Braintree Town Council MEMBERS Joseph Reynolds, Chairman Committee of Ways & Means Julia Flaherty, Vice-Chairwoman One JFK Memorial Drive Elizabeth Maglio, Member Braintree, Massachusetts 02184 MINUTES Tuesday, April 11, 2023 A meeting of the Committee of Ways & Means was held via Zoom Webinar on Tuesday, April 11, 2023 at 2pm. Councilor Reynolds was in the Chair. Clerk of the Council, Susan Cimino conducted the roll call. Present: Joseph Reynolds, Chairman Julia Flaherty, Vice-Chairwoman Elizabeth Maglio, Member Also Present: Charles C. Kokoros, Mayor Margaret Laforest, Interim Chief of Staff Approval of Minutes • November 9, 2022 Motion read by Councilor Flaherty to approve the Minutes of November 9, 2022 Motion: by Councilor Flaherty to approve the Minutes of November 9, 2022. Second: by Councilor Maglio Vote: For (3–Flaherty, Maglio, Reynolds), Against (0), Absent (0), Abstain (0) Old Business • None April 11, 2023 Ways & Means Committee 1 of 3 New Business • 23 023 Mayor: Appointment - Margaret Laforest to Chief of Staff or take up any action relative thereto Charles C. Kokoros, Mayor stated he has chosen Margaret Laforest to be his Chief of Staff. She brings great qualifications to the job. She has a tremendous amount of experience in government. Has served as a Councilor, understands budgeting and experience with economic development which is something we really need. She also is a member of Rotary and she runs a non-profit that involves a ship. I wanted to make sure I had someone that could hit the ground running. I ask for your favorable recommendation to the full Council. Margaret Laforest, Acting Chief of Staff this is an unexpected opportunity. I served 8 years on the Quincy City Councilor. I pride myself on connectivity with constituents answering questions and responsiveness and communications. I really understand what your needs are from the Mayor’s Chief of Staff. I was part of the Lieutenant Governor’s Executive Team for Economic Development. Councilor Flaherty stated she has a good background including her experience as a Councilor. She has a helpful attitude and a good listener. She will have my support today. Councilor Maglio stated that I will reach out to you to talk to you soon. Chairman Reynolds stated we worked together before and I found your experiences to be positive. The Mayor mentioned you have experience in the budget. We are just coming up to that. You are essentially on behalf of the Mayor running the community on a day-to-day operational basis. Chairman Reynolds asked if there is a Motion for Order 23 023. Motion read by Councilor Flaherty for Favorable Recommendation to the full Council: MOTION: UPON THE REQUEST OF HIS HONOR, THE MAYOR, THE TOWN OF BRAINTREE, THROUGH THE BRAINTREE TOWN COUNCIL, AND IN ACCORDANCE WITH SECTIONS 3-3 OF THE CHARTER OF THE TOWN OF BRAINTREE APPROVES THE APPOINTMENT OF MARGARET LAFOREST TO CHIEF OF STAFF. Motion: by Councilor Flaherty for Favorable Recommendation to the full Council to Approve Order 23 023 Second: by Councilor Maglio Vote: For (2–Flaherty, Reynolds), Against (0), Absent (0), Abstain (1 - Maglio) April 11, 2023 Ways & Means Committee 2 of 3 • 23 024 Mayor: Appointment - Michael Guerriero to the Braintree Housing Authority or take up any action relative thereto Mayor Kokoros stated this is an appointment of a resident to the Housing Authority. We chose this applicant and we think he will do a great job. We ask for your support. Chairman Reynolds stated to have somebody that lives in house is a good idea. Chairman Reynolds asked if there is a Motion for Order 23 024. Motion read by Councilor Flaherty for Favorable Recommendation to the full Council: MOTION: UPON THE REQUEST OF HIS HONOR, THE MAYOR, THE TOWN OF BRAINTREE, THROUGH THE BRAINTREE TOWN COUNCIL, AND IN ACCORDANCE WITH SECTIONS 3-3 OF THE CHARTER OF THE TOWN OF BRAINTREE APPROVES THE APPOINTMENT OF MICHAEL GUERRIERO TO THE BRAINTREE HOUSING AUTHORITY. Motion: by Councilor Flaherty for Favorable Recommendation to the full Council to Approve Order 23 024 Second: by Councilor Maglio Vote: For (3–Flaherty, Maglio, Reynolds), Against (0), Absent (0), Abstain (0) It was unanimously voted to adjourn the meeting at 2:20p.m. by Roll Call Vote.
