Mayor responds that we need to take into consideration of the timelines for getting information to the staff and the time of our residents during this meeting as we discuss the agenda. Vice Mayor has a question as to why the Dumpster Variance was removed Town Administrator responded to the concern expressing that the attorney asked to remove it since the council is not able to do a variance. Attorney advises to pass variance ordinance first. PRESENTATIONS Election Judge Appreciation by Mayor and Council. Certificates to be presented later PUBLIC INPUT / COMMENTS : COMMENT : Roger Rudder, Quincy Street 1  Council of the Town of Brentwood Town Hall, Brentwood, Maryland Council Meeting Mutual Aid agreement causes him concern; he doesn’t understand why we should have an agreement with Edmonston since we should probably have agreement with Towns bordering us. Mr. Rudder would like to ask that the council reconsider and look at the bordering towns before signing with Edmonston. Mayor works for Edmonston and could be seen as a conflict of interest. In years previous we had trained officers and the bordering communities wanted to be partners with us. Response: Mayor states that we are considering this because of the previous history of Brentwood, not only do we get patrolling from other towns but training and preparing our officers. COMMENT : Ron Bretemps, Upshur Street Believes that we might not understand the meaning of conflict of interest, and suggest that the Mayor remove herself from the conversation about this contract. He is also concerned that he didn’t see the treasurer’s report on the table for the public. Would like to bring up that there is a street light out behind the 4100 block of 38th Street. There is a tree on 35th street alley between Upshur and Varnum St, it fell down some time ago and cars are running over it. Concerned about the need of sliding glass, and suggest rather we use the money that we don’t have on the Veteran Park lighting. Approved by voice vote Current Council Council Organization Meeting May 11, 2015 Special Meeting May 11, 2015 Report out of Executive Session for May 11, 2015 Council Meeting June 3, 2015 Motion to approve the Current Council minutes; the Council Organization meeting May 11, 2015 and Special Meeting May 11, 2015 and report out of Executive Minutes May 19th May 20, 2015 Special meeting May 20, 2015 and to table the June 3, 2015 until July 8th by Council Member Harrison, seconded by Council Member Olano. Approved by roll call with Council Member Harrison, Council Member Olano and Mayor Treminio-Lopez, with Vice Mayor Clark abstaining due to not having reviewed all the minutes in question. Vice Mayor Clark request that the form to go into executive session be given to all Council Members after it has been filled out. 2  Council of the Town of Brentwood Town Hall, Brentwood, Maryland Council Meeting TOWN TREASURER REPORT Council Member Harrison confused because there are items that the council did not approve. So she is concerned she is not seeing the bills before they get paid. Council Member Olano suggested that we do not have a treasurer’s report if the Treasurer is not here. Motion to receive but not approve the Town Treasurer report by Council Member Harrison, seconded by Vice Mayor Clark. Approved roll call by Council Member Harrison, Council Member Olano, Vice Mayor Clark, and Mayor Treminio-Lopez in favor. POLICE CHIEF UPDATES Status Report for May - 56 incidents, with 38 being traffic Incidents Purchase Order - Request approval for $750 to get an air conditioning in the patrol care, the Air Conditioning compressor is malfunctioning. Motion to approve the purchase order to installation an air compressor in the dodge charger in the amount of $750 from line item 5-4275 by Council Member Olano seconded by Vice Mayor Clark. Approved by voice vote Facebook Page - Department created Facebook page at Brentwood Maryland Police Department and has been putting up information for residents. Council Member Olano request it is linked to www.brentwoodmd.gov Mutual Aid Agreement - Police Departments around our area have a Big 7 program in which departments rely on each other’s manpower even from far distances for this such as aid and training. Currently we have no mutual aid agreement and the Chief has been talking to the chiefs from bordering communities. This is a stepping-stone and other departments are watching to see how we deal with this. Brentwood Police Department is becoming more stable. He understands the concerns and asks for the council’s trust in his judgment to do what is right for the Town and the Police officers Motion to discuss the Mutual Aid Agreement and bring it up to a vote by Council Member Olano seconded by Vice Mayor Clark. Approved by voice vote. DISSCUSION: Council Member Olano appreciates the expertise of the Chief since he does not know the background, Council Member Olano has seen Edmonston coming in and helping Brentwood. The others will come as they see that we have gained stability and support the chief. The Mayor does not see a conflict of interest, and supports the mutual aid agreement. Vice Mayor Clark thinks that it is a good plan and if we support or don’t it should not effect how others see the Police Department. He would also like to request the correspondence from the attorney to the town in order to see the whole picture. Chief respond that most communication took place via verbal communication with only changes in the document being traceable. Move to have Town Administrator to contact LGIT to see how out insurance would work with this mutual agreement. As well as check with the attorney to see if there is a conflict of interest. 