MINUTES
May 18, 2017
PRESENT: Chairman, Joseph Sullivan, Mayor, Town of Braintree; Richard Brewer, Town of
Randolph, Timothy Gordon, Town Administrator, Town of Holbrook.
IN ATTENDANCE: Jim Arsenault, Lou Dutton, Ben Eccord, Paul Gabriel, Barbara Mello, Joe
Reynolds, and Robyn LaFrance.
Mayor Sullivan opened the meeting at 3:05 pm and introductions were done.
MINUTES: the minutes of the April 6 meeting were reviewed and accepted
MOTION: by Tim Gordon to accept the minutes

Award for Great Pond Dam Project Safety Project: Barbara Mello
Barbara Mello provided the Board with two handouts that detailed the cost breakdown
for the Great Pond Dam safety improvement project, and the breakdown of the Dam &
Seawall Repair or Removal Fund Grant administered by the MA Executive Office of
Energy and Environmental Affairs.
There was brief discussion concerning any possibility that there would be a change order
and the contingency fund.
The construction contract will be awarded to D & C Construction for the submitted bid
cost of $1,050,000. Total project cost will be divided between the three communities in
this formula: Braintree 48%, Randolph 37%, and Holbrook 15%.
Tim Gordon explained that this capital project will require an article for Town Meeting
that he will prepare for the fall 2017 Holbrook Town Meeting.
Mayor commented that the Board should move forward today and that the cost was very
good and the contractor is ready to start.
MOTION: By Rich Brewer to award the Great Pond Dam Safety Improvement bid contract
to D & C Construction.
SECOND: by Tim Gordon
VOTE: Unanimous
Barbara Mello will prepare the documents for Board signatures. This process could take
approximately two weeks. Barbara will notify D and C Construction promptly, and the
work is expected to begin as soon as possible.

Environmental Partners Group, Engineering Services Agreement: Paul Gabriel
Paul Gabriel gave a brief overview of the services included in the Environmental Partners
Group (EPG) proposal for engineering services for the Tri Town water distribution
system master plan. He explained how the hydraulic distribution system will work based
on each of the three towns changing demographics.
MOTION: By Rich Brewer to move forward on the Environmental Partners Group contract
not to exceed $90,000 ($65,000 for the analysis and $25,000 for Distribution
Plan)
SECOND: by Tim Gordon
VOTE: Unanimous
The EPG contract will be paid and divided between the three communities according to
the agreed formula: Braintree 48%, Randolph 37%, and Holbrook 15%.
Other: Fred Hanson, The Patriot Ledger, had a few general questions concerning the Tri
Town Board and the treatment plant process.
The next meeting is scheduled for June 14 at 2 pm at Braintree Town Hall.
MOTION: By Tim Gordon to adjourn meeting at 3:35 pm.
