Braintree Town Council MEMBERS Meredith Boericke, Chairwoman Committee of Ways & Means Peter Morin, Vice-Chairman One JFK Memorial Drive Joseph Reynolds, Member Braintree, Massachusetts 02184 Julia Flaherty, Member Elizabeth Maglio, Member MINUTES Tuesday, April 2, 2024 A meeting of the Committee of Ways & Means was held in Johnson Chambers on Tuesday, March 26, 2024 at 7:00pm. Councilor Morin was in the Chair. Clerk of the Council, Susan Cimino conducted the roll call. Present: Peter Morin, Vice-Chairman Elizabeth Maglio, Member Joseph Reynolds, Member Not Present: Meredith Boericke, Chairwoman Julia Flaherty, Member Also Present: Erin V. Joyce, Mayor Kara L. Nyman, Chief of Staff/Director of Operations Michael Esmond, Director of Municipal Finance Approval of Minutes • None April 2, 2024 Ways & Means Committee 1 of 3 Old Business • None New Business • 23 086 Mayor: Transfer Funds from the Salary Reserves or take up any action relative thereto (Public Hearing at full Council 4/2/24) Vice-Chairman Morin asked if anyone from the mayor’s office that would like to speak on Order 23 086. Director Esmond stated this would wrap up these two units that are represented here. It would bring everyone under contract. What is proposed for the Motions would fund them for fiscal year 2023 and 2024 portions. Councilor Morin asked the number of individuals this covers. Director Esmond stated this covers 85 AFSCME members and 43 Custodians. Councilor Morin stated this is for a 1.5 and 2. Is there any significant language or benefit changes that are significant? Director Esmond stated no, I do not think so. Vice-Chairman Morin asked if there is a Motion for Order 23 086. Motion read by Councilor Maglio for favorable recommendation to the full Council: 1. AFSCME FY2023 Funding Motion: That the Town vote to amend the wage and salary classification schedules, as most recently amended by transferring the sum of up to $58,575.40 for the purpose of funding a wage increase and other items as detailed in the Memorandum of Agreement (MOA) for the American Federation of State, County and Municipal Employees (AFSCME) effective July 1, 2022, and for this purpose, the sum of up to $58,575.40 be transferred from the FY23 Human Resources Salary Reserve and further, that the Director of Municipal Finance is authorized to allocate said sums to and among the various accounts affected thereby in such amounts as are proper and required. In anticipation of approval of these agreements, funds were appropriated to a salary reserve account in the previously approved Fiscal Year 2023 budget. Motion: by Councilor Maglio to approve Order 23 086 (1) Second: by Councilor Reynolds Vote: For (3 – Maglio, Morin, Reynolds), Against (0), Absent (2 - Boericke, Flaherty), Abstain (0) April 2, 2024 Ways & Means Committee 2 of 3 2. AFSCME FY2024 Funding Motion: That the Town vote to amend the wage and salary classification schedules, as most recently amended by transferring the sum of up to $137,847.45 for the purpose of funding a wage increase and other items as detailed in the Memorandum of Agreement (MOA) for the American Federation of State, County and Municipal Employees (AFSCME) effective July 1, 2022, and for this purpose, the sum of up to $137,847.45 be transferred from the FY24 Benefits Reserve and further, that the Director of Municipal Finance is authorized to allocate said sums to and among the various accounts affected thereby in such amounts as are proper and required. In anticipation of approval of these agreements, funds were appropriated to a salary reserve account in the previously approved Fiscal Year 2024 budget. Motion: by Councilor Maglio to approve Order 23 086 (2) Second: by Councilor Reynolds Vote: For (3 – Maglio, Morin, Reynolds), Against (0), Absent (2 - Boericke, Flaherty), Abstain (0) 3. School Custodians FY2023 Funding Motion: That the Town vote to amend the wage and salary classification schedules, as most recently amended by transferring the sum of up to $35,714.02 for the purpose of funding a wage increase and other items as detailed in the Memorandum of Agreement (MOA) for the School Custodians effective July 1, 2022, and for this purpose, the sum of up to $15,204.80 be transferred from the FY23 Human Resources Salary Reserve and the sum of up to $20,509.22 be transferred from the FY24 Salary Reserve, and further, that the Director of Municipal Finance is authorized to allocate said sums to and among the various accounts affected thereby in such amounts as are proper and required. In anticipation of approval of these agreements, funds were appropriated to a salary reserve account in the previously approved Fiscal Year 2023 and Fiscal Year 2024 budget. Motion: by Councilor Maglio to approve Order 23 086 (3) Second: by Councilor Reynolds Vote: For (3 – Maglio, Morin, Reynolds), Against (0), Absent (2 - Boericke, Flaherty), Abstain (0) It was unanimously voted to adjourn the meeting at 7:14p.m. Respectfully submitted, Susan M.