3  Council of the Town of Brentwood Town Hall, Brentwood, Maryland Council Meeting Chief states that this agreement has nothing to do with the Mayor and it’s between the Chief of Edmonston and the Chief of Brentwood. Motion to approve the mutual aid agreement between the Town of Edmoston and the Town of Brentwood by Vice Mayor Clark seconded by Council Member Olano. Motioned tabled by motion below and will be present in the next meeting on July 8, 2015. Motion to table the approval of the mutual aid agreement until we hear back about 5.B from LGIT and see if it will bear any financial burden on the town as well as finding out from the attorney if it would be a conflict of interest for the Mayor to be involved. Motion to accept Police Department Report by Vice Mayor Clark seconded by Council Member Harrison. Approved by roll call with Harrison, Council Member Olano, Vice Mayor Clark, and Mayor Treminio- Lopez in favor CODE ENFORCEMENT REPORT Summary of citations was presented to council. Council was notified that we are online with COMPLUS. Mayor would like something in the Newsletter to state that the residents must cut the grass and may not blow it out into the street. Motion to accept the Code enforcement report by Vice Mayor Clark seconded by Council Member Harrison. Approved by voice vote CLERKS REPORT May 2015 received $155.00 from 6 items Motion to accept report by Council Member Harrison second by Council Member Olano. Approved by voice vote TOWN ADMINISTRATOR REPORT PY34- Last item outstanding is the self-assessment on the disabilities. Open Space Grants - Working with Council Morlan and is making great strides Brentwood Clean Water Awareness Day - Saturday June 27th from 10am-3pm. With 12 people signed up currently to participate Third request for Town Clerk and Police Clerk Computers - I-NET sent a warning of the FT Town Clerk’s computer is no longer getting serviced for back up. 41 st Street Development - will come in on July 8th to give a status, Council Member Olano would like to request a Sharebike station. Would like a notice for resident in the newsletter to know that it is happening this status update is happening on July 8th. 4  Council of the Town of Brentwood Town Hall, Brentwood, Maryland Council Meeting Firehouse Bids- The bids where cancelled by suggestion of the attorney and Mr. Wu due to the time length since the bids had originally taken place. We will reclassify the bids due to the age of the bids and the services rendered. We have been advised that we change classification so the town is only obligated to complete the project in phases. It will be further discussed under New Business. Faith Outreach – Does not have two gates but one on Rhode Island and the Town is working on a solution with them. Motion to Approve Town Administrator Report made by Vice Mayor Clark Seconded by Council Member Harrison. Approved by voice vote OLD BUSINESS Status of Recruitment - Tabled discussion until executive session on, interim treasurer might need to attend other activities outside of her 20 hours and Vice Mayor Clark wants to get notified if more than 20 hrs are needed to work on a weekly basis. Motion to extend our current temporary treasurer until we fill the treasurer position by Council Member Harrison seconded by Council Member Olano. Approved by Council Member Harrison, Council Member Olano, Vice Mayor Clark, and Mayor Treminio-Lopez in favor. Motion to have an executive session on June 24, 2015 at 7pm by Council Member Olano, seconded by Council Member Harrison. Approved by voice vote Stipend for Phone Bills - Tabled until July 8, 2015, with a descriptive sentence on agenda Performance Arts Camp August 10-17, 2015 - Contract is being drafted, and edited to comply with the Town needs. The contract includes a request for the use of the Town Hall and a $150.00 for partnership fee. Tabled for July 8, 2015 Front Glass - Sliding Glass Purchase Order presented. Motion to approve the front glass sliding glass door from line item 5-1235 by Council Member Harrison, seconded by Council Member Olano. Approved by roll call with Council Member Harrison, Council Member Olano, Vice Mayor Clark and Mayor Treminio-Lopez in favor. Reschedule July 15th Meeting - Mayor is excusing herself from this meeting and the meeting date will not be changed. Status of Council Orientation Retreat Session -Council Member Harrison has talked with the Town Administrator and asks that it is scheduled for when all council members are able to attend for the whole day. Mr. Harrington has agreed to be the facilitator and can take place in his facilities. Mayor wonders if we might do this orientation with other council members in the area, such as Mount Rainier, etc.