The Agenda was approved with the addition of: Add: Business Association Resolution, Old Business Add: Mi Patio request, New Business Add: Recycle renewal, Town Administrator Add: Audit, Treasurer Add: Council Reports Add: Permit Application & Procedures, Old Business Add: House Insurance, New Business Approved by voice vote all in favor. PUBLIC INPUT / COMMENTS : Due to time restraints there will be timed comments and is only open to comments outside of the topics already COMMENT : Elery Dunn, with IBEW Electrical Workers Local 26 Will be coming January 16 from 10-1pm to introduce apprenticeship programs with IBEW COMMENT : Mr. Gonzales , Varnam Street Brentwood Also a part of the IBEW and is happy to work with the Town. COMMENT : Danny Medina, Mi Patio 1 Council of the Town of Brentwood Town Hall, Brentwood, Maryland Council Meeting Requesting that Thanksgiving Night, they be allowed to close at 2 a.m. as opposed to midnight. Last call will be at 1:30 a.m. and doors closing at 2 a.m. POLICE CHIEF REPORT Neighborhood Watch Meeting November 19, 2015 - Announced RFP Status - Recommendations- has been communicating with the Council, is pleased to say that OPTO Traffic is willing to maintain he current contract, which saves money. Department General Orders - Orders need to be updated, deleted and created to comply with LGIT Body Camera - The Dragcam hand held program cost is good until July 2nd and on November 25th officers will be obtaining training for body camera. October Stats - Read Written Report - Senior program was placed in report and was announced for public. Council Member Olano asked what the 3 most frequent parking citations are in order to get an idea. We should include that in the newsletter. Motion to approve the Police Chief Report report by Vice Mayor Clark second by Council Member Morlan. Approved by voice vote CODE ENFORCEMENT October Stats: Martha- Presented by Town Administrator Fern- Presented by Town Administrator Motion to accept the Code Enforcement Reports by Council Member Olano second by Vice Mayor Clark. Approved by voice vote TOWN CLERK REPORT Deposit Report total was $25,926.65 for the month of October by Town Clerk Open to questions about Computer Lab Proposal from Council- has been placed on hold Motion to receive the Town Clerks Report by Council Member Morlan second by Council Member Olano. Approved by voice vote TOWN TREASURER REPORT Payables - Balances read Council Member Morlan would like to withhold payment to Town of Cottage City. Cash Reports - Question came up about specific payments Audit Report - Was sent last week and is waiting to hear back HUR- Report was made and is ready to be filed Tax Differential - went out on November 16, copy will be sent to the Mayor and Council Motion to pay the bills for $17,551.25 by Vice Mayor, seconded by CM Morlan. Approved by voice vote Motion to receive the Treasurer Report made by Vice Mayor Clark, seconded by Council Member Morlan. Approved by voice vote Vice Mayor Concerned about Purchase Order Policy and the viewing of Purchase Orders TOWN ADMINISTRATOR REPORT 2 Council of the Town of Brentwood Town Hall, Brentwood, Maryland Council Meeting Currently Brentwood must comply with new mandatory storm water management and sewage regulations, Town Administrator would like to begin working towards this. Brentwood Town Center / Firehouse - waiting for Mayor and Council to decide on Architect Waste Services RFP - had been posted with no response yet Windom Road Sidewalks Project Progress - Signed agreement from resident on Windom Road to move forward and hearing will be held on December 2nd. Vice Mayor request that not only Windom Road residents and but also surrounding homes be notified. Motion to hold the Hearing for the Windom Road project on December 2nd at 7pm by Council Member Olano, seconded by Council Member Morlan. Approved by roll call with Council Member Morlan, Council Member Olano, and Mayor in favor and Vice Mayor abstaining. DNR Open Space Grant 2011 and 2014 - Work has been completed CDBG PY42 -Has been submitted TA Written Report - Provided to Mayor and Council Motion to receive the Town Administrator Report made by Council Member Morlan, seconded by Council Member Olano. Approved by voice vote with Vice Mayor abstaining COUNCIL REPORT Council Member MORLAN- expense report was given for expenses in community events. Events attended named. Town Administrator read a letter from Ms.Dotty Vernando regarding the Senior Thanksgiving Luncheon Council Member OLANO- Brentwood Business Association will be having the 3rd meeting tomorrow. Tomorrow they hope to begin the organization. Communication Committee is ready to have the first meeting, and is only looking for a suitable date, would like to have a resolution to share with volunteers. Newsletter timeline was reiterated. Council Member CLARK- went to landscape garden festival, along with head of green team. Tree planting needed to be rescheduled, and will meet with TA to arrange another date. Has committee meetings scheduled. Mayor TREMINIO-LOPEZ- Participated in the 5k run, participated in the Halloween celebration. Mayoral meeting was held in Hyattsville SHA was discussed about having a light on Volta Ave and Rhode Island Avenue. WSSC was also part of this meeting. They expressed concern that they are not notifying residents. Held the first Hispanic Community Forum which was a big success and will continue to hold them to reach out to the community, January 16 from 10-1pm will be the next forum. The Town held the Landex forum. Mayor received a Rising Star award from Senator Ramirez and Delegates from District 47. Request to be excused for the next meeting December 2nd. OLD BUSINESS Approval of Smith Architect ’s proposal for the Town Center - We save money by going with Smith Architects, and is recommended we use them for design of the Town Center. Motion to accept the proposal from Smith Architect’s proposal for the design of the Town Center in the amount of $38,350.00 by Council Member Morlan, seconded by Vice Mayor Clark. Approved by roll call 3 Council of the Town of Brentwood Town Hall, Brentwood, Maryland Council Meeting with Council Member Morlan, Council Member Olano, Vice Mayor Clark, and