TRI TOWN BOARD of Water Commissioners Braintree, Holbrook, Randolph Braintree Town Hall MINUTES April 6, 2017 PRESENT: Chairman, Joseph Sullivan, Mayor, Town of Braintree; Richard Brewer, Town of Randolph, Timothy Gordon, Town Administrator, Town of Holbrook. IN ATTENDANCE: Ryan Allgrove, Paul Gabriel, and Paul Millett, Environmental Partners, Jim Arsenault, Bob Campbell, Lou Dutton, Ben Eccord, Ben Fehan, Helen Gordon, Pat Hughes, Anne Malenfant, Barbara Mello, Joe Reynolds, Mike Walsh, and Robyn LaFrance. Mayor Sullivan opened the meeting at 2:15 pm and introductions were done. MINUTES: the minutes of the February 8, 2017 meeting were reviewed and accepted MOTION: by Rich Brewer to accept the minutes SECOND: by Tim Gordon VOTE: Unanimous Great Pond Dam Project update: Barbara Mello, Mike Walsh.  The Invitation to Bid on the Great Pond Dam Safety Improvements project is announced on the central register and on all three town websites. Bids are due no later than April 28, 2017 at 12 noon. A pre-bid meeting is scheduled for April 14 at 11 am on site. Environmental Partners Group, Working Group Plan: Paul Gabriel, Ryan Allgrove.  Paul Gabriel discussed the scope of services for the Environmental Partners Group (EPG) plan and proposal for engineering services for the Tri Town water distribution system master plan. The Tri Town system will be transformed by replacing the two existing Great Pond Water Treatment Plants with one shared plant in Braintree. He discussed the analysis and use of calibrated hydraulic modeling. In preparing and planning he talked to Rich Brewer, Tim Gordon, and Ben Fehan. A summary report will be provided to Rich, Tim and Ben.  EPG is updating or creating hydraulic models under separate agreements with Braintree, Holbrook and Randolph. For the Town of Holbrook, they will prepare a hydraulic model and run it for them, and Braintree and Randolph will be upgraded.  The combined Tri Town water distribution model was discussed. They will look at where opportunities exist to share resources. Also, cost saving and delivery methods were discussed.  Question arose: is it fair to Braintree to share the cost of rebuilding and updating Randolph and providing Holbrook a new hydraulic model? 1  Paul Gabriel provided hand-outs for the Board on the Working Group Plan. He explained the process and reviewed the information he provided. There were a few questions and no further explanation was needed.  Ryan Allgrove, Project Manager, discussed and explained the joint distribution system. He discussed replacing the old main rather than build a new one. MOTION: By Rich Brewer to accept Environmental Partners Group proposal on Task 1. (Water Distribution System Evaluation) and on Task 2. (Distribution System Master Plan Report) re: Holbrook and Randolph only, and on Task 3. & 4. for the Tri Town shared costs. SECOND: by Tim Gordon VOTE: Unanimous An agreement for Randolph will be prepared by Environmental Partners Group. CDM: Cost and Design update: Mike Walsh, Anne Malenfant.  Mike Walsh gave a brief history of the work CDM has performed for the Tri Town. He explained that CDM specializes in planning, design and construction of water treatment facilities.  Mike Walsh provided handouts for the Board members and explained the design. He gave a section by section summary of the handout book. The basic timeline was explained.  SRF funding and the timeline for that was discussed. Mike Walsh explained that the SRF application needs to be submitted by August 15, and he discussed the scope, plan, and schedule.  Anne Malenfant and Mike Walsh gave a presentation. Anne discussed an overview of the poster boards. It was noted that the design is not LEED certified but they can incorporate some of that into it. Anne explained the interior rooms etc.  Mayor said the Board will review the CDM design and get back to them with next steps. Other: 1. Helen Gordon followed up on the proposal submitted by Woodard & Curran on October 12, 2016 for the Cochato River Diversion Reactivation to Richardi Reservoir. She reviewed the proposal in detail at the February 8 Tri Town meeting and provided an update. She communicated with the DEP South East Region and informed the Board that there is a DEP and EPA meeting scheduled in May concerning Baird & Maguire and more information will be available then. Helen noted that the majority of the work is the testing and we have to look at the science. Helen discussed and explained reactivating the diversion. Sensitivity to the Town of Holbrook was discussed. MOTION: By Tim Gordon to accept the proposal by Woodard & Curran for the Cochato River Diversion Reactivation to Richardi Reservoir. SECOND: by Rich Brewer VOTE: Unanimous Other: 2 2. Lou Dutton discussed a new proposal and an estimate for Tree Removal. 15 acres of dead trees need to be removed. MOTION: By Rich Brewer to accept and move forward on the proposal as described by Lou Dutton. SECOND: by Tim Gordon VOTE: Unanimous A question of project oversight and Owner’s Project Manager (OPM) was raised and there was brief discussion. Paul Gabriel explained that at the last Tri Town meeting he was asked to develop a plan regarding OPM. He said he met with each board member individually and he’s prepared to meet as a team at any time to discuss the proposal. Mike Walsh explained that MA state law requires a project engineer on all public building procurement projects estimated to cost $1.5 million or more. Mayor Sullivan said the Board needs to know what the engineering cost will be from CDM to bring the Tri Town treatment plant design to 100%. The next meeting is scheduled for May 11 at 2 pm at Braintree Town Hall. MOTION: By Tim Gordon to adjourn meeting at 3:15 pm.
