MINUTES
October 18, 2016
PRESENT: Chairman, Joseph Sullivan, Mayor, Town of Braintree; Richard Brewer, Town of
Randolph, Timothy Gordon, Town Administrator, Town of Holbrook.
IN ATTENDANCE: Jim Arsenault, Lou Dutton, Ben Fehan, Barbara Mello, and Robyn LaFrance.
Mayor Sullivan opened the meeting at 2:05 pm and introductions were done.
Mayor confirmed that Sen. John Keenan’s office coordinated a Tri Town site tour with legislators
scheduled on November 1, 2016 at 11:30 am. Lou Dutton arranged transportation and everyone will meet
at Town Hall at 11:15 am.
MINUTES: the minutes of the October 5, 2016 meeting were reviewed and accepted with one
correction
MOTION: by Tim Gordon to accept the minutes

Tri Town Water supply update: Lou Dutton
Lou Dutton reported that the water capacity is at 61% with incoming water and rain expected in
the forecast.
Great Pond Dam update: Barbara Mello
Barbara Mello gave an update on the Great Pond Dam Repair Project and the grant. She provided
a hand-out that explained the cost shortfall with details. The hand-out included a copy of an
invoice and a Board vote will be needed to approve payment for the CDM invoice cost of
$14,782.50.
Barbara explained the overage costs and noted that the cost for an Environmental Monitor and a
Mussel Specialist are only estimates, and not the actual cost. She will get the actual price.
Ben Fehan will give the Board an estimate of what his services cost will be and he will decide
what his title will be.
Mike Walsh provided a new plan.
MOTION: by Tim Gordon to approve the CDM invoice for $14,782.50.

MOTION: by Tim Gordon to move forward on the RFQ for construction to go out to bid

Mike Walsh explained that CDM refers to the “Engineering News Record” to get its cost
updates, as the Tri Town Board is now 6 years into the Tri Town plant estimate that was
provided.
The next meeting will be the Legislators site tour of the existing water treatment plants in
Randolph and Braintree, and a tour of the site location for the proposed new Tri Town plant on
November 1, 2016 at 11:30 am.