Mayor Tremino-Lopez in favor. Approval of Incorporating Town Ordinances from 2013-2014 into the Town Codes- Tabled until January, until having scanned ordinances can be provided Change to Inter-Municipal Bikeways MOU - Needs to be submitted before December. Motion to approve participation with Inter-Municpal Bikeways MOU by Council Member Morlan seconded by Vice Mayor Clark. Approved by roll call with Council Member Morlan, Council Member Olano, Vice Mayor Clark, and Mayor Tremino-Lopez in favor. Communication Committee Resolution - was handed out to Council in previous meetings. She is unclear as to the intentions of the committee. Town Administrator clarifies that it is an advisory committee for the Council. Postponed it until the committee is created and they provide input. To be seen again in second meeting in January. Approval of Xerox Agreement - Vice Mayor Clark is against this selection of lease but not against getting an upgrade Motion to approve the proposal for Xerox 7545 Agreement for 36 months from TML a Xerox company by Council Member Morlan, seconded by Council Member Olano. Approved by roll call with Council Member Morlan, Council Member Olano and Mayor Treminio-Lopez in favor and Vice Mayor Clark against. Council Rules, Visions and Goals - Vice Mayor would like to move this item to the second meeting of December so there is more time to prepare. Mayor says she has been waiting since May for the Council to take action. Motion to approve the meeting procedures as outlined in the back of the agenda for the public for our C ouncil meetings and adopting them as final by Council Member Morlan, seconded by Council Member Olano. Approved by roll call with Council Member Morlan, Council Member Olano and Mayor Treminio- Lopez in favor and Vice Mayor Clark abstained. Approval of the Newsletter Plan - Vice Mayor is concerned about dates and revisions needed. Motion to approve the newsletter plan as presented as a point of departure. Motion made by Council Member Olano, seconded by Council Member Morlan. Approved by roll call with Council Member Morlan, Council Member Olano and Mayor Treminio-Lopez in favor and Vice Mayor Clark against. Purchase Order Policy Amendment / Adjustments - Tabled until the second meeting of December (12/16) Expense Report for Community Events - Was part of report by Council Member Morlan. Vice Mayor would like to get a list of all the people who got sent letters inviting them to the Hispanic Forum. Mayor would like to place on record she only used town funds for the paper on which the letters where printed and the postage, she provided the breakfast. Approval of Speed Camera Recommendation - 4 Council of the Town of Brentwood Town Hall, Brentwood, Maryland Council Meeting Motion to approve the recommendation to maintain the contract with OPTO Traffic for one year by Vice Mayor Clark, seconded by Council Member Olano. Approved by roll call with Council Member Morlan, Council Member Olano, Vice Mayor Clark, and Mayor Tremino-Lopez in favor Motion to approve the Chief to work with the Town Attorney and OPTO Traffic to create an amendment in the OPTO Traffic contract to include red-light camera services as well as the 6-month extension. Motion made by Vice Mayor Clark, seconded by Council Member Council Member Morlan. Approved by Voice Vote, all in favor. Mayor suggested that when the chief meets with them to please make sure the town keeps the Flag releases. Business Association - Motion to approve the resolution 2015-10 to support the establishment of the Brentwood Business association. Changed to reflect the change in verbiage to say “support” by Vice Mayor Clark, seconded by Council Member Morlan. Approved by roll call with Council Member Morlan, Council Member Olano, Vice Mayor Clark, and Mayor Tremino-Lopez in favor. NEW BUSINESS Grants - Tabled Re-adoption of Ordinance 2013-04 (Multi-dwelling) - TA will contact attorney Approval of Mayors attendance of the MMA Winter Conference - The annual dues has to be paid, as well as the registration fee for the Winter Conference. Motion to approve the MMA annual dues of $60 by Vice Mayor, second by Council Member Morlan. Approved by voice vote, all in favor. Motion to approve the Winter MMA registration for the amount of $140. Motion made by the Vice Mayor, seconded by Council Member Morlan. Approved by voice vote, all in favor. Holiday Lighting Contest - Proposed awards are $75 for 1st place $50 for second and $25 for 3 place. Motion to approve $150 for the holiday decoration contest. Motion made by Council Member Morlan seconded by Council Member Olano. Approved by voice vote, all in favor. Tree Lighting - December 9th at 7pm at Town Hall Holiday Celebration - December 18th at 7pm with a visit from Santa. Will offer light refreshments. Vice Mayor asked if $500 includes lighting contest to which Council Member Morlan responded it will. Motion to approved a budget of $500 from 5-9205 for the Tree Lighting taking place December 9th at 7pm and Holiday Celebration on December 18th at 7pm by Vice Mayor Clark, seconded by Council Member Olano. Approved by voice vote Mi Patio - Request to extend hours for Thanksgiving. Written request needs to be submitted and written request are required for other dates in December. 5 Council of the Town of Brentwood Town Hall, Brentwood, Maryland Council Meeting Motion to extend the hours of Mi Patio for Thursday November 26 with last call at 1:30am closing at 2am. This is a one-time exception made by Council Member Olano, seconded by Vice Mayor. Approved by roll call with Council Member Olano, Vice Mayor Clark, and Mayor Tremino-Lopez in favor and Council Member Morlan against. Medical Fair- Medical Information Fair provided by Fort Lincoln Heath Care Motion to have the heath insurance assistance session on Sat December 12, time and location to be determined by Vice Mayor Clark, seconded by Council Member Morlan. Approved by voice vote. Town Administrator reported that this was necessary as the event was over budget due to over expensing. Motion to approve an additional $130 dollars for the Senior Thanksgiving Luncheon. Motion made by Council Member Morlan, seconded by Vice Mayor Clark. Approved by voice vote, all in favor.
