TRI TOWN BOARD of Water Commissioners Braintree, Holbrook, Randolph Braintree Town Hall MINUTES September 12, 2017 PRESENT: Chairman, Joseph Sullivan, Town of Braintree; Richard Brewer, Town of Randolph; Timothy Gordon, Town of Holbrook. IN ATTENDANCE: Ryan Allgrove, Jim Arsenault, Paul Gabriel, Barbara Mello, Mike Walsh, and Robyn LaFrance. Tim Gordon opened the meeting at 11:10 am. RFQ for Water Treatment Plant OPM: Barbara Mello  Barbara Mello provided the RFQ hand-out to the board members. The document has not yet been reviewed by the Braintree Town Solicitor. Rich Brewer and Tim Gordon stated that they would accept the Braintree Town Solicitor’s review of the document, and not have a separate review by their Legal Department. MINUTES: minutes of the August 9 meeting were reviewed and accepted. MOTION: by Rich Brewer to accept the minutes. SECOND: by Tim Gordon VOTE: unanimous Contingency Fund for Great Pond Dam Repair Project: Barbara Mello  Barbara Mello reviewed the fact that only $4000 is available for a contingency fund and cautioned the board that if more money is needed it may take time for each town to approve funds. All three board members indicated that they would be able to get more money if the need arises. Progress Report on Great Pond Dam Repair Project: Ben Fehan  Ben Fehan was not present at the meeting but he sent a progress report that was satisfactory to the board. Update from Environmental Partners Group: Paul Gabriel, Ryan Allgrove  Ryan Allgrove provided a status report to the board on the combined hydraulic modeling and master plan analysis for the Tri Town communities.  Paul explained that a meeting will be scheduled in the near future with the three Water Superintendents to show a presentation of the model. It is important to include Lou Dutton in this meeting. Security for Richardi Reservoir: Jim Arsenault 1   Jim Arsenault explained that extensive vandalism occurred at the Richardi Reservoir pump station as the result of a break-in at the end of August. Jim described the damage and explained that the Braintree Electric Light Department did a site visit and made some initial recommendations to install security cameras. BELD is completing the analysis at the site and will promptly send the findings, job details, and cost estimates to the board. There will be three camera installation options to choose from.  Mayor Sullivan assured the rest of the board that BELD will install cameras and adjust the cost. The board agreed to split the cost. Other: Mike Walsh, CDM Smith  Mike Walsh received a call from Jim McLaughlin at DEP. Jim has concerns about the age of the approved Pilot Study (2004) and believes that some review of the Pilot Study may be required to confirm the study results and determine if some supplemental testing is needed to confirm that water quality characteristics have not changed since the time of the original study. Jim would like to have a meeting sometime this fall to discuss this issue, and will contact Lou Dutton to coordinate. The next meeting is scheduled for October 10 at 10 am at Braintree Town Hall.
