Council of the Town of Brentwood Town Hall, Brentwood, Maryland Council Meeting Meeting of the Mayor and Council of Brentwood Date: January 20, 2016 Council: X Vice Mayor Jeffrey Clark X Council Member Tonya Harrison X Council Member Regina Morlan X Council Member Victor Olano X Mayor Rocio Treminio-Lopez Town Staff: X Reginald Bagley, Town Administrator ** Magdalena Rojas, Town Clerk ** Robert Althoff, Chief of Police ** Shelly Gaylord, Treasurer Mayor Treminio-Lopez called the meeting to order at 7:37 pm **EXCUSED DUE TO THE WEATHER _________________________________________________________________________________ APPROVAL OF AGENDA : Motion by Council Member Morlan to approve the agenda with changes, second by Council Member Olano for discussion. The Agenda was approved with the changes of: Table: Police Chief and Treasurer Reports Tabled: Heritage Center Fund Tabled: Date/Time change for 3/16 Add: Money for Chief School and Hotel Add: Rescheduling of Council Retreat, Old Business Approved by voice vote all in favor. PRESENTATION: WSSC Project Management , Rob Spigone (301) 206-4238 Contractor is on scheduled to finish February 23rd unless weather causes delays. There are issues with the pressure on Taylor Street, and until this is resolved this street is on hold. Currently they are trying to get rid of as much of the plastic ground pipes as soon as possible. Ultimately it is Tilden, Upshur, Webster, and Volta, that need main tie-ins to connect houses to the main pipes again and away from the bypass. They also aim to minimize the overflow of material and machines and remove or label steel plates so as winter comes, the Town can plow without damaging the equipment. In response to residents asking about why their driveways are blocked, Mr. Spigone mentions that they leave letters on doors and are also able to move their vehicles if the residents are caught unaware for any reason. If they are digging up they leave letters letting them know that digging is starting and to please remove their vehicles. Also contractors knock on the door early in the morning if cars are parked to let residents know 1 Council of the Town of Brentwood Town Hall, Brentwood, Maryland Council Meeting that they will begin digging. Town Administrator brought up that the restoration of the street is something that needs to be discussed at a later point because the way that the streets are currently being restored in the middle of the street is not going to work since the Town will have to have someone come in an repair the whole street. Mr. Spigone mentioned that WSSC will be coming back and restoring the streets the way they should not only the center trenches. MINUTES Council Meeting January 6, 2016 TABLED TOWN TREASURER REPORT TABLED POLICE CHIEF REPORT TABLED CODE ENFORCEMENT Read by the Town Administrator October Stats: Martha- Presented by Town Administrator Fern- Presented by Town Administrator Council Member would like the procedures and rules for building permits to go on the newsletter Motion to accept the Code Enforcement Reports. Motion made by Vice Mayor Clark second by Council Member Harrison. Approved by voice vote, all in favor. TOWN CLERK REPORT Deposit Report required changes before being accepted for the month of December Motion to receive the Town Clerk deposit of $59,110.82. Motion made by Vice Mayor Clark, seconded by Council Member Harrison. Approved by voice vote all in favor. TOWN ADMINISTRATOR REPORT Bates- Mayor and Council decided to have a panel to meet with Bates on a separate meeting and to move forward with a 5-year contract Council Member Morlan and Council Member Harrison will be the panel. Motion to procced with the 5-year add on option including the logo in the negotiations. Motion made by Vice Mayor Clark, seconded by Council Member Harrison. Approved by voice vote, all in favor. Eric Wright -Tree Compensation - TABLED TA Written Report - Apologized for not being able to submit the written report earlier but did want to let the Mayor and Council know that they have begun planning for the coming winter storm. 2 Council of the Town of Brentwood Town Hall, Brentwood, Maryland Council Meeting Motion to receive the Town Administrator Report made by Council Member Harrison, seconded by Council Member Morlan. Approved by voice vote, with all in favor. OLD BUSINESS Retreat Summary /Reschedule - Due to weather conditions the retreat has been cancelled and will be rescheduled for January 30, 2016 Motion to reschedule the retreat for January 30th from 9am-2pm. Motion made by Voice Mayor Clark, seconded by Harrison. Approved by roll call vote, CM Harrison, Council Member Olano and Mayor in favor and Council Member Morlan and Vice Mayor Abstaining. Maryland Mayors Winter Conference - Mayor won a scholarship, this means that they will be paying for tuition. She needs money for lodging in the amount of $102 from line item 5- 2022. Motion to approve the lodging for the mayor $102 plus the allowable federal per diem allowed for February 4 & 5th from line item 5-2022. Motion made by Vice Mayor Clark, seconded by Council Member Harrison. Approved by voice vote all in favor. Brentwood Town Center/Smith Architects Update - Mr. Wu will manage getting Phase I: Smith Architects bringing old documents to current standards, Phase II: make the drawings to construction documents. These Phases will be a part of a proposal that will be submitted to the Mayor and Council. NEW BUSINESS ATHA Heritage Center Fund - Tabled Approval of MEA New Communities Smart Energy Grant Submission - Will be submitted and will be reviewed on a later date if we are selected and the Town must enter into a contract. Motion to approve the submission of the application as is currently presented by the Town Administrator for the MEA Grant. Motion made by Vice Mayor Clark, seconded by Council Member Harrison. Approved by voice vote, all in favor. Requested line item number to be included on all transactions. Date/Time change for 3/16 - Tabled Black History Event Plans & Budget Approval - Council Member Harrison is not ready for the budget approval but would like a program at February 20, 2016 at 5 pm. Council Member Harrison believes she will need about $800 and is willing to help with the cost on a personal level. Motion to approve having the Brentwood Black History Month Extravaganza on February 20, 2016 starting at 5pm at the Brentwood Arts Exchange. Motion made by Vice Mayor Clark, seconded by Council Member Morlan. Approved by voice vote, all in favor. Money for Chief School and Hotel - Chief training school will take place in February and April. 3 Council of the Town of Brentwood Town Hall, Brentwood, Maryland Council Meeting Motion to approve the training for the Chief to attend New Chiefs training from February 28-March 3rd from line item 5-4140 in amount of $421. Motion made by Vice Mayor Clark, seconded by Council Member Harrison. Approved by voice vote, all in favor. Approved by roll call, all in favor with Council Member Olano excused. This Session will be held at Bunker Hill Fire Department located at 4701 31st Place Mount Rainier MD 20712.