… Council Member Olano would like an outline for the workshop and to know what we are getting from this workshop and suggest the council does it in September. This will be tabled until July 15, 2015. Vice Mayor Clark would like to discuss goals and vision. Vice Mayor thinks that times discussion is not a good idea Council Member Olano clarifies that this is a guideline not a set rule 5  Council of the Town of Brentwood Town Hall, Brentwood, Maryland Council Meeting MML Event Tickets – This will not be provided since all attending will be given a stipend Approval of Town Clerks Computer – Council Member Harrison mentioned that we might purchase the computer immediately due to the urgency in which it is requested. Motion to approve the Town Clerks HP Recline 27” computer for $1,299.00 coming from 5-1135 to be purchased under FY15 funds immediately and the other two to be purchased later by Harrison, seconded by Council Member Olano. Approve by roll call Harrison, Council Member Olano, Mayor, Vice Mayor abstaining. NEW BUSINESS Gateway Business Partnership (Council Member Olano) - This is an idea that has been worked on in order to bring the business community and start a partnership with them. The Town Administraor has gotten some baseline information, only two communities have a business association around the Town (Colmar Manor and Mount Rainier). The council was provided the information from Mount Rainier to review and discuss later Academy of Excellence - This is a course of studies set my MML and UMD, Town Administrator suggest that whoever wishes to enroll research to determine if they are able to commit to the program. Town Administrator, Council Member Harrison, and Vice Mayor Clark are interested in this program. Motion to approve of $250.00 per person for enrollment in the Academy of Excellence with MML under line item 5-1180 to include any town staff and town council member that would make the commitment to complete it by VM Clark, seconded by CM Harrison. Approved by Harrison, Olano, Clark and Mayor Treminio-Lopez all in favor Appointment of Gateway CDC Board of Directors - Council Member Harrison agrees. Vice Mayor Clarks partner is the president of the CDC Board and is giving full disclosure and does not see any conflict of interest in seconding the vote. Motion to appoint Council Member Tonya Harrison as the liaison to the Gateway CDC Board of Directors by Council Member Olano seconded by Vice Mayor Clark. Accepted by CM Harrison to be on the board. Approved by roll call Council Member Harrison, Council Member Olano, Vice Mayor Clark and Mayor Treminio-Lopez all in favor. Letter will be drafted by Town Clerk and Town Administrator for Gateway CDC letting them know of the appointment G&C Consultant Proposal for Fire House Project Manager Services - Proposal presented for review by Town Administrator and hopes that this can be voted on July 8, 2015. Vice Mayor Clark would like the design to be reviewed by the council and residents. Approval of a lternative Check Signatures - Resolution 2015-05 Read by Town Administrator Motion to approve Resolution 2015-05 to add Vice Mayor Clark and Council Member Regina Morlan, seconded by Council Member Olano. Approved by roll call from Council Harrison, Council Member Olano, Mayor Treminio-Lopez with Vice Mayor Clark abstaining due to wanting to contact LGIT and the attorney. 6  Council of the Town of Brentwood Town Hall, Brentwood, Maryland Council Meeting Town Administrator mentioned that the staff worked hard to summit in the agenda and have supporting documents ahead of the meeting. Hopes that in the future, questions or objections can be raised/mentioned before the meeting. Approval of Brentwood Clean Water Day Proclamation - Vice Mayor confused since he had requested a description not a proclamation. Motion to approve the proclamation for Brentwood Clean Water Day Proclamation, by Harrison seconded by Council Member Olano. Approved by voice vote MEETINGS Council Meeting July 8, 2015 @7:30pm Executive session on June 24, 2015 @7pm Committee Meetings: CSEC , July 14, 2015 @7pm ANNOUCEMENTS Prince George’s Green and its partners including local businesses are organizing a Clean Water Awareness Workshop/Day of Action in Brentwood on Saturday, June 27th! The event involves a stream clean up, lunch, and then offer three options for workshops about Clean Water resources/opportunities to help homeowners go green while enhancing our neighborhood.
