special requirements within the proposed scope of work. Please note, BELD has a 13,800 volt underground system on these roads. This is a concrete encased duct bank to be identified through the Dig safe process. DPW: Both Union Street and Grossman Drive are under the moratorium but sidewalk and roadside areas where the conduits are to be installed are not. Since the plan is to install the conduit and cable WITHOUT disturbing the roadway pavement we’d recommend that the permit be granted with the normal conditions imposed by the DPW Highway Division plus that: 1. any work outside of the accepted Public Way be located within a properly acquired easement, recorded copies of which must be presented to the Town prior to the start of the work; 2. in the Traffic Management Plan (TMP) Phase 4- the set-ups for the off-road work need to be added during construction. Also need two drum transition rows west of the bridge with a buffer space between them; 3. in the TMP Phases 6 through 9- The sidewalk closures and the set-ups for the in- sidewalk work need to be added during construction; 4. where sidewalk surfaces are disturbed the surface is to be replaced in kind, at ADA compliant slopes and for the full width of the sidewalk; 5. all matches with existing surfaces be smooth, safe, properly surfaced and satisfactory to the Town; 6. the work be coordinated with the abutters to ensure that the properties are accessible at all times, including ADA compliant pedestrian access; 7. the cable be installed outside of the trenches of the water and sewer mains and other utilities in service and that the trench pavement not be left low for any length of time; 8. as-built plans be prepared and submitted satisfactory to the Department of Public Works; 9. the construction portion of the permit period not exceed two months from the start of construction and that the entire permit period be set at one year beginning at the date of Council approval. July 18, 2018 Department of Public Works Page 2 of 3  We also recommend that the following requirement be added to the permit, if it is to be granted: “Neither Comcast nor any of its contractors is authorized to close any street or to close a direction of travel to facilitate their work without authorization from the Director of the Department of Public Works or the Highway Superintendent. The Chief of Police can also authorize a closure for a police or fire emergency. Construction zone traffic safety issues are to be addressed by using appropriate traffic control signs and devices and the use of police officers for traffic control to safely guide traffic through the work zone. If a closure is authorized by the DPW, it shall not be implemented until signs and police officers (where needed) are properly in place in conformity with the written plan prepared by the contractor’s engineer and approved by the DPW and Police Department.” Motion: by Councilor Kokoros for Favorable Recommendation to the full Council per Staff Recommendations.
